South Sudan say Toposa can be disarmed within regional plan

October 29, 2009 (JUBA) — Sudan’s First Vice President and President of Southern Sudan Government has said his government cannot disarm Toposa tribe as long as members of Kenyan tribe of Turkana hold arms.

The Sudanese Toposa are based in eastern Equatoria near Sudan Kenya border. The members of this pastoralist ethnic group who were armed by Khartoum to fight the former rebel SPLA during the north south war, have regular disputes with the other tribes in the same state but also clash with other tribes in the neighboring Kenya and Uganda.

Following a meeting held with the Kenyan Prime Minister yesterday Salva Kiir stated that he would not disarm Toposa while the tribe of Turkana continues to attack them.

He said regional effort is fundamental to creating peace among the three cousins, Toposa of Sudan, Turkana of Kenya and Karamojong of Uganda.

Salva told the Ugandan Prime Minister, that disarmament of Toposa require to disarm Turkana who are still holding arms.

The Southern Sudan President said the issue of conflict between Toposa and Turkana will be addressed by a joint committee due to be established.

He further said regional effort is fundamental to creating peace among the three cousins, Toposa of Sudan, Turkana of Kenya and Karamojong of Uganda.

Last week Kenya denied the death of its troops following a statement by southern Sudanese army saying the Toposa had killed 16 soldiers.

Also the Kenyan Labor Minister John Munyes, who is also a Member of Parliament for Turkana North Constituency, threatened to quit cabinet if allegations leveled against him by southern Sudan officials are not cleared.

However the southern Sudan officials said they had never accused him of being an agent for Sudanese government.

  • He never said he will not disarm the Toposa, he just said all the neighbouring tribes need to be disarmed simulteneously so one tribe does not attack the other one.

      Nothing good would ever comes out of Salva Kiir & his tribal crooks in Juba!!

      Salva Kiir cannot even disarm his own Akon village, Warrap state to bring about stability there. Where does he get the power to disarm Toposa tribe even if Kenya or Uganda disarm their other side of the borders?

      There is no gov’t in south sudan which can disarm Toposa or other tribes in the south sudan region. Salva Kiir is a political provocateur in this one. He is simply doing real politiks in the name of Toposa people to blackmail Kenyans. The LRA is the case in point. Why are innocent civilians are being killed by LRA in WES Equatoria if Kiir has a power as a leader in southern sudan?

      Kiir is simply a tribal chieftain based in Juba and the best he can do there is to loot 50% budget from oil share with his crooks and corrupted tribal cliques. Nothing else!!

        You are right. But you know, I believe Salva Kiir could have been a very good leader if he liberated himself from bad advisors who have been giving him tribally motivated advices. I believe Kiir by his own nature is a very good man. But his tribal advisors have hijacked him, some for intentional tactics to spoil him, others might have given such tribal advices believing it is in good faith. This has spoiled Kiir and turned the government into chieftaincy.

        His recent diplomatic and political offensive in the region is a very good applaudible move. Kiir should liberate himself from his tribal clique who only want to see him at odds with his non-Dinka colleagues in the government. This can make him his true orginal Salva Kiir of Mayardit.

          Yes, this is Kiir’s good diplomatic-speak though in reality we know it is real politik. You are right, Kiir could be better without his tribal clique advisers led by Lual Ding Wol & other crooks. See, prejudice is the spear of ignorance and this tribal clique is too ingnorant to see the the bigger picture and think big for south sudan.

          They are wrong in thinking other south sudanese are their military and political enemies. This is what causes all these attrocities and bad relations among the top leadership. Dr. Machar is NOT the enemy, their narrowed tribal-mentality didn’t figure that out.

          South Sudanese all over the world are now talking to their countries of ressident political leadership to closely scrutiny Kiir’s anti-democratic tendency that was overlooked while people were only scrutinizing Jellaba evil tactics. Kiir’s chieftaincy/tribal gov’t has shown the world its true tribal color and the world has to treat it for what it truly is, tribal clique GOSS.

      • yes Nuer disarmament and then Taposa.
        Taposa kill a lot of SPLa when NCP used them aganist SPLM. They used to get their weapons in Juba so they fight SPLA.
        We know that SPLA teach Taposa lessons already amd they are now better than before.

    • Salva Kiir should know that Jonglei is one of the worst states that needed to be disarm before any other state can disarm. as of now, it’s impossible for a person to walk from state capital (Bor) all the way to Pachalla without being kill, it is impossible. I hope he (Kiir) really knows what he is talking about otherwise nobody will take his words seriously this time.

    Disarming my boys (toposa) is not an easy thing as people thinks. Why should Toposa be disarm if neighbours are holding guns? it’s for them to be controlled like ladies by others? not really. Those guns are needed by Equatorians people for future plan of what is going to happened in South, I and we as one need those weapons for self determination in South not only for self depend from other countries. Those who dream of taking Toposa guns should start right now, and they will be the example for others to learn, whether SPLA gangs or whatever they will face the truth game and w’ll see negative impacts. Who on earth can be control by others in 21 century? People can talk of disarming and do it within the cities not rural areas otherwise those who step beyond the boundaries shorten their lives or get half life to live. How and why try and you will see by yourself. Any Equatorian who accept giving his/her gun to this dinkas government is making fool of our images. You give yours and later on dinkas government will take and give it to his dinkas then see who is going to suffer. It is time to open your eyes and have perfect ears.

      Guys you did not understand what Salva Kiir said, as said Toposa tribe can be disarmed within the regional plan. the regional plan mean Kenya and Uganda are part of the regions and he further said Toposa can not be disarmed while Kenyan Turkana Tribe and Karamajoo of Uganda are holding guns in their hand which 100% right from Kiir. where did you get statement say he wanted to disarmed Toposa.

      I would like to informed Sudantribune who just put some information on media without being said by the authority concern . Toposa were noy fighting along side Arabs and if they were, why was the home of our late Great Leader John Garang in Toposa area where he died on way to Kapoeta County.

      Some Guns given to Toposa by John Garang where form so call Non Train Army (NTA) to take control of our borders with Kenya, Uganda and far east to Ethiopia where Ethiopia claims apart of our land to their which later reply by Dr John that let them look at the old map between Sudan and Ethiopia and the same happen when Ugandian claims that Ketipo park as part their land and the same statement was passed to government by Mabior Kuir an SPLA Security officer was based in lokukei in 1993, and it is now happening at the Kenyan border where they said Toposa tribes have been grazing their cattles on their side while they do not know that Lokichoggio is a part South Sudan.

      Dear Southern, you need to be very keen because where every our border lie not there will be a problems of borders across the region.and if some of you have been to Kaya and Buszis will note that there will be a problems as Congolese have enter to our sides and claims to their.

      I have been to many places in South Sudan Starting Tumbura in the far west of CAR border to far East Kurmock at Ethiopia leave alone Congo, Uganda and Kenya.

      I strongly agreed with Kiir that Toposa should not be disarmed unless Kenya- Uganda disarmed the Civilians armed gruop and I would aslo like Kiir to sit down with Toposa Elders about the issue in order for them not attack any tribes in sides South Sudan such as Boya, Didiga,Lopit, Lokuka amd many.

              The best way of bringing peace is peace building ,meaning dealing with development projects that benefits the people,continous educaion with regard to the disadavatages of war, deveopment of infrastructures that will enable people mix with each other to avoid their doubts against one another and so on.

              Disarmmament should come as the last option after peace building projects fails.But never fails.

              Whenever disamimg you should make sure that everthing like arrows ,spears,stones and guns are collected in the area.Because all these are used to kiling some one.Also make sure that no other source of supply .Will SPLA have capacity to to this?

              Which one is effiecient and effective,Peace building or disarmament?

              I am sorry that my ancestorial land is not having a qualified political scientists who are serving as kiir’s advisors.What a AIDS/HIV!!!

    Dear Readers,

    What is happening in Kapoeta East County is concealed from you by both the government of Southern (GOSS) and the Kenyan government. On 14/10/2009, the Kenyan armed forces comprised of Kenya army, General Service Unit (GSU), the Police and the Turkana who are armed by John Munyes under the pretext of what is known in Kenya as Kenya Police Reserve (KPR). These forces occupied Nadapal adjacent to our exit point. For those who might have travel to Kenya through Nadapal exit point, the Kenya forces established their four bases across the river. In each base, the Kenya flag is flying high.
    The Turkana who are dying to graze around this area have migrated in thousands with their cattles. They are fighting against the Toposa together with the security forces who have secured maximum security for their cattle in Toposaland. It is hard to imagine the way the Kenyan forces are killing the Toposa while the SPLA forces keep watching. The denial of John Munyes that those who are in Nadapal are just police. Which police in the world is trained to use 82mm, 60mm and anti-personal carriers? Kenya is claiming that they have regain a 27 kilometers land which was left to the Sudan during the war. This is falls. If we talk about Ilemi Triangle, this area where the fighting is taking place is far away from the disputed Ilemi Triangle.
    Two reasons are driving Kenyan and their Turkana to encroach into Sudan. One that the search for pasture for the Turkana. Turkana District is one of the driest areas in Kenya, Turkana can only access grazing pasture in Turkana South and Northwest of the Ilemi Triangle. Second reason is the search for oil. In recent times, Kenya went on aggressive exploration of oil just like Uganda. This took them into Indian Ocean (Lamu) shore. After failing, they turned to Turkana District which of course is like the rest of the Arab world in its climatic conditions. They tried in areas around Kakuma but again fruitless. Their oilmakers or searcher pointed a finger into the areas of Sudan. Without any reservation, Munyes armed Turkana with AK47 and G-3 which he is accuring from Khartoum. Turkana felt blest and are now clearing Toposa from their ancestral land. Yesterday, they burnt villages, killed women and children and drived away hundred heads of cattle in an area called Locoreabei. As of now, vultures are eating dead bodies while the Turkana settled in the same are with the protection of the KPR.

    Let the international community comes down to verify this. Toposa are being massacred by Kenya and Turkana in their own land while their government keeps watching.

Late me break it down sick guy, DINKA came through Equatoria 1 because it was a boarder 2) it was easy for UN to access through the boarder of UGANDA, KENYA so they can help them with ration. It wasnt because of Equatorain beauty was the reason DINKAS go to Equatoria fool, please even Equatorian them selves were suffering in their own villages before Dinka come. So if you are calling for genocide on DINKA do it but dont just be stupid on what you dont really know. Am sorry for SOUTHERN SUDAN because we are always against the truth, i my self i been with equatorain for almost my life but i never heard of war of trible war before beside this website of dumb adult.
