October 23, 2009 (PARIS) — The Justice and Equality Movement (JEM) urged Darfur peace mediation to put pressure on the Sudanese government to enforce a confidence building agreement before to resume peace talks.
Sadiq Hassan, JEM representative in France and a member of the leadership council met Thursday with the joint mediator and the Qatari state minister who are in France for talks with France officials on the peace process.
JEM refuses to resume the peace process asking to improve the humanitarian conditions of the Internally Displaced Persons (IDPs) and to release over 100 fighters detained by the government after an attack on the Sudanese capital in May 2008.
During a meeting with mediators, the rebel official urged them to pressurize Khartoum government to implement Doha goodwill agreement signed on February 17 with the government. He added that it is necessary before to resume the Doha process.
"We reaffirmed JEM commitment to the Doha peace process in order to reach a genuine settlement to Darfur conflict," Hassan said adding that "Khartoum’s lack of seriousness should encourage the international community to join the mediation in its efforts to secure the release JEM members and to improve the humanitarian situation."
The Sudanese government says it would only release JEM prisoners of war gradually when they sign a ceasefire agreement but the rebels reject this proposal.
Sadiq who met with Mr. Djibril Bassole and the Mr. Ahmed Abdullah Al-Mahmoud, said the mediation would organize a civil society workshop next month and plan to follow it with a meeting between the government and rebel movement.
JEM recently called the mediation to enlarge the talks to include all the marginalized areas in the country saying "partial solutions have failed to settle the Sudanese crisis."
Ahmed Tugud, JEM top negotiator in a position paper published on its website also suggested referring to the international law standards to define who is rebel and who has the right to take part in the peace talks.
JEM leader Khalil Ibrahim rejected several times the participation of the other rebel groups asking for exclusive talks with Khartoum, a matter that the mediators and the Sudanese government refuse.
