Minister stresses on need to build less costly refinery in South Sudan

October 20, 2009 (JUBA) – The Sudan’s state minister of Energy and Mining, Mrs. Angelina Teny, stressed the importance of conducting a proper feasibility study in pursuit of building a less costly oil refinery in Southern Sudan.

The semi-autonomous region has embarked on building its first ever oil refinery for its huge oil reserves as the clock ticks towards referendum on secession in January 2011.

The government is in urgent need to indigenize the operations of the oil sector so that it is not “caught up” in case its people choose secession in 2011.

The South Sudan ministry of Energy and Mining last month presented to the Council of Ministers a project for oil refinery to be built in a place called Akon in Warrap state.

The refinery project targets the crude oil produced in Block 5A in Unity state and its implementation cost is expected to be around two billion of US dollars.

The government also directed the Energy and Mining minister to discuss with any interested major oil companies the possibility of building refineries at the sites of the oilfields in Upper Nile and Unity states.

Mrs. Teny on Tuesday advised that it was important for the Southern Sudan oil ministry to conduct feasibility study in some other locations so that the implementation of the project can be achieved without spending too much money unnecessarily.

She explained that the project would need pipelines as the safer means of transporting crude oil, but added that it was very costly to do that while ferrying it by land is hazardous to the environment.

The state minister further explained that there were different types of crude oil with varying needs of treatment which should have been put into consideration.

Sudan currently produces more than 600,000 barrels of crude oil per day which bring tens of millions of US dollars from the international market on daily basis.

Most of the oil is produced from the oilfields located in Southern Sudan, particularly in Unity and Upper Nile states, while the current country’s refineries are all located in Northern Sudan.

About 98% of Southern Sudan’s overall revenues that constitute its annual budgets come from the 50% share of the oil produced in the South in accordance with the 2005’s North-South peace deal that ended the 21 years of war.

The huge Warrap refinery project, which is expected to take about three years to complete from the date it kicks off at the construction sites, will begin by establishing a Joint Venture Company (JVC) with any oil companies interested to partner with the government.

The next step would be to find financiers to fund the project and then the JVC would finally sign a contract with a national or international company that will implement the project on the ground.

To transport the crude oil to Akon refinery site in Warrap state the Company will also construct a pipeline of some hundreds of kilometers long from the Unity state oilfield.

The Government of Southern Sudan will have the biggest share in the $10 million worth JVC ownership body and the share will be represented by the Southern Sudan indigenous Nilepet oil company.

The government has however also expressed its willingness to sell some of its shares to local partners in the region.

After formation of the JVC and securing of funds, the Company would then advertise the project to any interested national and international companies that would be subjected to competitive bidding process and out of which a winner will sign a contract with the JVC to technically implement the project on the ground.

Tens of thousands of indigenous people of the poverty stricken, but recovering Southern Sudan are expected to benefit from the project as they will be employed to do most of the labor work at the construction sites.

The landlocked semi-autonomous region also embarks on a separate project to build an alternative pipeline from Southern Sudan to Port Mombassa in Kenya for transporting the crude oil to the international markets.

Currently the crude oil from Unity and Upper Nile states is being transported through the thousands of kilometers long Chinese-constructed pipeline to the international market via Port Sudan in the far North-eastern part of the country.

Southern Sudan has a lot of oil but those poor betrayers that make contract with Bashier in 1997 are to be blamed for the mishandling of our oil being randomly used by Khartoum govermrnt in which they bought a lot of weapons from Asian countries; for example, China. Jaban, India. Anyway, good job but you and your husband has used our oil revenue locally for your self-interest. Thanks

        • We should show respect to this great woman, Mrs. Angelina Teny, the first and only wife of our Vice President Dr. Riek Machar Teny and as a mother of well brought up children two of whom have completed their University degrees and going for masters. She is also the first state minister of energy and mining in the Government of National Unity. Her comments are based on her experience in the industry of energy and mining. Don’t use primitive insults which are contrary to African cultures that respect mothers, fathers and elders in general for that matter.

          Lying is not fame. Stop it. This great family of Teny is feeding the South. Both Dr. Machar Teny and Mrs. Angelina Teny are from Unity state where most of the South Sudan budget comes from. They have no any other access to the oil revenues than to avail it to you to survive on, steal it or develop your states with it. They are both educated and sweat to earn a living. Their first two children, Teny and Meer are both university graduates and pursuing their masters degrees. They are well off and ready to serve the South as politicians, fathers, mothers and professionals.

          I don’t have any prejudice towards any of southerner community, what i like i like being the friendly nation in the south, and God would help us if we did and i will appreciating that spirit.           I did agree with you when you made some comments on Paul Mayom Akech and I am giving some comments now in respond to your comments about the refinery designed to be build in Akon.I do not know you but I like the way you make comments.I am a man from Western Upper Nile Dinka and according to my experience I would like to recommand GOSS to build that building in Werrap State because I am sure 1000000% that the history will repeat itself when D-Day comes. In the past we,the Dinka of Western Upper Nile were almost finished by those idiots because of oil so this time we must share the price of defending the oil and the south from those idiots and their allies.People might judge me as a tribalism driver but that is not the case because what we want is the security of our citizens!.Nuer knows with out us; Angelina Teny, John Luke,Taban, Monytuil, Matip and 5000 troops would not be enjoying the good life they enjoy now because they were with NIF for enjoyment and now with the SPLA for the same reason, it is not because they are well educated just because they like killing people for simple leadership.This refinery suppose to be build in western Upper Nile for its citizens to be employed but because of their wild nature they do not deserve that so let it be in Akon, Dinka will manage that and they will be looked after if that is the case.

      • Well, this is a very important step for the southerners to build such a huge project within the south, Independent or secession is at hand, south will endures a lot of hardship if defended on the north to reach its oil to international markets; however I have some reservations on the project’s location, if the ministers are stressing on cheap refinery then building it on the oilfield sites or nearby would be the solution, what makes Akon in Warrap state a qualified candidate than Unity state or Upper Nile..?     • Well Aunt Angelina Teny, its good that she is being an economist in times of great haste. It is very important that South Sudan builds oil refineries as quick as possible at an affordable rate which will yield high levels of profitably or return on investment.

      I agree with Dinka Boy, they always buy weapons first before they even think about their own people let alone Southerners. The only loss from secession for Southerners would be the loss of the title biggest African country, And the gain would be Africa’s strongest economy.

    You’re very right on your understanding about that cheap conspiracy towards "Warrap refinery project." That project should have not been only a waste of money, but time and energy at the same time. Let those who agreed upon that project especially Dr. Riek and Judge: John Luk Jock reverse their decision on that plan.

    Without Dr. Riek Machar and Judge: John Luk Jock’s permission to that Warrap poject, no one else anywhere within the South who can even dream about building refinery in any State rather than Upper Nile and Bentiu (Unity) States respectively.

        What were the criterions used by the minister of energy & mining plus other embodied Southern’s policy-makers to select Akon ( Warrap) as a suitable site to build the oil refinery?

          He asks, don’t go astray my friend. There is huge oil deposite in Warrap, Unity and Lakes. So building it there will make Southern Sudan kill three birds with on stone throw in the future. Tribe. the answer is simple. the only criterion which qualifies Akon to be a place for building oil refinary is because it is the home place of our president, Dr. Salva Kiir Mayardit. oh! there is another reason, those states where oil is extractes are not dinka-dominated states like warrap. therefore, it is not good to build refinary in those place where the majority are non-dinka tribes like nuer and shulluk. so, warrap is the suitable site to build the refinary no matter how expensive the project will be, no matter how long it will take to complete the work. That is how clever and smarter they think they are.(useless plan which will faile).

    • Bentiu is not the only place with oil in South, we ve many places with oil such as Warrap,Jonglei and others Places like Maar. so it is very crucial for the Refinery project to be built there in Warrap,

      Nuer’ oil is not an edible victuals(foodstuff),the project would have been decided to be built in bentiu or in other Nuer places if it was s/th edibles as fresh.

    • What are you building in the north? Houses? Who designed them?(foreigners) What money is paying for them? (foreign money or oil money.) Who is doing the hard work? (foreigners and non-Arab labour, largely) Who designed the cars? (foreigners). And so on. Oil money is giving northerners a big head. If not for the Chinese buying the oil, which came from the south anyway, where would you be? Do you want to end up like Dubai with virtual slave labour and hideous buildings? Then again, don’t answer that...

      In what way do you want them to "educate" themselves about Islam? Wasn’t slavery and jihad enough of an education? Or do you want them to "learn" that Islam is a "religion of peace" which is a lie?

    Why taking to Warap in first place?

    I think the oil refinery should be built at Bentiu where the oil is mainly produced and the pipeline must be constructed towards the point of the shipment which in that regard could be either towards Mombasa or Red sea. I can’t simple locate the main reason why the refinery is taken to the center of the desert where shipment is going to cost us heavily.

    That indeed need serious review. I think cowboy is simply trying to take jobs to his villagemates, which is wrong.

    Mrs. Teny work on that accordingly.

    We should show respect to this great woman, Mrs. Angelina Teny, the first and only wife of our Vice President Dr. Riek Machar Teny and as a mother of well brought up children two of whom have completed their University degrees and going for masters. She is also the first state minister of energy and mining in the Government of National Unity. Her comments are based on her experience in the industry of energy and mining. Don’t use primitive insults which are contrary to African cultures that respect mothers, fathers and elders in general for that matter.

I admired Dr. Riek Machar for the effort he has shown to us and I hope that the ruthless Dinka will realizes what a great man Dr. Riek is. Deng Ta ban Deng, you need to kept quiet in your place because all of those corruption your own dad has a big hand in it and the best thing you need to do now is to stay away from this topic because the very same people whom your father is using us again are the most corrupted human being alive so you need to stay out of this. If it’s not because of the corruption, your dad would not be leading now in the Unity State, Remember, the election was won by Joseph and if it’s not because of the corruption, your father would not get where is at now. You people(Northerners)are the main reason we are struggling for all these yrs so you need to shot your mouth up because your deed brought us further than we could ever imagine. Dinka and Nuer are Brother so back the heck out here we don’t need your ideas. This is a matter of time so sooner of later South will stand on its own and believe us we will cut lose the Nile River because your cousin , the Egyptian will no longer fed off of our water.         There is one thing about me that you should know, I am a proud son of a Great man, it would talk alot of hard effort for me to ever be half the man he is today. Before you guys defame Taban Deng you should know that he has unselfishly dedicated the whole of his life to the well being of Southerners.

        Some of you people are so blinded that you almost don’t even know what you are talking about, serouisly quote: "most corrupted guy alive", what do you know?. have you been to his office in Bentiu, have seen the vast amount of development in Bentiu, did you know Unity state has the highest education scores in the whole of the south, You have no idea, if i was to show half of the paper work he goes through in one day you would run away.

        Forces such as NCP and SPLM DC(destructive change)who aim to destabilize the Government have planted their seeds of lies and deceit into you and you wont even realize it until it is too late.

        Do not ever intimidate me with such weak unfounded words, If you say my father is corrupt then show the hard evidence, show me the hard facts, show me the trail and don’t show some weak romour from a weak Journalist or say Mr greedy MP told you so.

    Lying is not fame. Stop it. This great family of Teny is feeding the South. Both Dr. Machar Teny and Mrs. Angelina Teny are from Unity state where most of the South Sudan budget comes from. They have no any other access to the oil revenues than to avail it to you to survive on, steal it or develop your states with it. They are both educated and sweat to earn a living. Their first two children, Teny and Meer are both university graduates and pursuing their masters degrees. They are well off and ready to serve the South as politicians, fathers, mothers and professionals.

    The building of Refinery project in Kiir’s home-village of Akon, Warrap State is a cheap poliitcal shot from John Luk Joak. This is purely john Luk’s cheap polititcal play to gain Kiir’s political favor and provoke others.

    Let uncle John Luk plays soccer with Dinka children at the backyard of Kiir’s Akon village for now. But everybody knows the feasibility of building a refinery economically there is nil. It is simply pure politics at best!!

    Thanks mama Angelina Teny for her great economic aptitude on this issue. John Luk is not economist or energy expert etheir. He belongs to the court rooms as judge or Constitutional department if every one is given job according to the area of expertise!! But this is not the case in south sudan.

Is there costly refinery oil field in South southern that you have already built that has benefit you and made you not to want this proposal? "A dream is never a dream until the person dreamt it" therefore, If there are an out standing ladies like Mrs. Anglina who want to bring change in the south why don’t you supporter her idea rather then back biting it, let leave this spirit of back biters and these online ethnic tribal conflicts,"war of words" they are not going to help us at all. Sudan is a country of multiethnic ties: multiracial, multireligious, multilingual, multicultural and multitribal. It is a country that has a long history of people migrating into and out of it. If you do not like any ethnic minorities or majorities within this country you can do the necessary by migrating out of it or accept their culture and appreciated their present within this country. These people have mixed and intermixed racially, religiously lingual and culturally. Sometimes this mixing has been peaceful or violent. The present Sudan is populated by Arabs and African racial groups,Thereby,this is how this country is populated but if you doesnot like this mixing my dear fellow countrymen/women just tongue tied your mouth but donot abuse this multicultural give, every tribe have a right to stay and live peacefully in that country, to come back to the point if she has come up with that idea, then ask her my my deareatically how are you going to do? How she is going to do it without event mention any ethnic groups if I were you and I’m not you would be my first question? If she said this is how? than I will give my suggestion and this is the way forward. But to advised a certain ethnic community or finger point one ethnicity is just causing hatred but why do you hit each other for no good reason.To correct you my fellow counry man there is no title deed for the Sudan, it all ours and we all have right to used it if it’s benefitial to all southerners. My advice to the Minister Mrs. Angelina is that don’t give up the fight and for those who turn good things into ethnic violent based on "war of words" pliz give up on this fights!!!!
