Kiir accuses Sudan’s ruling NCP of arming Southern militias

October 4, 2009 (JUBA) – The president of the Government of South Sudan (GoSS) Salva Kiir accused the ruling National Congress Party (NCP) of fueling the violent clashes in the semi-autonomous south.

Kiir was particularly referring to the fighting that broke out in the oil-rich Unity State Friday between bodyguards of the state’s governor and troops loyal to army General Paulino Matip.

The GoSS president said that the NCP still retains militias in the South in violation of the Comprehensive Peace Agreement (CPA).

He also claimed that weapons are flowing into the south from the North particularly on the borders “where arms factories are widespread”.

“The NCP has different ways to sneak in weapons to the South through smuggling arms to the states bordering the south and distributing them among militias and dropping them from airplanes on certain Southern states” he added.

The Sudan People Liberation Movement (SPLM) has frequently accused the NCP of standing behind the recent upsurge in fighting in the South but produced no proof.

Kiir said that the SPLM does not have the means to uncover “the games of the NCP who can sneak weapons through various ways [including] ground, sea and air”.

In the past, the GoSS officials said that the NCP aims to undermine the South ahead of the 2011 referendum vote to make it appear unable to govern itself.

Much of the recent violence has taken place in Jonglei, Unity and Lakes states, which are on what the south sees as its border with the north if voters choose independence in 2011.

    Yes! Lou Nuer militias were armed by the sudanese NCP to cause chaoes in the region.
    What must be done is to disarm them frequently until the NCP get tired of arming them.
    Nuer are like dogs who may be harmful even to the owner when they are not controlled.

          The best and cheapest way for the GOSS/SPLM leadership to escape from its well known failures is to always point fingers to GONU/NCP in order to shift the blame. That is interesting. South Sudanese will not expect changes under such games. It means GOSS/SPLM will not change any thing because they are now free to point fingers of their failure to somebody else. They will continue to implement tribal policies that result to insecurity and blame the NCP all the time. What is the role of this useless government that controls the South. Their cheap propaganda is called a scapegoat’s tactic! Pathetic!

            Sometimes I am left worried of what shall happen after we, the Southerners would have been left to ourselves. Every Country has got her own problems and the ability to solve their problems is a determination to their victory.

            Please Salva kiir and The SPLA/M, If sincerely you can help us, Lets stop complaining against the North but Lets instead prove to these Arabs that what we want, we truelly understand it and know it.

            Every sudanese black person must understand their origin very well so that they may not be decieved easily by those who would like to achieve their favours.

            We have suffered for too long and we now need development but for this development to occur, we need the general unity and effort of all the southern sudanese regardless of their Dinkaness, Nuerness, Barness, Kakwaness, Madiness and others.

            I am offended when I see sudanese interlectuals leaving the country to stay in other countries just because their fellow brothers who fought the war physically are against them. In development, we have roles. If you fought the war, leave the role of development to the other person and we shall move forward.

      Dear brothers and sisters, it is very sad indeed, to see the generation relied upon as the inheritance of South Sudan, a nation yet to be born in 2011, swims in the ocean of hatred and tribal division. Based on my personal analysis, I have discovered that, the current youth of Southern Sudan are more divided and tribalists than the elders currently ruling the South. My advice is that, we, the youth must withdraw from this madness. I also stronly ask the controllers of Sudantribune to block all articles that provoke sectional segregation on this forum.

      It is wise of all the contributors to understand that our traditional enemies might pretend to be from Dinka, Nuer, Murle, Bari, Shulluk or any of the tribes in the South and assump the name Gatkuoth, Garang, Lado, Omiri or any name associated to any tribe in the South just to creat division among the educated young Southerner Sudanese. We must not accept this. Those have already being led to this deceptive politics must withdraw immediately. We must learn to read between the line. Let us not go with the current. We should rather go against the current.

      Honestly speaking, I’m deeply disapointed with the contributions of individuals like Dinka Boy, Gatwech, Kim, Oshay, Logic Boy and the rest who are extrem tribalists. 99% of their contributions are exclusively based tribal matters. I’m encouraging these brothers and others to stop it and adopt different form of toptics.

Once these cowards see a default in the movement, they instantly jump to the conclusion ’’oh its the dinka’s fault’’...       If you look at his reaction to walked out oposition parties, that statement was completely outraged even more, and it will leave few people suspecious of Salva for ever.

      You are absolutely right Mr. president, all the attrocities in Southern Sudan, Darfur and other parts in Sudan are being backed up by the (NCP). This needs diplomatic solution but not to accuse them verbally without taking appropriate actions.

      The state of entanglement between the North and South need international interference but always struggle for political indefendence.

          The Nuer men were well known for eating their sweat. They work in the construction industry and earn money for their families. But the Dinkas want to sit, lie and beg and if not given they turn to violence. They do not want to work.

          Therefore, if this very behavior is continuing in the south for sure their few working people (Dinkas) will be forced to include ghost names in the government pay sheets to feed the rest of their relatives who do not want to work, but want to eat even bigger than the worker.

          If you people do not change there is going to be no Souther Sudan State with your leadership. Therefore, you should take a deep breath ask yourselves what is wrong with us? In that way you can find many answers to yourselves and fix the problem thereafter.

    Second, Riek Machar just condemned the attacked of Duk Padiet, but he never ever mentioned the reasons or the condemenation of nuer Militia.

    Third, The advisor of Governor of unity States( William) said that openly that the death victims are from other tribes because they don,t know how to handle nuer issues- the man seem very happy ,and he never said any thing about the issues and he mention the killing of others tribes.

    Finally,I belived that there are no single Nuer leaders in the South if they think like stone age.
    I am very sure that if we fight them one month, then they will respect us till their death.

    1- Declare war on Militia and spread forces along North-Southern Border to monitor Helicopers that haul in weapons.
    2-Disarm every civilian whether by forc or peaceful means
    3-Create programs that give people sense of purpose such as sport or cultural dance with reward for the winners.
    4- Reinstate death penalty for those who commit fatal crime.
    5-If citizen raid and rob other citizens, the government is suppose to have long arm. Security forces should go after them until they are caught and brought into the court of laws.
    6-Illegalize tribalism, make it punishable by harsh labor and re-education the tribalist with nationalism.
    7-Hybridize polices, and leaderships of the states. Consider this, if you were the one leading the police force in Kuajok, and you caught your uncle commiting a crime, would you arrest him? What is the likelihood of many people doing that? If you were to be the one enforcing laws in Kapoeta, you would carry out the laws properly because no one is your kin in Kapoeta. Mr. President the notion of "Wad el blad yahkim bladu" is not working! It is plunging us into abbis. Please hybridize the leaderships of Buma, Payam, counties and State governor. Sons of the land corrupt the people. Nepotism and Favoritism are failing us.

Because they think war is only about carrying the gun.They do not know how to cultivate. And no more Dura coming from Juba or Khartoum. You need to have food, medicine and even education and awareness while war is going on (to fight well).Therefore, instead of defending the activities of these Dinkas, Kirr should establish camps to tame the Dinka, educate them, teach them how to coexist with the other tribes.     First of all, I do appreciate the improvement and resort to intellectual argument I have noticed with some of you unlike many of your previous comments. I am a young person of 29 years but know the importance of intellectual argument unlike some of you who I know are more than 40 years old but know only how to insult.

    I am right to say that Dr. Riek Machar is the brain behind the SPLM by the virtue of his intellectual contribution to the movement as senior political figure and field commander fighting jellaba commanders including Omer Al-Bashir in Mayom, 1988, change of the movement’s system for the better and to the peace we now enjoy.

    1) Dr. Riek Machar, if you did not know, was the first SPLM figure in 1984, that suggested to late Dr. Garang the need to promote the work of the SPLM as a separate political wing. You remember that the name of the movement was SPLA/M, not SPLM/A. This changed after 1991 in recognition of the need. You can also remember that both wings were ineffectively lumped together in the name of Political-Military High Command whose senior members were mostly semi-illiterate figures including Kerubino Kwanyin, William Nyuon and Salva Kiir on the top. They could barely carry out the political work. This prompted the proposal by Dr. Riek to late Dr. Garang to correct the situation. The SPLM was engaging in military activities while fading in the diplomatic front internally and externally.

    2) Dr. Riek Machar also proposed to Dr. Garang the need to groom democracy within the movement since it was one of the objectives for change in the Sudan. The current SPLM Secretariat would have not been in the this mess of democratic transformation had it groomed its activities in that direction since 1983. Dr. Garang accepted this proposal late in Chukudum First SPLM Convention, 1994.

    3) Dr. Riek Machar also disliked the practice of human rights abuses in the movement where the SPLA fought against its own civilians like in 1985 of Gaajak area. The use of the so-called ’Red Army’ child soldiers was another human rights abuse by late Garang that left thousands of kids from 7 to 15 years dead. Dr. Riek discharged all the child soldiers in his group after 1991 Creeping Revolution and Garang reciprocated later on that resulted to sending child soldiers to Kenya and they became known as lost boys many of whom after wards found their way to USA, Canada or Australia.

    4) Dr. Riek Machar with Dr. Lam Akol championed self-determination which has now become the most important clause in the CPA and it is what the SPLM can ever be proud of in the CPA. He signed the strategic peace with Khartoum in 1997 that culminated in the CPA with the self-determination provision the first in Machakos and the most important one as the aspiration of the people of South Sudan is concerned. Dr. Machar was the one who spearheaded the Security Protocol in the CPA. Even though he did not sign it himself, he negotiated such an important provision of the CPA.

All souhtern militias were intergrated into SPLA and SAF according CPA. which southern militias is he talking about. If he is refering to the bodyguards of Matip, they are wearing spla uniforms, armed and monthly paid by GOSS,not ncp because they are spla soldiers. His accusation is of no evident at all and those who are supporting him are his village boys who are enjoying the corrupted money.Mr. Kiir is the VP of the sudan, the president of GOSS, c-in-c of SPLA, and the chairman of the ruling party (SPLM). he can control any situation by all means and if he failes to do so, it becuase he is politically weak and doesn’t know how he can lead his people.     South Sudan’s president has blamed the military in the north for an escalation in violence in his semi-autonomous region emerging from decades of civil war, a southern official said on Monday.

    More than 1,200 people have been killed by ethnic fighting this year, fuelled by a huge supply of weapons left over from over two decades of north-south war that ended with a 2005 peace deal, now faltering. Khartoum denies any involvement in the escalation in violence.

    The north armed proxy militias in south Sudan during the war to intensify divisions.

    The remote and marshy Jonglei state, where French oil giant Total holds a massive, mainly unexplored concession, has been particularly hard hit by cattle raiding and related killings that have fractured communities along ethnic lines.

    Here are details of some of the worst fighting:

    MARCH 5-13 - At least 453 people, mainly women and children, are killed in attacks by the Lou Nuer tribe on at least 17 villages of the rival Murle ethnic group in Jonglei. The Lou Nuer say the incidents were retaliation for large-scale cattle raiding and attacks on Lou Nuer villages in January.

    APRIL 18-19 - At least 177 people are killed in attacks on 16 villages of the Lou Nuer tribe by Murle fighters. Women and children are targeted in what are widely seen as revenge attacks for the March violence.

    JUNE 12 - Jikany Nuer, like the Lou a sub-group of the large Nuer tribe, attack barges carrying U.N. food aid on the Sobat River to Lou Nuer areas in Jonglei. At least 40 southern soldiers and boat crew are killed.

    AUG. 2 - Murle attack a Lou Nuer fishing settlement near Akobo town in Jonglei State, killing 185 people. Southern soldiers guarding the camp are also killed.

    AUG. 28 - Around 800 Lou Nuer attack Wernyol, a Dinka Bor village in Jonglei State, killing 38 and wounding 76. The south’s army said this was the work of a Lou Nuer militia, adding that a Murle militia also exists.

    SEPT. 20 - A large group of fighters from the Lou Nuer ethnic group attack Duk Padiet village, inhabited by the Dinka Hol tribe, in Jonglei. More than 100 people are killed.

    OCT. 3-5 - At least 23 people are killed and 21 injured in tit-for-tat cattle raids between the Mundari and Dinka Bor tribes, the deputy governor of Jonglei state

    It is already a known fact that the NCP is part of those involved in destabilising th south and to weaken its government, but can salva kirr and GOSS do something about it, untill when we will continue to point fingers at khartoum while here ont he ground people are dying?

    Something has to be done from our side to secure the land properly using the appropriate security organs as in any stable country, now GOSS need to do more, focus on building our security organs capabilities so to be able to deal with this situations, government and law enforcement institutions in the south still require more attention, more capacity building and education on how to deal with such conflicts amongs tribes and threats from within and without.

    Kirr has to focus more on building a strong well equipt and properly balanced and neutral security and law enforcement sectors, beating around the bush with poor excuses is not going to help us all as southerners, This is the only way to stamp this tribal violence through empowering the security sector from central to all states, it should help to monitor the peace, carry investigations, check for illegal arms movements across the different states and through the border, and to crack down on suspected instigators of violence be them locals or foreigners.
    Meanwhile the government has to provide the services and other means for this cattle rustlers to be able to support themselves and turn away from violent ways to earn and make a living. I believe that GOSS has fallen short in terms of security, apart from security inside major towns, to government leaders, state houses and other top officials, there are some problems outside major towns and in the country side as a whole which has not been touched by the presents of GOSS institutions.
    There is a big security hole that needs to be filled in all this states using well trained professional and well equipt police, security and armed forces, otherwise we will continue to see more tribal fighting and more death in many areas to come.

    I agree with the president that militias and organised armed gangs are getting external support to cause violence but what are we in the south going to do now? sit there and keep crying? untill when?

        The unity of Africa will start here in Sudan, but we have a few problems which if our leaders get it right then it will triggger the overall process. We are still struggling to get alot of things correct but soon as we get it things will start to fall in place, the simple reality of excepting another country men as equal and as and African is a big problem, we always want everything for tribes or individuals and in the end they all come falling down, tell me how many dictators, oppressors and bad leaders in Africa have manage to live happily after since independence? There is none. But it is true that Africans themselves have contributed to the mesiry and backwardness of this continent for many years untill they all understand what NATIONALISM is then Africa will prosper like America, Europe and Asia.

        Let south sudan not give up, do not be frasturated or distructed, who said building a strong prosperous nation was easy? is took more than 200years for America to be a super power, south sudan is only 3 -4 years old and learning and finding its way through like a born baby that is growing slowly but surely, soon when it grows it will know alot and be able to do alot by itself, keep the focus and move towards the right direction away from the wrong directions.

        Some African leaders claim to be nationalists, pan-Africanist and everything that represent African but only by words while their dids are opposite and contributing to the downfall of the continent. The coming next centuries belong to Africa but ourleaders need to be more than just visionaries to realize this dream.

His gov’t management is the source of incompetent and brings insecurity to south sudanese. he needs to look at how he and his cronies run a half-solution, half-problem tribal gov’t.

    No one can take Kiir seriously this time around because he lost the credibility for his weird love of barking at the wrong tree every time there is a problem. The half-illiterate, full time tribal war lord is a curse to south sudan at this crucial time.

    No wonder why Salva Kiir never managed to captured a major town during the war with the north. He could not manage the war. He now cannot manage a semi-autonomous GOSS. If he cannot manage the war or peace, what can this conspiratorial warlord manage? Not even Gogrial-Kitchen Cabinet, where his nephew becomes his private secretary running GOSS foreign affairs in disguise.

      If arabs are able to bring to the south weapons which are so visible what do you think of the invisible weapons they might have used to kill the southerners with.
