US to ensure that South Sudan conducts referendum in January 2011 – Envoy

August 19, 2009 (JUBA) – The United States Special Envoy to Sudan said his country works to make sure that the people of Southern Sudan shall exercise their right to self-determination in an internationally monitored referendum in January 2011 as stipulated in the North-South Comprehensive Peace Agreement (CPA).

The Envoy, Scott Gration, made the remarks during his meeting on Wednesday in Juba with the Government of Southern Sudan’s Vice President, Dr. Riek Machar Teny.

The two partners to the CPA have been locked in endless dialogue over the referendum law that would pave the way for the conduct of the referendum.

The speaker of Sudan’s National Assembly Ahmed Ibrahim Al-Tahir said earlier that his parliament would not facilitate secession through a law.

The SPLM Secretary General Pagan Amum warned that the people of Southern Sudan would be forced to declare independence unilaterally if the referendum law is not enacted.
On Tuesday after the meeting of the SPLM Political Bureau, Amum told the press that the party agreed to be prudent and rational in its relations with the National Congress Party until the run of 2011 referendum on Southern Sudan self-determination.
On the sanctions, Gration also said his statement over the future of sanctions his government imposed on Sudan since 1997 was also misinterpreted in the media.

“What I said was the need to unwind sanctions that hurt development in the South,” he told the Vice President.

The Envoy however stressed the need for a good relationship between Washington and Khartoum similarly as enjoyed by Washington and Juba in order to help effect positive change in resolving the Darfur conflict, implementing the North-South peace deal as well as resolving on other challenges in the other parts of the country.

Dr. Machar expressed the need for the ruling party in the South, the Sudan People’s Liberation Movement (SPLM) and the American government to engage in bilateral discussions on the issue of unwinding some of the sanctions imposed on Khartoum.

“We need to discuss with the US what is it [items that hurt the South] that should be unwound in the sanctions,” he said, adding that it should be conducted outside of the trilateral talks involving the NCP.

He however said the SPLM would like to see a prosperous Sudan without sanctions but expressed concern that Khartoum would abuse the good initiative of the US government.

He explained that the attitude of the dominant party in the North; the National Congress Party (NCP) has been that of “taking in and not giving out” on issues of peace and democratic transformation in the nation.

Dr. Machar further explained that NCP is reluctant to enact laws that would make democratic transformation possible as well as the referenda laws for Southern Sudan and Abyei and for popular consultations in the Nuba Mountains and Southern Blue Nile regions.

The US Envoy said he understood the need to be cautious in the US approach towards Khartoum.

Dr. Machar also said the SPLM’s approach towards ending the conflict in Darfur is through unifying the warring factions in Darfur and engaging the government in peaceful dialogue.

They also discussed the need for assistance from the US government towards strengthening law enforcement agencies such as the police in the South in order to effectively deal with the mounting insecurity in the region.

Machar and Gration also discussed the issue of corruption in Southern Sudan. The fight against corruption, he explained, has been stepped up by empowering the anti-corruption body with the necessary teeth in the South to prosecute any official found to have involved in the practice.

    Good, the sooner the better. There should never be forced unity, if the South decides to secede, then so be it. However be wary and take note of the failed governance of the SPLM in the past 5 years. Look outside your window as you’re reading this comment and ask yourself why isn’t this area better?

The state of unrest in Khartoum will never rest. You have started this episode in the country by instigating tribe against other tribe, town against another town.         I wish every inch of Sudan the best in the future. As for people of the south, I hope that they realise their dream, whether in unity or independence. No one will move forward unless they get to choose, and freely. Its absolutely imperative, if we ever to move forward in unity or otherwise, that each and everyone is given the right to exercise their freedom to choose their own destiny. Sudan as a whole has suffered because we don’t have honest truthful men and women in charge. I pray this will change very soon, and hope the new generation has in them to do the right thing.
        One last point, I hope we can all discuss our personal views in the highest respectable manner.

        I do belief that, the whole Africa leaders with their all citizens are all corruptionalism people. On the other hand also, there is no body like for corruption to be name it and so your comment on abusing these worries of Dinkas as they are like your mother and your father in Southern Sudan is outrage not profound. Here is the my question, do we know exactly how many hundreds of billions dollars the Sudan government misusing it? Going a head to answer that, but I had never seen any Cat in Southern Sudan complain about mismanagement by the Sudan government if this is the case where were you all these years in the Sudan.

        The people of Southern Sudanese don’t appreciated what the Dinka Tribe did in the SPLA/SPLM Movement which is very bad things to them and a shameful to those Cat like you MR, J, Mat however, the whole world in the Global did appreciating how harder it was and they Dinkas people did tried in their level best as it become a result of an Implementation process of the Peace Agreement signed in Kenya and now, we have seen people against Dinka Tribe instead of givingthanking them for their blood they offering to all Sudanese people. Try to think once more again at the time when Equatorians in the SPLA were not able to fights. Equatorians in the SPLA were trying to created anti-Dinka around the Juba ground but did not stop Dinkas in the SPLA to fights with the main enemy and try to think one more again when the second largest Tribe in Southern Sudan make defection to the Sudan’s government but the Dinkas in the SPLA were so strongly even more aggressive capturing the Western Equatoria State and half of the Towns in Bhar el Ghazal States and the whole Eastern Equatoria State. MR,J, Mat. I think you need to think the history of SPLA/SPLM Movement before you will talk about your baseless complaining the Dinka corruption.

        Let us get the Southern Sudan referendum first, setting up rule in the GOSS will be next chapter. Those who appeare now to against Dinkas in Southern Sudan will be the third chapter and I would like to say,the members of Dinkas must have to be brought that issue on the Table in GOSS. There is a good argument to talk about why Dinka Tribe have lost 2 million in the SPLA/SPLM Movement alone and what happen now people are coming up against those who lost lives than any Tribe in the SPLA/SPLM Struggle. I belief our people lost their lives, because they want the people to have more and more freedom in either the Sudan level nor in the Southern Sudan unforunately, those who appear against Dinka Tribe for no reason must have to be giving what they want particular in Southern Sudan. We need unity for all people in Sudan or Southern Sudan but we are not going to allowing any Tribe appears to against our freedom which we have 2 million lives lost in the SPLA/SPLM Movement than any Tribe in the Sudan.

        My friends of Southern Sudanese, we need to be honset to each other rather than talking all the time about Dinka. Thus, I am urging my colleagues in Dinkas a cross the world that, open your minds to those against Dinka Tribe in the Southern Sudan. As we Dinka Tribe, we do not like to discriminate any body in Sudan general and of course in Southern Sudan, we will not discriminated any Tribe whethere the Tribe is small or large, we have to respecting them as we are all people of one nation however, if any Tribe in Southern Sudan attempt to show us that disrespect then, we are not going to forgive them. Remember all the time our bravers that, have lost their lives in the SPLA/SPLM and and we must not forgotten them keep in your minds forever and ever.

        Yes South Sudan may reach referendum by2011 in given circumstances if NCP must abide by CPA principals, solve an issue of Abyei Boundaries ,additionally, the NIF/NCP party must also accept SPLM demand to use the old census as the main frame work for conducting next year general election that will include referendum as well.

        US will never make any better relationship with NCP by exclusive of SPLM dialogue, this could put the nation into chaos and confusion and the result could be worse in discussion.

      Have you asked yourself the same question on what the NCP has done vis-a-vis development in the north? You still have people in Khartoum pushing donkeys. Is that what you call development? What Ingaz government did was to save the stomach of fat Bashir and his minions.

      Gen. Gration is beginning to make sense in his stance with respect to sanctions. However, I advice America to consider using the Port of Mombasa as the main entry point for goods and services meant for development in the South. Khartoum is trying to use the development in the South as a bargaining chip in its effort to get the US to upgrade relations. It will not happen as long as Darfur is still a problem.

    South Sudan is going to be a model of democracy in the Subregion. It has shown in a matter of four years that there is a real move toward a free society, where the voices of citizens count. The initiatives such as governors and commissioners forums are indications that the South’s freedom will very soon be envied by its northern neighbour,where freedom of expression is a daily struggle. And at this point, what I do know is that there will be an influx of political asylum seekers into the South from Khartoum in search of freedom. It will be like the situation between North Korea and South Korea, to say the least.

    Yeah, election which based it’s constituencies on false census result is not our major concern, even the Northern parties are aware that 2010 election is wired an will not be conducted in a transparent manner, unless the NCP resolved those rules which restricts the freedom of expression, we the southerners firmly believe that unity will lead to another chaos, instability and revelations, advertising it would be a total ignorance of the facts on the ground, the same Khartoum of 1955 is still the same of 1972 and 1983, except this time we (Southerners) will not give them or anybody else a chance to strip us our freedom, ahead with New Sudan Independence.

      I don’t think the language we are using here in this forum is totally bizzard and is not intended to inform, aware or teach anyone @ all.

      We need strong points with lots of evidence and example, such as the guy who embuzzle sixty million dollars and still roaming the streets of Juba without been brought to justice.

      Juba use to have a beautiful and very standard view, but today Juba smells like hell. Cow dungens, pii whatever is everywhere, filthy and rotten I hate to see that.

        The better solution to Southerners is to accept separation from old Sudan since many agreements has dishonest by Khartoum regime since 1972 up to present leadership. We have some blind politicians in the South who support unity while South will benefit nothing from North since Northern Sudan lack resources. Please be advice that, Arabs doesn’t love us because of resources in the South and the like unity of Sudan so that they will benefit from South minerals which is not true for them to get food in our home all the time. I know some animals like Khartoum regime than GOSS due to food and money given to them by Bashir through wrong elements like Lam Akol and others big dogs who claim to lead the South than current leadership while they were not present during struggling. What harvest is the same thing plant in your shamba so be cooperatives and you will little.

After the eminent independence of Southern Sudan, it will be the most developed country in the region because the leadership will change soon as a result of this incompetent leaders who allow tribalism and corruption to go on hand in hand without any will from them to fight it as a government. But after we settled, we will go to take our land and oil back because Khartoum and the whole of Sudan belong to us the African Sudanese who are the rightful owners of the land.
