Sudan’s SPLM says Abyei oil fields still up for grabs

July 22, 2009 (WASHINGTON) — A number of senior officials from Sudan People Liberation Movement (SPLM) suggested that the oil fields in Abyei are still subject for dispute with the North.

The Permanent Court of Arbitration (PCA) awarded North Sudan the area’s key Heglig and Bamboo oilfields placing them in the north Sudan district of Southern Kordofan.

The ruling National Congress Party (NCP) hailed the ruling for granting it control of the oilfields.

The SPLM said they accepted the PCA ruling on Abyei but their tone was different on the fate of the oil rich areas.

The GoSS Minister of Legal Affairs and Constitutional Development, Michael Makuei Lueth, explained in a televised interview after the ruling that the fate of the area under which Heglig oil fields fall will be resolved in the North-South border demarcation process.

“What we want is Abyei Area [of nine Ngok Dinka chiefdoms] not oil fields,” he explained, adding that the issue of Heglig oil fields will be tackled by the North-South Border Committee.

The former SPLM administrator of Abyei Edward Lino hinted at the same thing.

“They (the NCP) are talking about Meram in the west being redefined in order to know exactly where to put the boundary. In the east, they don’t want Heglig and some two other oil-producing areas to be part of the Abyei area. But in fact, Heglig is part of Upper Nile [Unity state], it is not part of the Abyei area” Lino told Sudan radio service in an interview.

The SPLM and NCP have a commission to demarcate the North-South borders. It is not clear if the issue will be raised during their meetings to include Heglig oilfields as part of Upper Nile state as Lino claims.

Earlier today the Sudanese foreign minister Deng Alor said the SPLM accepts the tribunal decision but that it contains “grey areas”.

Asked why he has repeatedly called the ruling as grey, he said, we have lost strategic places in both west and east of Abyei town.

“These areas are part of Abyei with Dinka names clearly shown on the map,” he said.

      • I agree with Hon. Dr. Deng Aloor about the so called arbitration ruling.

        Perhaps, the important element there is the confirmation of Abyei Protocol assertion of Abyei being a Dinka land 100%, otherwise the whole ruling is a sham that only favored Khartoum.

        But still we need to move on and leave this chapter to 2011; we shall sort out ourselves through muzzles.

          • This is the time we are going to believe within ourselves that we can do what other people think we can not do.It will be an example to those monks who do always underestimate our government that southerners can not rule themselves. I believe bringing back of Abyei to southern Sudan was not just a miracle as for politicians like Tanginyang and Dr Riak Gai who believe on rituals may think, but a struggle that will never again be forgotten should those money minded blame SPLM for any misdoing we the non-politicians will just jump on their necks rather than the sitting officials in the Government’s office.

            Southern Sudanese politicians have really become as dangerous as police that create its own problem when there is no problem you expect on your side just to have his hands be filled. This ruling from Hague, permanent court of arbitration will have its blames on SPLM when it comes to criticism but no matter what will be said after Abyei have come to us.

            Long live Abyei.

I agree with you that Ngok Dinka should now blame Mr. Deng But I am not really happy that the bamboo oilfield is taken by North, which really show no peace, I wish I am one of the Abyei Cizen I will pick up my gun that day and short to the north, any way you are already like Bantu with no land, Mabye start beging now for the land otherwise you will be a around of ever where.

          Your intellectual argument is good but your fabricate comments always make your messages difficult to be understood by Southerners. In fact, illiteracy and tribalism were factors behind our weakness before the enemies.

          Remember William the former President of Tanzania Julius Nyarere ’’said South Sudan is a great nation but its impatience will not do it any good’’

          Those make up ideas are not supposed to be practiced by every educated person like you of which you would not have concrete evidences to support your statment.

          There is nothing called born to rule not to be ruled. Anyone can be a leader so long he/she got a qualities of good leader not just PHDs as always claimed by many Southern Sudanes. To be leader you don’t have to be PHD holder or Dr.

          The mojority of our people says the caused of tribalism in the South was because of lack of political parties whereby people most people support leaders who come from their tribes and now South Sudan have so many political parties but we still with old mentality of supporting leaders who happened to be our tribe members.

          This is not a part of democracy we always talked about.

        We fought different enemies since Arab penetration in 13 century till 2005. Illiteracy and tribalism were the factors behind our weakness before the enemies. American and IGAD and friend countries had interferred during president Bill Clinton who appointed John Danfort as his special envoy for ending longest destrcutive war in African continent. Thank God SPLM was helped how to negotiated and signed the CPA.

        Now after the signature of the CPA, SPLM/GOSS have failed to administer the South. Aby protocol was very clear and should be solve locally, but SPLM again because it lack administrative capability has sorted to seek a solution from international justice. That is the result we have receive today. Other issue is national census of the population which SPLM has rejected recently. NCP were ready to use their administrative power and has counted their constituencies. Again, SPLM recently has taken the national census to America and present it during conference of last month which was held for reality check of CPA implementation. Now since the national census is to be solved internationally, we also expect to receive a result in the favor of NCP who knows their record than SPLM who usually goes to attend a conference without tangible document.

        Also, damarcation between South and North is not yet done. SPLM, is not ready as president Basheir said during CPA celebration in Juba in 2007 that "SPLM said their border commission was not ready because of rain." That was 2007 and we still seeing no progress in border damarcation.

        In conclusion, all Southerners should not be blame, but those who are born to rule not to be ruled must be hold accountable because this the result of their governing. They govern to sell the part of southern land and steal the money of south and encurage tribalism. Bush is being blame by the whole world and Americans for misuse of power that cause US and the whole world economic recession and growth of hatred of the world toward Americans. You will reject what we comment and write all the time, but your historical records are proofs.

          You are such a star. What you pointed out here are facts. Our leaders are very weak and they lack forsight for future plans and development atitudes. The whole system is corrupt if you can see those good commenders who fought the war have now become more selfish then ever. They forgot the cause of their fight and have become money mongers.

          Our leaders are good at accepting thing before analysing it and once they find it affecting their cash flow, they then begin to oppose it, thus the whole thing is too late and the masters of the North start laughing. It’s a shame!!!

          Please, dear leaders watch out for many of you are not keen enought to encounter Arabs’ plans. Otherwise, stop rushing attitudes and begin to have critical analysis as you know very well Arabs are not simply. Remember you are their tools use for their well calculated plans.

          Or else your destiny is doom to failure!!

  • It was a sad ( black) "Wednesday" for the people of South Sudan. We are celebrating in Juba, Abyei and many other places but do we really know what we are celebrating now that the oil fields have been given to the Arabs? To me it is defeat and shame. As if mollifying the Arabs by giving them the oil fields is not enough, the court retains Misseria right to graze their cattle in the now grass rich Abyei area but my question to the court is this, will we be allowed to graze our children, women and men on the oil fields? This is sharing our only resource with them. LET THE ARABS TAKE THEIR OIL AND WE OUR GRASS. NO GRASS AND WATER SHARING WITHOUT OIL SHARING.

    I cannot help wondering what the Arabs told the court this time that they had not told the "ABC". The "Heglig"(money) must have played a role this time. But we still have one and only hope-2011. North-South border demarcation is shit if the same people who presented our argument before the PCA are going to be the same ones. You know them. They are now crying over the little money they paid to the judges intead of the oil fields they have lost. Its their stomachs to blame for they diverted the money meant for the PCA, a fact which affected the judgement.

      It is very clear that Higlig is a part of Unity State which fall in Ruwueng county ,clearly there is no confusion like Abyei which was carried by Dinka Ngok as their own mattress from UPPER TO Bahr el gazal and then Kordofan.

But what is bothering is that our brothers in south SUDAN they forget that north that they talking about its part of south KORDFAN particularly (Nuba Mountains). So meaning they have to remember that we are in the same (one) basket. I know some southern are still have miss understand on this matter but no problem at all. In add this is the time of south Kordfan (Nuba Mountains) to activate the populace consultation in or order to which north or KORDFAN that talked about.

    If you have the interests of the Dinka Ngok and the Misseriya in mind, I am sure you will agree that they deserve some peace of mind and a feeling of security regardless of where the boundaries pass. Why, the Abyei Protocol gives each of them 2% of the oil share but none has benefitted from this. So what’s the big deal, the two tribes have lived together for ages and have criss-crossed those plains with their cattle without a clue that they may somewhere be crossing an imaginary line that people up in the skies are battering each other over. Let them continue to fight and may Dinka Ngok and Misseriya cattle continue to roam those plains and may the two tribes raise their children in the spirit of their forebears Deng Majok and Babo Nimir - do I hear an Amen somewhere in the www?

Southerners accepting and Northerners pronounced it a Victory, see these two words, ACCEPTANCE AND VICTORY. others say a win-win just to avoid Southerners disappointment and rage. This a Lesson and homework for Southerners, remain 2011 if we don’t learn this lesson and do our Homework, we will also be Losers and for good. Damn Black people, always are the Losers.

      When we said oil fields belong to Unity state, no one can accept that lie again. The oil field were in the map sent to Hague as a part of Abyei area. Now after failure the thing was send back to unity state in the mouth of our local leaders. Hague will not accept this new game to send unity state again to Hague. Enough is enough, the oil field is for north for good. Let us think about other source of income because %50 is no longer going to be given to south.

      • I thank Edward Lino, Deng Alor and Michael Miakuei for the positive reactions they took on behalf of this unfair ruling of PCA.All southerners need to speak together no matter you are happy about the money that you receive from the North.I need to hear from the Governor of Unity State and two commissioners of Panaruu and Biemnom. Karasani had been taken by the north last time and Heglig is going.I believe commissioners and governor have to voice our concerns as possible.Another case over Heglig is imminent and must be supported by all the Southerners.         This lulling shows we are losing our strategic locations too fast. The whole issue was to define all Ngok borders as of 1905. The PCA was too cautious in deciding with the fear of plunging the country into war. To me, it’s all unfair ruling and I agree with those who say we lost it

        Heglig Clearly is part of Ruweng County of Unity state. The NCP calculated this a year ago when they masterminded the clashes in karsana (Another area in Ruweng). GoSS and Unity State governor gave Karasana away to South Kordofan in a document that was Signed by the governor. Splm’s hope of getting any of these places back during South - North border demarcation will not be fruitful

        The oil fields should not have been part of the ruling since they are not part of Abyei . Unfortunately, even the people of Abyei did not see that

We understand that the Great Dragon will never cease asking for more OIL areas but as the their lifeline is OIL, and we have contested for the soil and its people.

    We shall stand firm because we know, we have got the Abyei and its peoples. We are proud. We understand the wealth that its pepole will add to the South, for instant, Israel is envied without oil but it still be center for conflict. Israel today is home to millionaires, how? The question ring down your mind. The true wealth is not in the fake natural resource but is found in the mind not the land. we believe that the Abyei Dinka Ngok should not regret any minute because they possess their ultimate sourcce of wealth-the mind. The land will still have greater oil in the parts you’re given; believe you me.

    It will never be the truth if The North annex Heglig in Unity State. What a miracle or blackmagic North performed! We will not give throw in a towel when it come to Heglig. The Hague have ruled but the people of South are robbed of their natural resources by the Parmemanent Court of Artbitration for giving away Panthou-Heglig to the Great Dragon, we thought the international court would be fair enough to understand the politics and root of bitterness in Sudan-oil resources. How did they come to understand that Heglig is part of Abyei.

    Heglig fall within the teritory of Unity state. It aborigines are the Southnerners. You have read it the other ways around but we believe- we still have case to solved about Heglig. We are deeply concerned about Panthou being given away as part of the teritorial region og the last Dragon On earth. The OIl-hungry satan stand watching at the annexation of the South.

          The good thing is that they Dinka Ngok have been alloted to the south. God willing another oilfield may be found within Abyei or else they would survive somehow like other southerners. Farming and cattle keeping which are the main sources of Dinka wealths will make the Ngok Dinka’s live worthwhile. I do believe that your identity is better than wealths and i therefore welcome the court ruling.

      Hey people,especially O’Shit or Oshay; you have to understand one thing, the SPLM is not a loser in the verdict, the primary aim of the movement was to get the tribunal to determine the geographical area of the Ngok Dinka as Stated by Hon Michael Makuei, if the result of the finding awarded all the oil fields to the government of Sudan; this has nothing to do with the SPLM inactiveness to push for peace implementation, SPLM as a Party has already done more than enough to help the people of Abyei to decide their destiny other wise Abyei had been part of the North before independent,

      we have done our best to bring it back, and instead we to appreciate ourself, we blame one another. the most important thing to brag about is to liberate the people of Abyei not to liberate the oil fields, and we have just done that. And to the rest of my people, confident is the secret behind the succees of man. if really you people has a clue of what constitute politics, i think from my own point of view, we as a people of Southern Sudan are wining and we are step away to independent, look, Sudan was once a black man Land and they name it bilad as Sudan or the land of the blacks; so it is upto the black man to reclaim what was rightfully his; but before the black man reassert himself to reclaime the whole Sudan, he must have a base to lauch his attack,and exactly SPLM is doing the just that. let me give you one example, Ethiopia did the cheating game against the Eritrea in 1990s because it was powerful by that time, Eritrea response shrewdly by accepting what the power gave them, and in the 19999-2000, Eritrea reclaim what was rightfully theirs because their military might was strong and Ethiopia conceded the truth. the ruling of the tribunal was not base on the facts presented by both parties, but rather politically, the judges found that the NCP is not ready to accept any ruling that include oil in the Abyei borders, but is ready to wage war instead, the motives behind the ruling was for the people of Southern Sudan to have a glimpse of peace for a while, we should thank the judges for cleverly verdict. what belong to Southern Sudan need to be claim little by little.

    It is ridiculous for the SPLM and the people of Southern Sudan in particular to claim that Heglig oilfields not belong to Abyei but belongs to Unity State. In the first place who included Heglig Oilfields in Abyei? The SPLM presented Abyei’s Map which included Heglig.The SPLM should have contested this before even the Abyei Boundary Commission finished its work. Everybody knows that Heglig belongs to Unity State but now it has gone to the other side due to SPLM blunder and lack of good strategies. The entire SPLM leadership is held responsible for this blunder.

      My question is, What is the meaning of saying ’house is for Dinka-Ngok but the properties in the house are not theirs’ why ?! If the land is theirs,it includes the oil too.

      If both judges and Arabs want to tell us the opposite then let us know. Because a house without properties doesn’t sustain life and it can’t be dwelt by any body.Arabs are from North but what made them annexed the eastern richest oil field ?

      I know the honest Panaru are the owners of that part which claim our consistency..........

    I can notbelive that educated person and uneducated have the same mentalty.Deng Alor said "This area is belong to Abyie with Denka name" I think one day Denka may claim that New York is belong to Denka. Denka is looking for any place with the name that has near,sound and with the same meaning that place is theirs. People in South Sudan are sick of Denka behaveiours. I give thank to (PCA) for geting job done without lost of lives. You Denka start to complain about any land again with useless DNA in your blood. What is the matter if the place has the same name with Denka name.

    • Dear Mr. Oduck, I am not being rude as you are, but responding in the way you’ll understand. To prsume that you’re Shilluk, it’s just like the way you claim Malakal to belong to Shilluk with original name as Makal. And that’s not being denied. Those names around Abyei don’t just resemble Dinka sound, but they’ve recently been there. Do you know you’re among those letting the southerners down? This is not because you’ve criticized Dinka, but creating imaginary stories for the sake of dividing the people of the south. Don’t say people in the south are...talk about yourself. It’s true that there’re differnces in cultures in the south, but this does not mean that a tribe is better than the other. I know Dinka is not better than, Shilluk, Nuer, Mundare, Zande, Murle, etc, in any sense other than being the largest. Anybody who’s able to write an understandable word here should think of uniting the southerners! I don’t know who I am talking to, but you know we’re entering a very critical phase in the history if you’re a southerner and love the south.

  • This shows how generous and patient the southerners are. people like oshay, or whatever, interpret it as victory because they know they’ve been awarded something they know is not theirs. That’s just for them to continue biting bread. oshay still has a long way to go.

      Hi Guys, do you know the reason why the Court gave oil field to Northern government, and gave people of Abyei and the land to the Southern? is because PCA don’t want both side go back to the war. i think that Court ruling is unfair to the southern because we lost oil fields, but in other hand is good for us because the more important thing is that we got our people, and our land back to the south. i think the court is to avoid war, they didn’t wanted to favor each side. South or north because everybody got what they wanted. North got what they wented which is oil, and the south got their people, and land also i assume that what SPLM wanted is people of Abyei. i think that is the main goal we are wanted. we should be glade that we have our people. i know oil is one of the reason why we fought with the Arabs in north last 21 years ago, but nothing we can do to keep both oil and the people of Abyei unless we lost one, and get one. if we want to keep them both believe me there will be another civil war in Sudan and that is why court ruled that way because of go back to war. i know it is very sad that we lost oil field, but no problem the south have plenty of oil fields.

      What we should do right now until 2011 is do our homework. how we can win election in 2011. We want to work hard, and perpare for separation. We need southern Sudan to be independent country. Also I think that the court ruled is a good sign for the south because national community they are willing for the south separation. I assume that if they want Sudan to be united they will not ruling by gave oil to the north, and people of Abyei to South.

      for those people who are against SPLM/A you should be shame to yourself because SPLM are southern hero we should respecting them. talk negative words,toward SPLM/A will not solving our issues. "I have question for ya" which side of you people are you in? south or north? because I don’t understand why people are such evil,and hated. you people already forgot that we are still in the war. the fact is that SPLM/A are the people who bring freedom to all Southern Sudan, and right people to rule south. Please my dear southern sudanese people you have to be very careful what you saying, or whatevr you are doing again SPLM/A because SPLM/A have been with us since the beginning of civil war in Sudan. they gave their life to save people of south by fighting with Arabs. My message is for those people who created organization called SPLM-DC.if we all come together as SPLM/A and save people of southern Sudan that will be wonderful for us, but not divid among ourselves in defferent groups. i hope you people understand very well what i am saying to you. thanks Peace be with you....

        Why we do we need empty Land of Abyei for what?

        A long did the Khatroum government used oil?

        Was it this cut oil to the Northern Sudan mean weakness or failure by the SPLM/SPLA?

        Why Deng Alor accepted this empty Land of Abyei?

        its not big surprising to any one in Southern Sudan? SPLM/SPLA must rethinks again and that is all my questions and no thank to those Judges who did this and no thank to the SPLM either why they accepted this empty Land for what?

          Hello southern we should stop blane our leaders why because they did their owns. so now is a time for kids if something not going okay in Abeyei Town that should be our own job.So accepted of Deng Alor is not bad.why because he known him self they have some guys they can fisinsh with it that is I think is notoo bad, it is easy don,t worrying for that. the question is where is the oil? because in Abeyei that mean if you fight now you fight for nothing because is readly yours why you so worrying?we are not talking about Abeyei now we are talking about anothers provinces.

            It doesn’t make sence when we say Abyei belongs to the South and in the same time Fields that in Abyei are belongs to the North.I am not understand how many Abyei we have in Sudan? is not one Abyei that located in Southern Kordufan state.I am stiuped when I hold a cow’s horns and some one else milks the cow and take all milk it’s the same thing happened in Abyei the North are milking the cows and we are hplding cows for them.

  • Hey Mr Deng Aloor and Salva Kiir,

    You are all not far away from this annexation of Higlig of Dinka Ruweng(ALOOR,Biemnom)and Dinka Panaruu of (Panrieng county). Last year when the ICC tried to put indictment on Mr Omar Bashir, you were all supporting Omar Bashir and accused the ICC of the indictment which the have imposed on Omar Bashir.

    Today, you Deng Alor, you tried to complain that the judgement was unfair. Why are you complain again and you was the person who officiated this agenda with your brother Salva Kiir? You guys the annexation of Higlig is something very painful especially to the Dinkas Ruweng of Abiemnom(Biemnom County) and Dinkas Panaruu of (Panrieng County). It is a big lost to Dinka Ruweng and Dinka Panaruu in order to fight or shed their blood for unreasonable matter. I blamed Almighty God for taking away Dr John Garang without solving this problem. This is what I was been telling to my fellows Dinkas brothers in our recent argument that Higlig is not part of Abyei and some people disagreed with me. Now, the Former Administrator of Abyei Edward Lino, verbally explained and extenuated it out from his mouth that Higlig is a part of Upper Nile, but from the very beginning people of Abyei used to said that Higlig is belong to their territory.

    Now, the truth reveals itself without being further explained . So in other word, the annexation of Higlig to the North will further judge itself as Edward Lino has reveal it throw his mouth. Ruweng territory and Panaruu territory were the first place to be exterminated by the Arabs in 1982 before the SPLA waged the war against the Khartoum Government, but as a result, people forget about these two areas. Anyway, let see how this agreement will become effective without disputes aroused.
