Libya vows to support South Sudan choice of independence: Kiir

June 30, 2009 (WASHINGTON) — The First Vice president of Sudan and the president of semi-autonomous South Salva Kiir disclosed yesterday that the Libyan leader Muammar Gaddafi promised him to support South Sudan should vote for secession in the 2011 referendum, according to Reuters.

The extraordinary remarks by Gaddafi are the first of their kind by an Arab or African head of state. They are likely to spark concern in Sudan and among some of its neighbors particularly Egypt which fear the impact of independence on its share of the Nile water.

Kiir told audience at the St. Theresa’s Roman Catholic Cathedral in Juba that during his visit to Libya last week, Gaddafi informed him that if Southerners vote for independence “they shouldn’t be frightened of anybody” saying that he “will stand with them”.

Furthermore he quoted Gaddafi as saying that the British colonial power made a mistake when they allowed South Sudan to be part of the North when the country gained its independence in January 1956.

“[Gaddafi said] they should have been separated either to become an independent state or join any country in east Africa,” Kiir was heard saying on the recording obtained by Reuters.

The London based Al-Sharq Al-Awsat contacted Libyan foreign ministry officials who declined to comment on the report.

However, other unnamed Libyan sources told the newspaper that Gaddafi’s remarks were probably “exposed to misunderstanding”.

The sources speaking from Sirte where the African Union (AU) summit will be held this week said that the official Libyan position is to support the unity of Sudan and strengthening its sovereignty.

“It Is not known that Gaddafi has ever been a supporter of separation of South Sudan or dividing the country between Northerners and Southerners. On the contrary he is a proponent of unity and against division” the sources said.

Libya along with Ethiopia and People’s Democratic Republic of Yemen were the earliest supporters of the Southern rebellion that broke out in 1983 led by late John Garang who formed Sudan People Liberation Movement (SPLM).

The support afforded by Gaddafi at the time was motivated by his tense relations with Sudanese president Ga’afar Nimeiry. It is widely believed that Libyan planes were behind an air raid on the Sudanese twin capital city of Omdurman in 1984.

  • That’s great for Gaddafi to profess this, Southern Sudanese should be given every opportunity and every right to establish their own independent sovereign state. I hope this way they’ll implement the policies they want Khartoum to do in the North, such as good governance, financial transparency, accountability, freedom of the press,a secular government which all of which the Government of South Sudan has failed to do in the past 6 years. With the $7 Billion dollars from Oil revenue that they’ve received they’ve failed to build one single paved road outside Juba and most schools and churches have been built by foreign NGOs. With a population of only 8 million, they’ve could easily nearly spent one Billion dollars per 1 million people and their lives would’ve been completely changed by now but instead they opted to go for weapons for a war with the North. Clearly still they’re in no match to the national army and so there wasn’t any reason to spend such an amount of money.

    Also to Southern Sudanese, Gaddafi has been called a mad dog by Ronald Reagan so don’t take his words so easily.

      Southern Sudanese have been fightiing for South Sudan indpendence except Kiir and Pagan who vow to vote for unity to show their support to their stupid Garang on his unpopular vision.         • Who is Gaddafi to be trusted? How can one trust stupid remarks of a maddog? Bashir is to the north Sudan and Gaddafi to the north west of Sudan. They are both Arabs. They both have the same motives. To islamize us, to kill us, to control us, and to mislead us. Hell to maddog’s remarks. I advise Kiir to always not be blinded by his position of vice presidency for the whole country, but as he carry out his national task, he must always put our interest ahead. The Arabs must know without hesitation that whether south will be a fail-state or not, nothing will prevent us from being a separate christian nation that respect religion but separate religion and state.

      • As we all knew that our president can say thing and do an other I don’t think Mr Gaddafi said that , might be Kiir Mayardit failed to understood what Libyan leader told him in meenting due to his poor Arabic language understanding .

        Muammar Gaddafi is a founder of AU ( African union ) and he has ambitions to unite Africa continent as whole to be one state in future , I don’t think that , Mr Gaddafi will drop from his own vision and support separation of single country within AU . Kiir Mayardit knew what Mr Gaddafi promised him but he doesn’t want to let people know about that secret agreement between them , remember that president Kiir his visited into Libya was all about campaigning what they so call make unity attractive which is means Omer Al bashire government in Khartoum and Arab countries to contribute money for development of south Sudan to change southerners minds to vote for unity of Sudan in 2011.That why GOSS sent lawmakers into Egypt last week and asked Egyptian government to pressure northerners to save unity of country and president Kiir himself convoy the same message into Mr Gaddafi .

        Mr Gaddafi not stupid to support separation of south Sudan .while South Sudanese leader asked him to make unity attractive two different agenda couldn’t be answer at the same time .

      You’re a complete dickhead and I can see that you’re either trying to stir a debate or hatred.

      The north is full of corruption and fake idealism, although it may be better developed than other parts of the country but it’s through theft and manipulation of the real owners of the country (Africans). Take 60th Street for example, it was contracted to a company owned by the former governor of Khartoum for $35m while the true cost of constructing it wont even reach $10m, thats just one example of many. Don’t even let me start on your Ministerial vultures with real estate assets from the coast of Dubai all the way to Malaysia.

      The South has major issues but don’t throw stones at others while you live in a glasshouse. You’re probably just a kid blinded by loyalty for your region just like many others on this website. I don’t support the idea of separation because the whole Sudan belongs to Africans not Arabs as they are the minority in the country. As for your national army, I suggest you do some research before commenting. For over 6yrs now, they have failed to quell a rebellion in the West of the country but you talk of their readiness! what a fucking joke.....

  • Well, both Neighbours, Regional and International Community supports is a crucial move needed by an emerging Nation to get her place regionally and internationally as well.

    However, such signals from Gaddafi can be appreciated but, with care. I am saying people should be careful because any independence State in the North will be a Taliban or Iran like state and that will endanger neighbouring countries including the new state in a geographical place known as South Sudan.

    Secondly, we must be very, very careful with NIF tactics about South Sudan referrendum of which Egypt might be behind.

    I urge anyone who think this referrendum for the South is easy to revisit what Mr Ahmed Atheir, the NIF Parliament Speaker has said last week which was published in most NIF newspapers in Khartoum.

    Mr. Atheir said this; "we will not make a referrendum easy in this parliament to southerners, we will make it tough as we want not to legalise the separation of the South".

    Look carefully into that document if you can obtain it and think twice before you could say independence can be brought by this referrendum alone.

    Remember, I said it in more occasions that; a Russian/China like Giant that’s armed to teeth neighbour in the North will be very dangerous to the next generations. This generation have a soley responsibility on the future ones.

  • Who is Gaddafi to Kiir??

    The present of Gaddafi is failure of CPA. Gaddafi is Arab and Kiir is a Dinka therefore, these two people no matter what happen will never give purely assistant to one another.

    If Kiir is not careful with Gaddafi, CPA will fail because he is going to give him a hell of money as the result he (Kiir) will forget to implement CPA and will be busy counting dollars as his behavious.

    South Sudan people should be very careful with so called Gaddafi otherwise we are going to zero point of 1983.

    • Dear Busta2 I strongly agree with you Kiir he has not to entertained the negative political allegation within South Sudan to paid much attention to an Arabs that he has to tell him something. It is first time to see a person saying that the real enemy is giving him an advice Kiir should be careful don,t let him think South Sudan is like the money that he had been looting since 2005 up to now.     • Good move Mr. president Kiir, but it would have not be Mamur Gaddafi of Libyia to talk of south independency for him being Khartuom alliance in whom southerners lost a trust.Kiir should takes great caution whenever visiting Khartuom alliance countries especially arabic world al large.Talking of independent meaning wishing human right to be granted to whoever seen to have it, meanwhile he had hosted wanted criminal after issuance of arrest warrant which is absolutely contrary to this statement made by him now.However, it is definite that he wanted to fool kiir so tht he might think that some arab countries are stand with us (southerner)which is totally cheats.Therefore,Kiir can called arab an arab period. they should never advice on south sudan affairs at all.Thanks to those who doubt about his false statement.

      • Please takecare of theis man because during the war he was playing as a duoble delare.Gsddafi was the first man who gave Omer EL-BHASIR Antinovs and the Gunship Hilcopters to fight sutthernes despite of his idealogical friendship with Grange ,and to prove that the three Libyain pilot cougth in Bor after their figthers run out of fuel and crsah in Bor.My advice to Kiir is that he should be carefull in such relationship and not fully trusth.

    People dealing with a person like the Libyan leader should really find ways of reading his mind and carefully analyse his remarks, otherwise there is likeliness of mis-interpretations.

    Nevertheless, His Excillency Salva press people and diplomatic advisors should i think always work closely to find him more diplomatic ways to convey the message to the faithful in the Cathederal if this is the only way, to avoid any embrassments like the response from the Libyan authorities.

    The same people should also help His Excellency make use of South Sudan TV (SSTV) or Radio to address or convey messages to southern sudanese on a weekly or monthly basis, because i don’t think all southerners attend Sunday Mass in St. Theresa Cathederal (Kator).

    The Statement of the Libyan leader to support self determination for Southernn Sudan in the 2011 referendum is good and hailed widely by well informed Southern Sudanese, but the question is how serious is this leader at the time of uttering this words?

    We should know that He [Gadaffi] once said Museveni of Uganda should rule for life. Whereas he is hailed for being a true leader in Africa, He is one of the worse dictator Africa has ever known. This is true in that since he came to power in 1969, he has never permitted DEMOCRACY TO TAKE PLACE. We hope he is NOT betraying us, but supporting the SOUTHERN SUDANESE to gain their self determination that they have been paying for dearly since Sudan’s Independence Jan. 1956 using sons and daughters of southern sudan.

    We Southern Sudanese now know that we need self determination more than we did before. Time for Change is ripe.It is here and is now.

    While in the 1960s a stong wind of Self determination was blowing across Africa as a whole, it is now more felt in Southern Sudan than any other part of Africa in particular and any other part of the World in general. We now need freedom,Justice, Transitional Justice, respect for Human Rights and the Rule of Law and above all good Governance to accomplish the

    Southern Sudanese, Through the Comprehensive Peace Agreement Our Destiny for Freedom to self determination is at hand here and now, Together for self determined Southern Sudan.

          A number of South Sudanese are dispersed like seeds in the field every where in the world.Issues concerning their mother land are burnning issues.

          They got educated abroad, but now fear has conquered them because they are denied their nationality of thier mother land by a narrow mind and incapable leaders leading to the reversal of the presidential decree on the appointment of some commisioner of longchuk county.

    • i dont think seperation is in our best interest as southerners, even though our enemies agree. its in the interest of the entire nation of the sudan to remain united. the largest country in africa. i cant stand people talkin about the fragmentation of this great nation which is capable of greater things if it were to remain united. its not wise economically, politically and socially. even though we have most of the oil reserves, its not worth risking the vast land which our forefathers nourished with the nile waters and built more pyramids than the egyptians...so please reconsider and look at the big picture and stop being narrow minded. we’ve come a long way to give it all up now, 50 years ago we didn’t have the respect we have today, to sit on the same tables and negotiate, with mutual respect. so imagine what we can do in the next 20 or so years.....its not about us, its about our future generations. we don’t want them living in a volatile society with the same tension as we see between north and south korea......long live THE LAND OF THE BLACKS ...cos thats what we are, black. majority of us are black africans and thats a fact...islam is a religion not an identity.....so think about that....and also, we CANNOT just abandon our NUBIAN brothers in the north, and our african brothers in the east and west.....think people......SPLA fought for freedom of all marginalized, and we’re being greedy and tribalistic.....and by the way the disasters that would follow our separation will be worst than the civil war, given the tribal tension we have now in the south......i love ma country too much to watch it get ruined by greed, ignorant irrational people and power hungry politicians......

      • This is my first time to get inj the web that Kiir is for independency and some body like Gadafee is supporting him. These are some of the changes you guys should observe. But all I know is people are cheating themselves.

        I can see INDEPENDENCY writen in big letters in my dreams that it shall flow like a river in South Sudan very soon where every body will be lying down on the street with no harm. The sound of ANTANOV and big ARTELERIES will never be heard again. Women will deliver in good hospitals and children will go better schools.

        That is what we must pray for.

        • Salva Kiir is being irrationale about this one just like other instances where he has made similar controvarsial statements.Besides,why should Salva go public about a promise that was made behind closed doors with Gaddafi of Libya who is himself a very unreliable figure on the continent? Does anything teach us something about our political weaknesses here as far as the South Sudanese politic is concern? Definitely yes,our politic is immature,otherwise there would be no point of rushing to pronounce a supposedly alliance with the Arab republic of Libya.

    By saying that he would support South Sudanese choice of independence, Gaddafi had just made a political promise. Therefore, if you are a political baby like Salva Kiir and some people we know, you might prematurely celebrate and dance yourself lame only to be disillusioned later. Let me give you some tips that will surely guide you and protect you from political deceit. Gaddafi’s vision for the United States of Africa (USA) of which he is supposed to be the president, has made him to say words from his mouth but not from his heart. Surely you can not fail to mention a kind word to your ’would be’ voter. And that’s politics.

    So my dear President Kiir, you have got to tread carefully when making trip to that part of the world. Gaddafi is a good man, yes. But then you should not utterly depend on his say-so such that you come back with your mouth widely opened and say,’ He promised to support our choice of independence.’ Let this be a matter of wait and see.

      I agrees with u Mr Anyar.President Kadhafi remarks needs political understanding first, why? he says so, what does he wants out of that? and why is it so this time? please ma dear Southerners dont be over excited by words of Kadhafi because he dont believe in independent S.S but he wants to change Sudan gvt,suspensions of ICC influences in Africa and his support to forms and become a first president of United States of Africa.So that is Kadhafi plots ma siblings
