New commissioner takes over in Rumbek East County

June 10, 2009 (RUMBEK) – Over a hundred inhabitants of Rumbek East County, mostly children and elders, gathered along the roadside on Monday to welcome their new Commissioner, Mabor Mayen Wol.

The reception was well arranged, said SPLM information officer Jamal Dakaya; Police forces, wildlife forces and chiefs lined up along the road clapping their hands and singing poetry and welcoming song.

The newly appointed commissioner of Rumbek East takes over his office from outgoing Commissioner Chiliro Majok Mading, who served the county for about one year and a half. Majok had been appointed in March 2007 and was relieved last week by a Government of Southern Sudan presidential decree without charges placed upon him. He will remain in the county as SPLM county chairperson despite that the new commissioner will serve as SPLM county secretary.

Wol has already served as commissioner of the county for three years in the period of 2000 to 2004; he was removed from the commissionership position on allegations of misappropriation of public resources and abuse of powers.

His new appointment was a surprise to the majority of Rumbek East’s intellectuals and Mabor himself attempted to reject the offer of the commissionership but was convinced by county elders to take over once again.

Wol affirmed that "I was appointed and actually I refused for four days to take the position because there are mass of trouble here in Rumbek east; I don’t want to become dirty again like other years that I had served you. I was convinced to accept the post as I did it and really I took oath on June 4, 2009 and surely trouble took off in Wulu and Thiec plus Gony conflict started. So what is that mess?" he asked.

Allegedly, Wol had released a statement against the particular clan of Thiec of Rumbek East that Thieyic behaviors are like a frog making a croaking noise – the frog will not become silent until a person beats the water. Mabor was welcomed in Malek-agok payam by elders and children on Monday on his way heading to Rumbek East county headquarter for taking over his office in Aduel. Malek-Agok is inhabited by the Thiec sub-clan of Rumbek East County.

The county authority arranged guard of honor welcoming parade for new Commissioner Mabor Mayen and during the parade reception, he criticized the police parade, pulling up the shirt and belt of police, claiming that they did not wear correctly their uniform.

During the handing over ceremony, Mabor said that "I will take over this office and the mission whereby my brother Chirilo Majok stopped from and I shall continue to work through baseline of law, not favoring my clan… my mission will be justice and actually those who will work against the law will face the law, but remember me — I am back again as Mabor of that time who always stood for truth."

He also appealed to chiefs to work together for the better future of this county. He also toured his county offices one by one meeting with his directors before reaching into the rally.

The outgoing commissioner also spoke at the ceremony, recommending polices forces, chiefs and administrators saying they were recently appointed and actually they are people who would really change the wrong image of Rumbek East into a good image.

A number of Rumbek East chiefs opposed Majok’s removal from the commissionership and they noted that he had done nothing wrong to them and disapproved of his removal without their knowledge. Ex-chief Manyang Dierder questioned why the Rumbek East leader had been pushed out without properly being charged.

Furthermore, a member of Rumbek East County called upon the gathering rally to sing a song that said "there is nothing like life, O God helps us," before speeches resumed from Lakes state SPLM State Secretary Samuel Mathiang Keer with his Lakes state SPLM assistant secretaries.

A woman representative suggested to the rally that the problem of power struggling might be within Rumbek East intellectuals alone.

The new commissioner stated that he would deal with troublemakers implicated in the conflict recently resumed between Wulu natives and those of Rumbek East County, including the Thiec and Gony sub-clans.

      I think the new commissioner of Rumbek east will be tribal-sited soon because those brothers of Rumbek like tribalism whereby most of them tend to involve clanism in simple problems.

      But we wish them to stay calm for better development in their own county.

      To Mabor Mayen, I strongly opposed his reinstatment as the man is an egocentric, sycophant and has nothing to deliver apart from his known arrogance, pride,sectionalism,and corrupt dealings.Mabor frist spent his 2000-2004 commissionership under mango tree busy eating and physically assulting elders and chiefs with brutal impunity.

      he was removed having been label the most corrupt commissioner in lakes State, then came in Majak Makuac within a short time Panyar vs Patiop tribal feuds erupted where scores of people where killied including Nyuei Prominent chief (late Marial Mamur) which led to Mr. Makuac removal from office without leaving behind single structure in the name of office.

      Then the most recent punctual, chrismatic and a man of the people was recommended highly by Rumbek East community and brought to power Mr. Daniel Gumwel Nhomabur this man came having Rumbek East at heart he would go to Rumbek making several stop-overs in all Counties on the way to the to Rumbek Town addressing citizens and reminding them each day to leave in peace, while in the County head quarters he built one modern office within a short period of time while furthering his plans on other major developmental activities. to this Awet who is against development in Lakes worked with traitors like Mabor Mayen Wuol,Maper Manyiel and the rest to removed Gumwel without allowing him to open the new set up commissioner office,but Mr.Chirilo Majok was brought instead.

      Now,what is the use of keeping Mabor mayen, as Commissioner and SPLM County Secretary while there are qualified other Rumbek east Technocrats?

      With Mabor Mayen back in the system you will see smoke coming out from Rumbek East and nothing good. let’s wait and see.

        It seems help wasn’t on the way to Rumbek East county really if the incoming county commissioner, Mr. Burri (Mabor Mayen), can threaten one sub-clan, Thieyic, in the county and bias against them as, quote: ALLEGEDLY, WOL HAD RELEASED A STATEMENT AGAINST THE PARTICULAR CLAN OF THIEC OF RUMBEK EAST THAT THIEYIC BEHAVIORS ARE LIKE A FROG MAKING A CROAKING NOISE - THE FROG WILL NOT BECOME SILENT UNTIL A PERSON BEATS THE WATER.

        Frankly speaking, Mabor Mayen is for the good welfare of the county, nor for the harmony but rather for revange to those he think were the people who let him evicted at first. Burri should have threaten the infighting or else addressing peace rather than to be divisive as his remarks did.

        I strongly doubt if peace will really prevailed in Rumbek East county if its new commissioner can starts with wrong foot as he did. I wish the people of Rumbek East county to stay calm regardless to divisive insult and bias speech of new commissioner.

        To whom it may concern, you people are out of point. There is no way you guys can talk shit about mabor mayen for no reason. All of the things that has been mentioned on this website about him are all allegations. Lets act like educated and civilized people. Let not listen to what people say and let support our new commissioner in order to do things in a right way in stead of talking sad on him. For example, people like Sabit called him asshole which is not appropriate for a person like Sabit to called commissioner asshole. Don’t get it wrong that i am supporting Mabor Mayen but i am doing this to protect our dignity as Agaar in general. As you all know it that this website is for public it is not appropriate for us to humiliate one individual in the public website. let live the case to our chiefs and local people that talk to commissioner every day in sudan.

          Dear Sala, could you please outline an example of perfect tribe in Southern sudan? For your information Agaar Community is one of the best tribe in southern sudan. So don’t call it bad tribe. i respect other tribes as well, but all of the tribes in southern sudan are not all perfect in reality. We all got issues within the tribes. So don’t used Agaar as the only bad tribe in southern sudan that don’t want to change.

    Kiir’s reappointment of Mabor Meen as a new commissioner of Rumbek East is very regrettable. It is another indication of perpetuating a failed leadership in the whole of Lakes state. Mabor’s irresponsible statement with reference to Thuyic clan is not worth the irresponsible tongue that he used to trespass with it. After all we should feel sorry for morally bereft leaders like him who are easily confused by the complexities of communal leadership!
    If you have come back this time, you must keep your mouths shut instead of advertising your ignorance by making some irresponsible statements towards the most highly respected clan in Agar community!

      Mabor Meen will not do anything new everyone knows than to exxtend a mere brutality and stupidity of Awet Akot Lakes state style of governance borrowed from their King of wrong appointments Mr Salva Kiir Mayardit. We ’ll see with SPLM now ever closer to being a Moribund party, as Dr Lam clearly put it. Kiir is a novice to understand, the only state in greater Bhar el Ghazal he is soon tipped to loss a crucial power is Lakes state mastered by his long enemies of Agaar people that he’s been mistreating and this will be the day whether Kiir likes it or not, will go back to his Mayardiit Luak.

      As for the new commissioner Mabor Meen Wol needs to be advised, to poked off his nose away from records distinguished people of Malengagok Payam. This is a great community blessed with area commanders sacrified both in liberation frontlines such as Kaman Ater Amuom and Makur Aleyou thru’ SPLAs conspiracies against Agaar society sought by Garang and implimented by current Kiir. Otherwise you wont be talking shit today against the people of Malengagok. You Known food lovers - oop! you have listen to me..!

        Dear Akook you are 100 percent right ,the statement which Mabor meen was released it is very painful for us we all the youth of Pacong,it is very stupid statement of which we condemn Mabor meen, if we go into details mabor by himself came from unknown family ground. started from the grand father were adopted from by those panamiir and Duracaak.there is proverbs saying that Jur can killed his friend that is what mabor did. we are really very upset to what mabor said we can appeal to mabor to summon him to the court.this is not easy matter, this statement we never be forgotten and until we left to the new generation coming. In term of education mabor is far away more then 10 times. Malengagok have many educated people which brother Akook was mention in his statement. The statement which mabor was released is not only to the People of Malengagok who were sorrow even those who are not belong to malengagok they have also sorrow. Let me tell you where mabor and his family came from ,they came from Jurbel. they came as servants and they came as refugees.

    I rarely, comments on articles. I am one person grossly disappointed with SPLM Leadership in Lakes state. Gen. Kiir will know one day that SPLM as a party has no root in Lakes state of Rumbek, because he is keeping wrong foxes in Lakes state, for he has many foxes and wolves in entire SPLM in South Sudan.

    Keeping Awet Akot on people of Lakes state is a great sin that will trail SPLM ever till its eternity. Awet is a master of doom in Lakes state. He masterminded all crisis in Lakes state. The heinous one is the recent and continuous fighting that Wulu community has pounded on Rumbek East community of Agaar. It is Awet instigation, my foot!

    As for Mabor Mayen, he is someone who has no academic credentials, Management skills, humanity in heart. An arrogance fellow, who would brag for nothing rather a stike he carries around to assume being a leader.
    I remember, left a course for Agricultural production and Agronomy that was sponsoured by Norwegian People’s Aid in 1999, where he sent with Philip Marol Mading, former Finance Minister for Lakes state.

    On his mouthy, Malengagok community are people who have number of educated elderly and youths. They are everywhere in Sudan and in Western world. Look at their only primary school. They have the best concert buildings, without Lakes state or GOSS coin. Apart from lates heros of Gen. Makur Aleyou, Kaman Ater Amuom, Captain Marial Anyuei, 1st Lt. Buong Malou, the two who sacrificed their very life for Rumbek town in 1997 during the capture of Rumbek by SPLA.

    Malengagok has Marial Dot Agok, Minister for Khartoum state, Foreign trade, GONU, Khamis Chawuol, Isaac Makur Buoc, MP Lakes state Assembly.
    Malengagok has strong youths, the likes of Mabior Wende Makuek, working for UN World Food Programme Rumbek Office, I him very know well. He is an articulate young man, and promising!! Thomas Puourach Maker Mabor, son to late Chief Maker, who was killed during their inter-sub-clan. Thomas is in Australia, a medical student.

    They will confront him for his bad mouth!! And Mabor will pay for it. In fact, these are his maternal uncles. Man, who does not the strengthen of maternals. Dinka saying: goes, raan cin naar acit raan cin toc! Someone who has no maternal uncle is like someone who has swamp area for grazing animals or water his agricultural products. Mabor can easily be cursed by his maternal uncles of Malengagok if he doesn’t reconcile with them and confess his sins.

      Thank you so much for wiseful comments. I patiently went htrough all the comments about the posted article on New Commisioner on Rumbek East County Mr. Mabor Meen Wol and I was so much disturbed of his ill words.

      Brothers, Mr.Salva Kiir surely to my opinion has a long term plan to leave behind Lakes State in everthing meant for future developments for example, no good education program in the State. Kiir is behind this. Governor Awet and SPLM secretary Samuel Mathiang Keer, if I can ask what good things are they doing for the people of Lakes State?

      Mabor Meen Wol, to my understanding is a cursed leader? How can you call your own people you lead "frogs". Mabor Meen is a dead man, no wonder.

      Lakes State with Governor Awet, SPLM State Secretary Samuel Mathiang Keer, Dep. Governor Nok Marial, Comm.Mabor Meen, just to mention a few, is doom to failure and I think will be a great joy to Mr.president S.Kiir.

      Oh! what a pity to the people of Lakes State.

        I am somewhat surprised by your hot ambivalent accusations
        labeled at Mabor Men Wol.

        Dear people of my Payam,County and State in general, I would like to inform you that we shouldn’t be against whoever gets post of commissioner ship,because our real concerned complains would later be denied by the top government of Southern Sudan for instance the head of South Sudan. They may say that Rumbek East people are naysayers who criticize every opinions.
        In addition to that,when I was a young cattle keeper, I could understand that our neighbors’ heap of smoking dung (Khor heer ne tol) could sway smoke to every directions and keep everyone’s cows clean from flies or mosquitoes. Quote me right like this,everything owned by your neighbor may benefit you and there will be time for you to get the same chance if we are peaceful to do every thing in A JOIN HANDS ORGANIZATION.(I form it alone).

        To my astonishment,I am very unpleasant to hear the word labeled against my community in comparison to croaking frogs that could not be silent till water is beaten which I think might be misquotation from rival politicians or if it’s true,I may refer you to Bible when God says there is MAJOR SIN and MINER SIN however God forgives who ever said some thing by mistake, could we please forgive him?(Mabor)

        Of course it can alternatively be taken as a substantial progress to map out the range of possible ethical ideas in approach to make sense of decision making and moral action but it would be shame on us to get annoyed against every commissioner. I think we are for them and they are for us.

        Mabor Mayen at least change some steps and I believe you are mature enough to know how tongue is controlled.
        I fully originated from the very community that you had insulted yet I/we may forgive you today BECAUSE OF OUR LOVING LAND(Sudan).
        Malek-Agok people are the very people who like development,success,equality and fairness in our state which is fundamentally important to be.

        I am worry to realize that we have weak institution in Rumbek east,for example,no developed schools,hospitals and administrations.should it happen to do two of three,we will highly appreciate your re-backing government. I look forward to hearing the good approaches of co-operations between you and your communities despite whatsoever.

          Dear Rumbek community,
          regarded what Mr Commisioner Mabor Meen said about Malakagok community should not be taken serously, especially for those in western world. The reason is simple as we all know that Mr Mabor Wol is related to Malakagok clan in some ways as far as i’m concern. Therefore nothing should be taken hardly as some people are already going too far revealing Mr Mabor secrets of where his family background came from. we all know the concept of the BIBLE,
          that "NO BODY IS PERFECT" and we should consider it in Mabor Meen’s CASE. All other tribes in Rumbek know who Malakagok people are like in term of being good or bad. As for myself, they are nice people the same as any others clans in Agar society. My POINT is that we should be patient untill right time come for the sake of our community of Agar Madongdit.

        Listen COMMISSIONER, a tall hight object can be reached whenever the bottom is pushed up by supporters. You were 80% but subtract 35 out of 80 because of how you unfortunately misused your tongue against your people. Every community and society groups in all states must to be respected and honored in clear understandable way. For sure even your children will challenge you later because you despised their Maternal uncles by comparing them to frog’s attitudes of noisy croaking which is too shame to be vomited by some one like you therefore I think may require apology !

        Back to my close neighbors(people of Malengagok). The world is round and things are changeable on it yet within, Earth makes rotation around the orbit. I mean to say,you have very many people who are fully ambitious for future mostly from your Payam in different world that’s what I like though I have little relationship with you.

        Upon your comments, a politician will never cry but he laughs though facing what he doesn’t appreciate ,he will never need separate but he likes unity,he will never express his full anger but he little bit shows his unhappiness in an ambivalent way.

        Two of your comments are really the comments of (WHO WANT WHAT) or they might want to do good thing to their country. They areMr. David Chiengkou and Maluach Madit b’se they express bit of their anger still they advised both Mabor and publics to avoid being against each other. which I guess would be the solution to Mayen Wol’s mistake and I would warn Mayen to apologize earlier to make research for new development.

        Once and again Mabor Mayen could be respected at Malengagok and likewise he could respect Malengagok ever since he married to Abdalatif Manhomjong Lom’s daughter. Finally before I had left for Chicago four years ago,there were three important thuyiich youths in Rumbek, 1- Madiak Mayen Mapuor whose other name was Mabor Makuek,2-Maker Paul Madit,3-Puourach Maker.If you are there,you need to control the chaps of Malengagok and adivise them to get cool at Mabor Mayen Wol.
