Sudan’s Kiir vows not to accept ‘unreasonable’ census results

December 4, 2008 (KHARTOUM) — The Sudanese First Vice-President and the head of southern Sudan government Salva Kiir warned that he will not accept census results that appear unreasonable.

The fifth Sudan Population and Housing Census, a milestone in the implementation of the 2005 Comprehensive Peace Agreement (CPA) was conducted from 22nd to 30th April 2008. It was the first all inclusive census for people of southern Sudan since Sudan became independence in January 1956.

The results will be used to determine the distribution of power and wealth, including booming oil proceeds.

“We will not accept less than 15 million people as population for the people of Southern Sudan” Kiir told a rally at Lainya, Central Equatoria State.

Kiir criticized reports in the media putting population figures of South Sudan at 3 million saying that there are unspecified parties that want to deny them a share in power and wealth.

The most recent U.N. estimate for Sudan’s population is 37.8 million but the numbers are difficult to verify because of Sudan’s huge internal displacement and also tens of thousands of Sudanese who have fled fighting over the years to neighboring countries.

The Government of Southern Sudan (GoSS) had given a reluctant green light to the census operations in southern Sudan. GoSS expressed reserves over the incomplete repatriation of the Internally Displaced and refugees to Southern Sudan, the inadequate forms and census questionnaires.

The census results are due to be released before the end of the year despite promises it would be announced in September.

Kiir blasted slow implementation of the CPA and urged Southerners to unite and turn their back “to those who want to split the movement”.

Separately, the Sudan People Liberation Movement (SPLM) political bureau met in Juba today to discuss the ‘People of Sudan’ initiative to resolve the Darfur crisis.

The meeting also discussed the indictment of president Omer Hassan Al-Bashir by the International Criminal Court (ICC) and its impact on the future of the country.

    message to mr Logic in fact, where do mr logic gets the Bulls [even Goats]with the exception of Chickens because they are his source of Wealth. many times I stayed in Equatoria[ land of logic alone not whole Equatoria] I did not see any any cow. so Logic, be very clear in your points other wise you will waste tour time on the internet withour knowing your exact doings.

    • Bravoo President Kiir, you are a true hero, son of the land, liberator and above all, you survived many attempts aimed at claiming your live. You persevered all these perilous live because of this nation which is thought to be determined by the upcoming census results.

      I personally participated in this census and my expectation is even beyond 15 million for South alone.

      Let’s continue with struggle and God will serve us.

      • It’s impossible,inappropriated and fraudulent census,our population is now even beyond 15 millions currently in Southern sudan excluding those who have fled the country to neighbouring countries during the war.We should have to be carefull,it is another tricks that has been designed by NCP against referenda in 2011,thank you Mr president for your determined because this census needs your high level of concentrations,otherwise the outcomes of the referendum in 2011 will be worse.   • It is true that the president of Southern Sudan vows not to accept unreasonable census results.Because the estimated figure of 3 milliom people indicated that there is clear sense of irresponsibilities from Khartoum government.And its shows that Mr Bashir,s government want to show the true color of Anti-Southerner of the time which caused civil war in Sudan before indepemdent and in 1983. However, as Southern Sudan is not of that time ,Bashir,s government must impliment CPA accordingly and consider that Sudan is not for himself alone but Sudanese who are yearning for peace and development.Southerners shall says No,No for dictators who will undermine the true man of the soil.So his excellency Kiir Mayardit, we Southerners and rest of the world standing by you.

    I wonder what president Kiir is up to. Before census took place last April, his government the GOSS adopted a resolution to boycott census on the ground that Southern Sudan wasn’t ready for it and also, becuase of the rsfusal of Albashir to include religion and ethnicity questions in the census questionnaire. But president Kiir surprised every body after he went to Khartoum by issuing a decree to override the decision of his government and allow census takes place in the South. Today, for him to say he will not accept the results of the census he instructed to take place is something I can’t get it. What is he up to?. Isn’t this baseless, and a lost argument. In my opinion, South should accept the results and argue only about the huge number of the Southerners in Khartoum and around the world who are willing to return but not included in the census.

    Indeed you have hit the nail on the head. Mr. Kiir is just wanted to use any English words for the sake of improving his English language but not the real sense. How many time he warn the Gonu but nothing prove to be true of all his fake threats. Kiir is a puppet of Bashir and once he see Mr. Bashire he just shake like Kofi Olomedi and immediately he will make a U-Turn very fast without a delay. Last year he threats not to return to the GONU till the outstanding issues are solve but he reverse the turn, same in Census and even this recent comment will just be like the old ones he made. So Kiir can not make any concrete decision unless he disassociates himself from those wrong advisors who always advice him that is u disagree with Bashire then u will die like John Garang. So Kiir is blindfolding the poor Southerners but if he reaches Khartoum he will change his statement immediately.

  • Not just a matter of saying "Yes, Bravo, your excellency, Thank you and whatever you wish" but first analyze whether it will last for long. Imagine what happened whne the census was call off and later called on.

  • We all wish equally and keen President Dr John Garang still alive to face this bullshit NCP and arabs POLITICS.

    Dr John Garang is a strong leader,well educated and very good at politics, He say anything in his heart never matter if it could touch his enemy, he can still say it in front of his enemies cause he don’t scare of no folks in the world but i don’t know about this new leaders this days whose says thing and when they face that person who it was saying some shits about then the statetement will be change with in a second.

    I wish i wish i wish Dr John Garang could come out of his grave and serves us well like he in a struggle time for freedom, equally rights and equality

    • Indeed it’s very dishonorable one that we are pulling back by El-bashir, magnetism while we are brawny adequate people. So, even I wrangle for the results of that census, no trepidation, it was tool that‘,…looking after people is better then being a wise person.’ For me I thought that no body can denies the awfully ideas that was produced by El-bashir, if you it today Sir! Thank. And even us also we are organizing ourselves for what you will think about. We are people of GOD, no body can backward us for illegal way, than better for us to unit our selves for outside coming issues.

    we should BELIEVE IN PRESIDENT KIIR’S ADMINISTRATION,Because he won’t betray us.you have seen him several times doing his best to protect Delicate CPA and now vows never to accept INCREDIBLE census results that would be manipulated by unpatriotic NCP’S and the likes.president kiir stands for the cause of southerners,hence he has unwavering stance just like Dr.john had.

    despite the fact that ’shamaaliin’ tries there best to make unity unattractive option for ’junubiin’,there are still other junubiin trying to align themselves with north,why force yourself to live with someone who doesnot want you and always hates you!? why? please if you are for shamaaliin,pack and go but DON’T claim the land of southern sudan to the northerners! go in peace to khartoum or wherever in north. president kiirr we stand by you in our cause.

    • what is good move from persident Kiir saying not to accept unreasonable census results , but I am in much doubt maybe he will reverse his word again like many time .Mr kiir always doesn,t keep to his word , he forgot about what he said to media when he gonna meet his persident Albashir in khartoum , so this time let us wait and see .

        • Its very Suprising how his Excellency Salva Kiir,says he will not accept census results yet he is the same person who said census should be carried out in Southern Sudan.These are all symptoms of weak leadership and i believe South Sudan is in very serious trouble and these are consquences of the Death of our Late Leader[Dr.John Garang]

            Keep it up Mr. president, the population of Southerners cannot be 15 millions at all. I believe NCP did that on purpose so that Southerners will get smaller proportion of power sharing and it’s their resources. In other words, I strongly believe that the population of Southerners is more than what they mention. In response to the above comment, what do you want Salva Kiir to do while carrying out census was something both parties agreed to execute accordingly. Needless to say, my advice to you is that, read the CPA before you comment like that folk.

            • But why are we in this situation in the first place? I mean, the census was in the planning since the signing of the CPA....why did GOSS not prepare well so that it could count its displaced populations? Why did we not develop good infrastructures or other means of ascertaining exactly how many Southerners are there? Why did we, the GOSS, not make sure that Southerners that live in remote areas in the villages were counted? why did we not make sure that Southerners displaced in khartoum who are now living in dispeakable conditions were counted? Why did GOSS not make sure that those Southerners who live in refugee camps in Kenya and Ethiopia and Uganda were counted? Why? Why, Salva? Why, GOSS?

              Guys, I like to believe in this government of GOSS. Really. I love to support them all the way till the day we separate from the arabs in the North. I love to do everything possible to aid them in this testing time. But, unfortunately, the government of GOSS just fails us and fail us, time and time again. In 2007, they waited until things got out of hand and in the last minute resorted to pulling away from the central government in Khartoum. This year, unfortunately again, this same government let the census through without really guaranteeing the objective and popular opinion and aims of the Southerners, until all those elements we need like ethnicity, religion, and region of origins were edged out of the census questionaire. Some villages were not accessible, and the GOSS let the census through and afterwards, they started complaining like whimps. Why GOSS? Why are you failing the Southerners? Why?

              The GOSS can not and should never be a government of whimps and yes-sayers to NCP. Never. When we see an idea or policy that has consequences on the Southerners we should hold our position and make sure that we are heard. Because, after all, this is the government of the Southerners( SPLM) and NCP...it is the government of National Unity(GONU). If Salva is just gonna be a statue like Khartoum, why bother at all? Why attend the debates in the parliament and the Ministers from the South are not going to present their points of view. Why? We can never and should never leave the discussion when we see something we do not like. Because the moment we leave, that is the moment they institute policies that are consequential to us, the Southerners. Pulling out of the government of national unity should not always be our first objective. We have to fight and until we are heard, and not just giving up like people who have no hands and cry and complains. Never. Because GOSS is the government of Deng Nhial; it is the government of Salva Kiir; and it is the government of DR GARANG.

                Any Southern Sudanese citizen living in a remote areas are counted except those who exit Sudan during the war. In contrary to that, I’m not against your comment just to defend GOSS about the way they launched census, but I want to assure you that GOSS are did their best because a lot of people exit Sudan, and that is not their problem.

                  Keep it straights kiir. You never been blindfool by this Killer who want to leave all western region (Darfur) behind. There is no rash for us to get census done. More things are not done yet. I think the census should follows other importnat things. This census should be consider as invalid because there are thousands outside of the country as well as the other regions isolated because of political tension.

                  I salute your view. Keep roling until the world court tie him up to be hang. God knows!
