Juba parliament authorizes establishment of South Sudan air force

June 24, 2008 (JUBA) — Southern Sudan Legislative Assembly passed today a defence bill indicating that the army should have his air force besides ground and riverine forces.

The lawmakers approved a Sudan People’s Liberation Army White Paper on Defence stating that the armed forces should consist of "grounds force supported by air and riverine units."

The bill deals with the security environment of South Sudan, SPLA mission and role in the defence of southern Sudan, in addition to the administrative and military structure. The law also establishes a committee to monitor the management of SPLA budget.

According to the Comprehensive Peace Agreement (CPA) signed in 2005, the SPLA forces shall be funded by the Government of Southern Sudan while the SAF and the joint units are funded by the national government.

Southern Sudan government has no military aircraft and Juba does not seem prioritising such plan. However formation of southern pilots is seen as first necessary step towards a future air force.

The demobilisation and the professionalisation of the SPLA troops have been delayed since 2005 due to the lack of funds and fears that relieved soldiers without a profession or a job can create troubles in the south.

The White Paper tries to trace a map for the transformation of the SPLA from a revolutionary army to a regular and conventional one with the formation and training of reduced army.

      We have known that, governments all over the world gives the most priority to Military. It is good to discuss such issues like creation of an air force base and many others.

      What bout our fellow brothers (students), who are suffering in Egypt, without food, many have gone hungry for many days according to an eye witness. What is so difficult for these members of parliarment to increase the monthly bursaries,the 50 $ given to them monthly, say to 300 or 400 $ so that they can feel confortable like any other students.

      Their assumed coordinator spent more than three months in Juba and besides, there are other students in the hospital who needs operation.

      The Southern MPs should know that Education is one of the priority areas in Southern Sudan. Where are they getting the money they are corrupting daily from. They should not take our brothers to Egypt to go and suffer, or else ..............

    Many thanks to Southern Sudan Legislative Assembly for passing the Air force bill in Juba. that’s one of the fundamental decision ever made, there is that strong need of the Air force along with the ground force since southern sudan has her own Airport where the planes can land and take off easily like any other country in this world can do. that air-force should be equipped properly for there is no doubt that none of us doesn’t know how the ante-Nov was during the struggle.Keep eyes open southerners or you blame your selves latter. thanks.

      Let’s see the airport in Juba used for development of peaceful international air traffic to develop trade and business in South.

      Building an airforce is expensive. It cost $50 millions to buy one fighter plane, or one attack helicopter or 550 Stinger missiles.

      The Mujahideen took down over 270 Russian aircraft with Stingers and this was what forced the Russians to leave Afghanistan in 1989.

    Hey Folks,

    That is a job well done, this all that we had been longing for. Keeps it up. I do beleives that late is better then never. This was supposed to be the first thing done immedietely after the formation of GOSS, but it was the other way round. So sticks to it and make it express for the betterment of our young Nation:the New Sudan. Get know tha an army without air force is like a home without a watchdog. It was this thing call air force that kept us out of Juba for 21years, we had all powers but luck air forces. Do you guys knew that???.

    SPLA must gate organises and get fully transformed from Gorilla to some thing more than meaningful for the World to see. Never reverses that acts.

    Hi everybody

    I see this move as one of the best legislation southsouth Parliament had ever passed. Obtaining air reinforcement is the most crucial achievement which all of us had been craving for decades.

    However, parliament must add that, the forthcoming aircraft should not be used against any ethnic group in southsudan. Because there are have been many accussations leveled against some government officials steming the use of government military equipment include government vehicles, ammunion, light artilleries and ground forces to support some communities against others. Such kind of divisive behaviors need to stop immediately.

    We need to work as southsudan citizens not tribalism promotors.

    This is very interesting in my view,it is one of the major key of self defence in fact a family cannot live without a strong weapon for denfending itself,We have Kenya who has has done a great role with South since the war broke out in 1983,therefore i would appreciate her to contribute more by being as a major source of transporting such materials to South because South is not close to the sea as Kenya.But i want to warn people like Kuol who are having their own agender against East Africa,that they must understand the real countries which had contributed alot to South rather than their Ethiopia or whatever.Keep the spirit South.

        Doubtlessly Southern Sudan Parliament has pass the deicision which is widely acceptable to the citizens of the land as a major step of depend techniques.
        You mentioned how much it gonna cost and how long it may take to get to such stage, but Iam cocksure you got it all wrong ,no matter what even if GOSS would spend Trillions of dollars it ’s in the interest of the people of S.Sudan.
        Be patience and waite if anyone will ask your contribution.
        I hope the name is not going to be South Sudan Air Force (SSAF) because it will look like SAF I suggest you create a very unique name.

        You are saying that even if the SPLA brought some war planes even 10 years will not be like SAF!!!!

        Can you tell us then, what military standards does the SAF has?

        SAF with their military planes, Mujahidin, Populer defence force, and with support from many countries like Iraq, Egypt, Libya, Rusia, China, Iran, failed totally to destroy the SPLA in this 21 Years of war with the little capacity that SPLA has. And now you are saying SPLA will not come to the standards of SAF.

        Good Mr. Samani, can you tell us what did the defence minister Mr. Abderahim Mohd Hissen said on media to the world following the attacks of 10th May in Khartoum by the JEM rebels that took the world and NCP by surprised? If you were following the speech of Defence Minister you would have kept quite. He said that Sudan’s SAF is using those old military planes since wolrd war II, thats why they failed to repulse the JEM since in the desert and blaming US government over putting sanction to Sudan baning the importation of heavy military equitments.

        You are lacking informations on SAF, just let the JEM’s attack be an example for you to see wheather SAF has standard or not? Otherwise JEM would have not reach Khartoum crossing the whole desert from far Darfur.

        And by the way, why are you so worried about SPLA’s military development? Put in your mind that we have to prepare for upcoming war in the boarder and Abyei with the SAF if you liked or not, and we will see bythen if the SPLA will not reach to your so called SAF standard.

        If you are NCP’s dog monitoring this website (SudanTribune), then better you read it quitely and reports it to NCP quitely. But if you want to make commemts and competing with southerners, then you are in trouble and you will be insulted badly to the extend touching and mentioning your mother’s ....

        i dont believe whether you can prove to these web readers that the military arsenal acquired or possessed by khartoum was all bought with sudan’s money! please dont tell me about oil’s money, because i know when the exploration, mining and sale happened!

Of course your point of comparison works if only and only if you compare SPLA with other armies of the world perhaps with US defence system which is not the point in question. Here we are talking about SPLA as a South army that needs to be transformed into a nationally worthy army and what you are talking about is in contrast with the content of SSLA resolution on SPLA white paper.       I concur with You Logic Boy, The air force base should be place in Equatoria around those big mountains of Didinga( new cush) to guarantee its safty becoz that is the heart of SPLA during the struggle, those airforce should be place in safe areas of eastern equatoria if we really need the safety of our airforce. Yeah kenya has to be given cridit for what she did to SPLA while on those hard times, port of mombasa is the source of S.sudan artelery, the person you mention above are just those jieng who feed on food that he dont know the source. All in all, congratulation to the SPLA for a good defence startegy.

        You are the people blindfolding us Equatorians. Which kind of person are you?, how can you give such suggestion, and you suggested your village or county Budi to be the place for the air base, can you see how we are exposing ourselves to problems. You have right to nominate the place, but don’t nominate your home because people will say you are so tribalistic. You also mention something here that, these are villages participated in the movement, do you mean to say that air base is going to be more of advantage to our people than creating disadvantages?, the are when chosen will only offer military services but not typically the way you have taken your perception.

        Secondly, the government knows well the place that suit what is in question, but don’t be surprise when the thing is taken to Bor or Jonglei because you needed it to be in Budi.

    Congratulation!to South Sudan Legislative Assembly for the significance step taken,for the proposal of South Sudan Air Defence Force.Indeed and infact,there is need for SS to have strong Defence on their territories,even if, it take the whole of our burget nobody will conplain.
    we need our Army to be well trained,well maintained,and well eguiped so that any foreign invation is easily defeated.We are looking forwards for the implementation.

    It is not the issue of airing out meaningless words.The SPLA air defend force Should not be either critised or appreciated before it work.My worries is about those who individualized public money like the one which was alleged to have piled money in the coffin claiming it was the dead white man.The decision made by South Sudan Legislative Assembly is very wise ,but the corrupt individuals will make it useless.Corruption is the backwardness to development in S.Sudan.If the Assembly know how to pass bills why don’t they pass bill to curb deadly disease called corruption?To funish corrupt relatives is not a spiritual sin that will hinder you from getting to Paradise.We have to correct wrong deeds among us so that our nation should be conducive to every citizens.

    Great job by these wonderful law makers! That is the moment the southern Sudanese wait for, it had been long since the government of south Sudan was form but the citizens where hearing of those who are filling their accounts with public money rather buy military equipments. Thank God their accounts are almost fills to the top so that they will late go some of the money to equip our forces to defend referendum in 2011.

    Dear all, it is worth mentioning that this is a bill which has to do with GoSS and its security issues that need to be defended from the anemies. This is SPLA internal issue that could have been privately decided iplemented and announce later for the big wide-mouth dogs not to open their common sense to barks at S.Sudan trying to stop it or even plan for it in their unpredictable way demolishing South.

    Thogh is heard but I am still begging our leaders to take decision privately in implementation in all aspects. Take my advice dear leaders.

      Dears, i was not intereted to comment because a lot are said of which i cannot add or subtract due to some potential points being mention by some of you However, i would like Mr Samani to get this clearly, Please in today`s every changing wolrd there is only one thing which does not change that is " change " itself. whether you like or not later you will change to be the true Southerner, People of Southern Sudan never forgot Education that why you get young men in East Africa and Ethiopia plus other part of the world.
      Lastly as you claim to be much profesional, please joint the work and try to plan your good job rathur than to keep blaming South every now and then. I know you started from the leaf up to your roots please adjust yourself otherwise.

      Building air force is a good idea, but not a priority. Priority is reforming the spla from revolutionary quirrella fighters into a organize-disciplined army. To demobilize, disarm and reintegrate the number of soldiers they do not need anymore. War has been going for forty years without fighter-jets and we were not totally defeated.

      Priorities are:
      1- Reform and organize the spla
      2- Develop some basic infrastructure in some main parts of South Sudan.
      3- By all kinds of weapons.

    Dear All,
    That is a right step in the strengthening of SPLA,However alot needs to be done interms of recruitment of Competent personnel to effectively manage and maintain military equipment.
    I think the policy makers within SPLA should make changes as regards the recruitment procedures so that the minimum qualification should be atleast P.7 certificate so as to speed up the process of proffesionalisation of SPLA.
    Besides Acquiring JetFighters/Gunships,SPLA should look at the Intelligence Apparatus which at the moment to me is in Shambles and needs urgent treatment. i have seen its a fashion for our Intelligence agents within in SPLA to identify themselves but i call this very unproffesional and dangerous to the security of the south.If you look critically at spy agencies like MOSSAD,FSB,CIA,M16 they conduct themselves very professional and you will never know whether he/she is an operative
    I therefore think a thorough overhaul of MI,Public Security and NISS is needed to Get rid of incompetent and moles with in the system to properly safe guard the south completely from any aggression from Khartoum.
    In conclusion SPLA should take a bold decision to have Graduates i.e Engineers,Doctors,Lawyers, within their ranks or else forget about professionalisation.

    After a long period of quiteness among the SSLA members, one can see the truism of splendid politics in theory albeit sooner or later in practice. Great thanks to Salva’s.

    In fact, the writer of this article may have forgotten to recall that GOSS had lots of monies aimed at integrating the SPLA into a modernised army worth international standards; I mean establishing an SPLA air force,grounds force and riverine units to mention but few. Unfornately, such monies ended up in the pockets of the so-called War veterans more over liberation was arguably meant to uproot corruption and its vices
    alongside other factors that we fought for. Believe me you or not, that is the reason we still have an SPLA agenda on Web to date and had those few SPLA Commanders worked for the common good of SPLA there would have been an SPLA air force, an SPLA ground force and an SPLA Riverine units.

    Therefore, my last word to the SSLA members is to keep a close watch at those SPLA Commanders lest we humiliate ourselves by having a freely non modernised SPLA of bush era. That not done, we can not talk of SPLA air force let alone Riverine units above all we can not garner support from International armies in the name of SPLA as a defence mechanism because the citizenry needs a globally informed army that is always ready to re-establish itself at any time of need!

    EXCUSES OR NO EXCUSES WE HAD ALL WHAT OUR ARMY (SLPA) NEEDED BUT WE MISUSED IT!

    After a long period of quietness among the SSLA members, one can see the truism of splendid politics in theory albeit sooner or later in practice. Great thanks to Salva’s.

    Reference to:The demobilisation and the professionalisation of the SPLA troops have been delayed since 2005 due to the lack of funds and fears that relieved soldiers without a profession or a job can create troubles in the south, there is an error that; as a Citizen intent on Southern politics, I ought to correct.

    In fact, the writer of this article may have forgotten to recall that GOSS had lots of monies aimed at integrating the SPLA into a modernised army worth international standards; I mean establishing an SPLA air force,grounds force and riverine units to mention but few. Unfornately, such monies ended up in the pockets of the so-called War veterans more over liberation was arguably meant to uproot corruption and its vices
    alongside other factors that we fought for. Believe me you or not, that is the reason we still have an SPLA agenda on Web to date and had those few SPLA Commanders worked for the common good of SPLA there would have been an SPLA air force, an SPLA ground force and an SPLA Riverine units.

    Therefore, my last word to the SSLA members is to keep a close watch at those SPLA Commanders lest we humiliate ourselves by having a freely non modernised SPLA of bush era. That not done, we can not talk of SPLA air force let alone Riverine units above all we can not garner support from International armies in the name of SPLA as a defence mechanism because the citizenry needs a globally informed army that is always ready to re-establish itself at any time of need!

      Conguratilation south Sudan gvernment parliman, that is the right action you ever done guys.
      People should think more also than creating the air force, because no government in the world with out power,or its must be surrendered to the enemy.

      We need power in south Sudan plus food, food is an other power for our nations in south,without food also people may go and work with our enemy to get food for surviving, and that is their right to find food for their strength.

      We have alot of green land which could be planted, and yeild the enough food for our people and sale the extra to the nighbouring countries.
      Country without food is not a country,and don’t tell me we are notseprate country even if we are not seprated we should have an ecnomic planing program, that could help our citizens.

      We should speed up doing something, we are tired of begging food from someonce’s else every year.

        Guys,

        The characteristic of envy is that he never wishes someone else strength and success and whatever makes other person attain his dignity. Therefore, do not be surprise of Mr.Samani who even knows nothing about his SAF. There is no SAF what I know is the popular defense forces.

        I agree with those who say that there is no development without security. It is the insecurity South Sudan is not now developed. We have to learn from the incident of Abyei in which everything related to development has been totally destroyed because of the insecurity.

        Therefore I congratulate South Sudan Assembly for passing the bill of South Sudan Air Force because a strong SPLA will be a watch dog for us to maintain institutions such as education and all those related to development because the enemy will have no chance to terrorize the civilians in rendering those institutions.

        Let Samani bark but with our head focusing on our own affairs.

      SouthSudan Airforce formation is huge step toward SouthSudan military backbone.
      Once the South is strong both in air and ground,the indepedency is secured.
      My fear is lack pilots to carry on airforce piloting.
      Such situations call for our youngmen learning abroad to take piloting school seriously.

      Though manpower and facilities of airforce are lacking,i still believe that we do have some already committed youngmen there to to carry on with the mission once it is successfully formed.

      Good job the assemly.

    we are appreciating the splm leader shipe
    when to immplements the above subject b/se in every country has difence which may lead to royality after the full complement the same as a master of the dog could not give his dog a food while he is not satisfied therefore new sudan leadershipe must satisfied by prioritizing
    the difence force no matter whether air or ground.
    i therefore become concern and courage to hear the success or conclusion.
