Salva Kiir sacks South Sudan auditor


February 20, 2008 (KHARTOUM) – Salva Kiir Mayadrit the President of Southern Sudan government removed Southern Sudan Auditor General as well as other members of the Audit chamber.

The Southern Sudan Legislative Assembly (SSLA) on Wednesday December 12, 2007 passed a vote of no confident in Auditor General of southern Sudan government, Barnabas Majok Barnabas, accused of embezzling public funds and failure to deliver service in auditing government accounts.

Slava Kiir founded his decree to relieve the head and members of the audit chamber on the SSLA vote. He also appointed GoSS Secretary General as a caretaker of the Audit Chamber until the appointment of a new auditor.

The southern Sudan parliament had accused the former auditor general Barnabas of eleven charges including:

- Undermining power of GoSS president by removing and suspending presidential appointees without approval of the president, replacing three presidential appointees without the knowledge of the president, promoting William Labi to the position of Deputy Auditor General without presidential decree.

- Unprocedural purchased a house for the Audit Chamber at US dollars 395,000 and at the same time needed additional money for renovation of the same house.

- Receiving double payments for international trips accounted for by UN and GoSS Chamber of Audit, suspended without pay four presidential appointees on false accusation of misappropriation of US dollars 85,000,

- Involved in withdrawal of documents from ministry of finance by using his appointees Mr. William Labi and replaced it with forged documents signed by William Labi, Handling appointments and recruitments into the chamber by himself without involving human resource personnel.

- Involved in signing cheques that should have not been done by an auditor for the sake of promoting good accounting system, spending US dollar 160 per day for accommodation and feeding at Nile Comfort Hotel in Juba since the time he was appointed to head GoSS Audit Chamber and awarding unnecessary privileges for members of Audit Chamber amounting to 2000 US dollars per month on accommodations.

      Victoria you have lost some sence in your little mind as your comments always not go with the topic.instead of praising the GOSS Leadership by fighting the corruption and dismissed the culprits,you trun to asked silly questions.

      I failed to understand your comment what its really implies because the critic or blame is not going to the president nor the Assembly but contrary to what people are talking about, and that is why i always says, you are interested in politics but incapable to perform to it’s peak. Have you ever requested GOSS for donation before then denied you so as to say they claim to be having no budget? Victoria, be a good woman rathar than being crook and hook ok, learning is by process, it does not mean when you have not comment on a certain article implies that you have nothing to say, but if it has a negative or neutral contribution to the board then you better reserve your energy and time because they are regarded as resources.A good woman in Africa is a shameful one, get that correctly.

      Mr Logic SPLA is not a party,it is the Southern Sudan Amry.you have to differentiate the two SPLM and SPLA,the SPLM is the ruling party who spearheaded the negotiation and signed the CPA with the North ruling partner NCP.
      Therefore, it is not the party which is corrupt nor the Leadership,but you rather says individual within the system are corrupts.however,the GoSS is now removing them out one by one as you can see when four senior officials in the ministry of Finance including the Minister were dismissed.
      the goverment is working so,let us giving them a cup of thanks instead of critism

        SPLA is not a party but when it comes to CPA rules and regulation in de modern nation will you consider it to be part of an army,people are using logically terms while your acting under the socks of the genius people how crazy is this,am not a primary Tr that need to explain terms clearly and open to pupils.if you dont understand find your way back to your background of knowledge

          Look at yourself, what does your logic implies? I did not expect such words to be said by guys who pretend to be knowing some thing in this modern world, i think you need help or you might be suffering from mental disorganization. Mr Logic, you don’t know who iam nor where i live neither my mother you talked of, and you have to put one thing in mind that this board is for discussion in which when you are wrong, iam here to correct you, in actual sense, if you can not distinguish the difference between the SPLA and the SPLM then you cann’t be a Sudanese not only Southern Sudanese.       October 4, 2007 (JUBA, Sudan) — South Sudan has signed up a British accounting firm to help it conduct its first ever audit, to shed light on possible corruption in the semi-autonomous region formed after a 2005 north-south peace deal.

      The audit will investigate how $500 million of reserve money was spent without parliamentary approval in 2006, south Sudan’s Auditor General Barnabas Majok told Reuters. The government’s total budget for that year was $1.4 billion, he said.

      "We will work with (accounting firm) PKF in coordination with the national audit chambers in the UK," Majok said on Wednesday. "They will provide technical support for three years for about $9 million."

      A June investigation by the government’s Anti-Corruption Commission found "dramatic over-expenditure," Majok said.

      "The Ministry of Finance was operating without procedures," said Majok. "There were incidences of some ministries contracting more than was in their budget."

      The Anti-Corruption Commission has been unable to act on the charges because a law has not been passed to govern it, its head Pauline Riak said.

      "(The audit) will be vital. We will be told if there are fiscal problems here or there," she said. "We’re actually waiting to be able to move in a systematic way."

      South Sudan pumps about 500,000 barrels per day of crude, which accounts for about 95 percent of its revenue.


      The man cried few months ago after being investigated on corruption charges. leave alone the above qouted document.

        That is extremely good such element can teach the entire community how to missuse the puplic properties.
        One by one make a very big number, If you continue looking for such elements then you are going to remain with those who can work for the interest of the Southern peaple, congratulation for that, let those who wanted to support the smoke which will not bring fire bark and do your job.
        The hope of Southern peaple now is not on how to see some one eating the puplic properties which can be use to redevelop the south and keep quiet no, it is on those who are seriusily working for the South interest.

              Many criminals in the GOSS have gotten away with so many things. Criminals are not sacks, they are jailed and punish because they don’t have place in our society, such disciplinary action will send a strong signals to others who might be on the same path of looting public fund. the incompetent leadership of Goss encourages this behaviors because corruption trickle down from top to the bottom. The all entire leadership of Goss from top to bottom are guilty of rapping South Sudan of its resources and fund. How can you say you want to build you country when you spend your earnings from South Sudan in other countries, boosting the economies of other countries than your own, shame on all of you. Uganda, Kenya, Australia and U.S are few places where money made in South Sudan are spend, this is foolish and weird. Why not spend the money you make in South Sudan within South Sudan and stimulate your economy. This is more than a crime; it is an act of unpatriotic. A criminal actions in sequence, still money in South Sudan is a crime, spending them in foreign countries is another crime. The government of Goss is being headed by a very weak and incompetent folks, they have alienated young, energetic and educated members of south Sudan. Dr. Garang was the only one who always thinks about the young generation, now that he died, his dreams have also died with him. Nobody think about young generation anymore. a lot of South Sudanese have been flocking to South Sudan with decrees, but people got threaten and looked down by punch of thugs. Shame on Goss administration. Nepotism, incompetency, and corruption are what Salva Administration will be remembered for. God bless ye.
