U.S. conveys to Libya its dissatisfaction over Sudanese president visit

January 9, 2012 (KHARTOUM) – The United States on Monday revealed that it has spoken to Libyan officials to express unhappiness over the visit made by Sudanese president Omer Hassan al-Bashir to Tripoli over the weekend.

Bashir is wanted by the International Criminal Court (ICC) on ten counts of war crimes, crimes against humanity and genocide allegedly committed in Sudan’s western region since the conflict broke out in 2003.

The Sudanese leader received backing from Arab and African countries but has still seen his travel restricted to friendly countries that could give him assurances that they will not arrest him.

Libya is not a member of the ICC and therefore has no obligation to detain Bashir. But it was the National Transitional Council (NTC), which is now in control of the country, that asked the United Nations Security Council (UNSC) earlier this year to refer the situation in Libya to the Hague tribunal in order to investigate possible crimes committed following the uprising against late leader Muammar Gaddafi.

“[W]e did raise this issue with Libyan officials. I will tell you we raised it relative late, because we learned about the visit relatively late. The Libyan Government knows our view that we oppose invitations, facilitation, or support for travel by President Bashir because he’s a subject of an ICC arrest warrant. We have a long policy of urging other nations to do the same, and obviously we have long supported efforts to bring those responsible for genocide and crimes against humanity and war crimes to justice,” the U.S. State department spokesperson Victoria Nuland told reporters today.

“We have also said to the Libyans that we would like to see them join the international community in calling for the Government of Sudan to cooperate fully with the ICC. So this is the conversation we’re having with the Libyans,” Nuland said.

The U.S. official said that they will continue talking to Tripoli over its ties with Sudan and Bashir.

“As with many things, this is a first time as a free government they’ve had to encounter these issues, they’ve been sort of outside this statute for some time. So I think that we will continue our discussion about the appropriate way to deal with Sudan and to deal with Bashir” she said.

Bashir has disclosed following Gaddafi’s downfall that his country provided military help to the NTC during the course of the battles in Libya throughout most of this year.

During his visit last week, Bashir offered the NTC help with building a national army and integrating the rebels. He also discussed securing the borders and joint efforts to prevent smuggling of weapons that were owned by Gaddafi’s regime.

In Libya, a former NTC official suggested that receiving Bashir is more of a pragmatic decision.

“I personally agree that there is a moral obligation to arrest Bashir, but this is not the position of the Libyan government right now – they are racing against time to restore law and order and stability to the country so the considerations of the government are different… and the world should not forget that the Libyan revolution and people received considerable support from the government of Sudan in overthrowing Gaddafi,” he said.

    If you help Arab from dictatorship government soon or later, they will turned against those liberated them for example, Iraq, Egypt and now Libyan.

    Why not try to help on African from Khartoum regime.? You can guys can see the people who were been helping a lots now they welcome criminal to new government of Libya this is unbelievable. Don’t trust Arab U.N. must put that in their minds

    How come for the dictator to support other dictator to be overthrown? His intention was to seeing how Gadhafi was buried and how his grave was decorated so that he will prepare his tomb in case of ICC appearance on his door. Mr. President Al-Bashit you don’t have to worry because you have a lot of billions of dollars on the ground you were stealing from South Sudan.

      I agree completely that, Omar al Bashir is trying to get information on how late Libyan president was overthrow so that, he will prepaer for hell. On the other hand, money would not going to help Omar al Bashir even though had stolen 9.8 billion dollars from oil of Southern Sudan. Late Muammar al Gaddafi hinding $200,billion dollars scattering around the world’s banks but money didn’t w,

      ICC is just profit of individuals countries that only looking for African criminal leaders not West leaders who committed war crime, Im not fan of Bashir but western leaders been committing wars crime against weak countries like Iraq, Afgan and so on. leaders that committed wars crime are George Bush, Tony Blair, Omar bashir, David Cameroon, and French president n so on.

      She never asked them to join the ICC, rather to join the international community in urging Khartoum to cooperate with the ICC, do you see the difference or as usual only read what you want to read! lol

      However the U.S is the epitome of hypocrisy. The ICC is a joke & a political tool!

    The Libyan people liberated themselves from Gaddafi with the blood of more than 50,000 Libyan who died during the struggle. They didn’t do it to replace a local dictator with a foreign one to tell them what to do and that is called freedom and self determination. ICC is designated for Africans and other vulnerable countries including your new country

    Of course the American are helping the people of South Sudan by selling them the most sophisticated and advanced weapons to kill each other instead of food, medicine and modern technology to develop your country. Bashir gave you peace, self determination, referendum and eventually a country and see what he get from you!!...that is why nobody should do you a favor.

      Bashir never gave anybody anything, the southerners paid for their freedom, self determination and eventually a new country with over 2 million lives. N. Sudan will also pay dearly to get rid of your NCP elite and their parasite supporters like you.

    President Bashir knows what he is working on it, but the Libya NTC doesn’t know the planning of Omer Al Bashir it is an indirect avenge of his friend COL Gadaffi bcause you have killed have killed him by the help of western government and western governments are supported ICC of arresting Bashir. Now you are letf at limbo either Bashir nor western government.That is all his planning.

    Mr. Turabi and Bashir are born liars, and are world most wanted criminals and they should hang. Bashir will be arrested in 2012, expect the change northern Sudan real soon.
    Eastern Sudan, Kordufan, Blue Nile and Darfur will brake away as new countries soon or later.
