Sudan’s peace negotiator calls for creation of independent state in Abyei

May 25, 2011 (JUBA) – The chief mediator of the Sudan’s Comprehensive Peace Agreement (CPA), General Lazarus Sumbeiywo, has proposed the need to create an independent state of Abyei as a solution to the current stalemate between North and South Sudan over ownership of the region in a press conference in Nairobi, Kenya on Tuesday.

Sumboyo mediated the peace talks for three years in the Kenyan town of Naivasha which produced the Abyei protocol and saw an end to Sudan’s 22 year civil war, in 2005.

Sumboyo criticised the two signatories of the CPA; the National Congress Party (NCP) in the north and the Sudan People’s Liberation Movement (SPLM) in the South, for what he said was a “lack of political will to resolve the Abyei issue.”

He reserved particular blame for the three-man presidency created by the peace deal for not meeting regularly even when the situation requires their forum to discuss the issue. The presidency comprises the President of the Republic of Sudan, Omar Hassan al-Bashir, his first deputy and president of theGovernment of Southern Sudan, Salva Kiir Mayardit and the vice president, Ali Osman Mohamed Taha.

He suggested that Abyei could have independence in a similar form to Lesotho, a small kingdom within South Africa.

However, the chairman of the Juba-based Abyei referendum body, Chol Deng, on Tuesday rejected the proposal, explaining that Abyei would not be a viable state given its small territory and population.

According to the result of the Sudan’s 2008 population census, the population of the Abyei region was only 52,883. That included the populations of the nine Ngok Dinka chiefdoms, the Messirya Arab nomadic tribe as well as other Sudanese residents in the area.

Deng, who is also a member of Dinka Ngok community in Abyei, said even if the whole population of Dinka Ngok were to return to Abyei region, the population would still be insufficient to constitute an independent state.

In 2004 Abyei was responsible for 25% of Sudan’s oil production. By 2009 that had declined to 9%. As well as this being the year when the Permanent Court of Arbitration (PCA) in The Hague ruled that the Heglig and Bamboo oil fields outside Abyei, the reserves are severely depleted. The fertility of the land and the significance of the Kiir/Barh el-Arab river to the region are both significant factors.

As of July 9, it is planned, in accordance with the CPA, that the Republic of South Sudan will be established. It will be land-locked so the export of its oil is a contentious issue. The majority is currently sent via pipeline, to the coast of north Sudan.

Higlig oilfields, which were previously contested between Unity and Abyei states, before the signing of the CPA, are currently contested between Unity and Southern Kordufan, which is in north Sudan.

A leading member of the Messirya tribe, Babakhir Nimir, rebuked the proposal of an independent state of Abyei, saying it was not a solution to the current crisis. He also accused both the NCP and SPLM for politicizing the Abyei issue between Ngok Dinka and Messirya tribe, saying the “two tribes lived side by side and in harmony in Abyei for hundreds of years and will continue to live there for more hundreds of years.”

The UN Security Council team, which met the South Sudan leadership in Juba on Monday and Tuesday, called on the two parties to pursue a peaceful settlement to the Abyei crisis.

Meanwhile, South Sudan president, Salva Kiir, is scheduled to address the nation on Thursday in Juba about the crisis in Abyei and how the government is approaching its resolution. According to a statement by the minister of information, Barnaba Marial Benjamin, on Tuesday, the president will stress the importance of handling the situation through peaceful means.

The people of Abyei were supposed to hold a referendum in January 2011 and choose between being part of north or South Sudan. The referendum has been subject to severe delays.

    This is ridiculous! How can the tiny Abyei area manage to be an independent viable state when its territory and population size is even less than the size of a single county in South Sudan? Look at the laughable overall population of only 52,883 including their Messirya and other residents, while a single county in South Sudan can reach more than 200,000 people. Ngok Dinka population cannot reach even 40,000 people all over the world. Each of the nine Ngok Dinka chiefdoms has only about 6,000 people in their villages and in exile.

    Hey, will Salva Kiir again boycott the SPLA 16th May celebration in Bor? Now that he will instead address the nation in Juba and not Bor, I believe there must be something unpleasant in Bor.

    I thought the SPLA commander in chief was going to use the podium of that special pre-July 9 occasion in Bor to address the nation about Abyei, general security situation in South Sudan and the next coming period.

      Thank Lazarus Sumbeiyuwo for the opinion you have offerd to entire Sudanese for the creation of Abyei to be independent state However I would to assure you and the whole world that there could be nothing like that so-called independent of Abyei although Sudanes goverment is proclaimng to grabs Abyei without legitmate right while our government still unborn yet.To work on the facts of the matters Abyei in languistical and geographically is absolutely a land of Dinka Ngok without anyone elsewhere to share the status of Abyei with.

      So as a term of condition to us at this moment we South to response to the aggreeive manners of Sudan goverment or any other mean to held dedication of Abyei to Dinka Ngok people I would like to say that within two months after indepedence of Southeren Sudan we are going to declare war against the North the war which ever happened in the Sudan despite the war we had left behind was just a civil war I don`t consider as a war and we have a capacity to win the war of Abyei Oyee,Southern Sudan Oyee, SPLA Oyee.         We all know that fighting for independence of South Sudan started since 1947 in Juba Conference, followed by a mutiny of 1955 in Torit until 1972 when the AAA was signed by Joseph Lagu. After ten years of relative peace, it gained immeasurable momentum in 1983 under the leadership of SPLM/SPLA which you love to hate but proud of July 9, 2011. I know you love the taste of self-determination without considering the right cooks who prepared and spiced it to your liking.

        The NCP agreed to sign the historic CPA which is deemed to resolve all the key issues that has been pitting Southerners against Khartoum-led Islamic government. As usual, Khartoum only signs peace agreement to work against it in a broad daylight regardless of historic, regional and international signatories.

        The issue here is not the creation of Abyei as an independent state as suggested by the Sudan’s former peace mediator (not negotiator as indicated in the article). Based on the Abyei Protocol, The incumbent President has an obligation to form Abyei Referendum Commission (ARC) as agreed upon in the CPA in January 2005 but not to go outside CPA by attempting to include the bogus voting rights of the so-called Messeriya, nomadic Arabs of Southern Kordofan.

        Even the claim of the chief of Messeriya that they have been living peacefully with Dinka Ngok for over hundred years is utterly nonsense. Why did they fight along-side SAF, killing Dinka Ngok people during the war? Messeriya people are not indigenous residents of Abyei. It is Dinka Ngok who have been and will continue falling victims after every attack launched by SAF.

        Prior to every attack on Abyei, Messeriya people are seen no where except after attack. They simply cross to Abyei from their state of Southern Kordofan only to enjoy finishing the wounded, looting, pillaging and burning the whole town because it’s not theirs. They have never lived in Abyei and will never live in it although the criminal president shamelessly insists on their voting rights.

        The attackers (SAF & Messeriya) always come from the same geographical location, Southern Kordofan forcing Dinka Ngok to bear the brunt by running toward South to their southern brothers where they can feel safe. If Messeriya were the true inhabitants of the Abyei why would they never one day fall victims of the vicious attack by Khartoum government forces. The difference of historical fact is clear between the indigenous people of Abyei, administrative transfer of Abyei by the colonial power to Southern Kordofan in 1905 and a “seasonal movement toward Abyei” for pasture only not residence.

        The world should ask these simple questions, how can Messeriya qualify for voting rights without historical proof of residence, ethnicity, language and culture in Abyei which they only love it for seasonal grazing but willing to commit killings, looting, pillaging and burning the whole area and go back to Southern Kordofan with impunity? Why did Omer Hassan Al-Bashir sign the CPA with the knowledge that grazing rights of Messeriya would be hundred percent granted to access water and green pasture in Abyei in case of separation?

        The questions continue; where is the complexity of the situation that warrants military takeover by SAF than simply form ARC to determine the articulated fate in a ballot box? Is this how President Omer Hassan Al-Bashir should define or implement Abyei Protocol in the presence of signatories, UNMIS, international NGOs, regional body and international community? I hope not. Abyei can never, however, be either part of the North Sudan or an independent state. Abyei has always been and will remain part of southern Sudan because of historical evidence not administrative transfer. Period.

    What proposal do we want again while the issue has been solved in the CPA. During the CPA-Abyei protocal, The Abyei residence-the Dinka Ngok were promised to choose between the South and North concurrently with the South Sudanese.

    Arab nomad are not residences,they are cattle keepers who searched for pasters and water in the Abyei rearly. They are already Arabs who have right in the north while the Dinka Ngok are Dinka who want to chose their destiny with their brothers and sisters with the South.

    Arabs in the North were not given any right to chose where they should go btween the South and the North. They are Northerners and no any laws which allow them to go to the South.
    SPLM is not going to give an inch in Abyei by all means. Let see and the Arabs will understand the South better tan they used to during the war.

      Do you think all people who went in bush to fight Sudan Government starting from Anya nya, Anya nya two and even some members in the SPLM including men in uniform, went in bush to fight for SPLM party? People went to fight because of south Sudan.

      The issue of south Sudan is not only of SPLM as a party and not all south Sudanese are members of SPLM party. Let us think broad and talk as south Sudanese but not as SPLM party.

      Because geographical description (south Sudanese) units us more than a party. Parties have high per-centage of personal interests.

Being opposition does not mean you are not an hero, you distinct the party and the nation. South Sudan is bigger than one party, don’t be blinded by being shollow in mind.       Ngundeng prophesied about Abyei in 1800s!

      This situation of Abyei when prophesied by Ngundeng more than a century ago when he prophesied in his songs that "Ngok Kiir bi ke wang" or "Ngok (of River Kiir) will be burnt down." It has happened now exactly as Ngundeng predicted it more than a hundred and fifty years ago. But he also said "bi Ngok ha liac nhial" that the “Ngok will look up to me." I don’t know what that entails.

      For those of you who are familiar with Ngundeng’s prophesies here is what he said about punishment of Bul Nuer community of Unity state. I thoroughly listened to my cassette containing Ngundeng’s prophesies last night and found this song he sung about the Bul Nuer which exactly can be interpreted to mean the current situation in Mayom county of Bul Nuer.

      I know many of the Nuer readers already know about this Ngundeng’s song predicting the situation in Bul Nuer when he said:

      I thought Ngundeng meant the fighting in Bul Nuer, Unity state, during the war when Paulino Matip was fighting the SPLA. But now it is more clearer with this situation of Peter Gatdet. Somebody who knows about Ngundeng’s predictions very well told me to calm down, because this is the time. He said I should not blame others too much because the situation is unavoidable until it comes to pass.

      So, when Ngundeng said "ba Bul wang mara Bul" or "I will burn the Bul, I will strike them down." And then he said, "Bi Bul e yuol-yuol, ce goa, ce naath riaw dor, ce goa" or The Bul will bi small in number, that is good, they have been scattered, that is good. But he continued by telling Bul that "thiece Jang, ka thiece Cot Lual" or "Ask the Dinka and ask the Jellaba". I don’t know what it means but that seems a dangerous message to those two categories. It seems that the Bul will be used and involved in three different wars and fight those battles of those wars in order to reduce their populations.

      I don’t understand when Ngundeng said "Gar Bong’s legs have bent, Deng has bent; its legs have broken, let me strike down all the areas." Who is that Deng or Gar Bong whose legs have broken or bent?

      And he said "cang koora ba Lou we duac" or the "Day of my war, I will punish the Lou-Nuer." That is he will probably punish them by using them to fight his war somewhere.
      And he concluded that I will punish my Luak (South Sudan) using the Nuer, when he said "duace Luak ke Nuer." But the good news is that after punishing the Luak using the Nuer, he predicted the outcome to be good for the Nuer.

      I believe many of you who listened to Ngundeng’s prophecies in his songs might have heard him saying all those about Bul Nuer and Ngok Dinka.

      There are many other prophesies concerning every Nuer clan and Dinka, Shilluk, Murle, Anyuak, except Equatorians that I did not hear any thing about that I can understand to mean them.

      Again, another prophesy that may be interpreted to mean the situation of Gabriel Tanginya’s militias, is when Ngundeng said, "kan dor mi rier cet ke Thiang met nen, lange ji engu loki ben Luako?" or "I have never seen a reckless community like Thiang, I beg you, why do you refuse to come to the Luak (South Sudan)? Gabriel Tanginya hails from Thiang community in Fangak, Jonglei state.

        In the African traditional societies,those who appeared to be either best singers or claimed to be prophets were also believed to have some mental problems. The only big issue was that no one used to know for sure what it was that make them sing too much or prophesised all they said. But in the modern time and thanks to educational pathways that people have been through, it is now known as to why those like Ngundeng came to misinterpret some psychological traits of their lives as "prophecies".

        SO, WHO IS NGUNDENG?

        Ngundeng was born in the the now Great Upper Nile in the southern part of the Africa’s Largest country -Sudan in 1826. He was a short little ugly boy who, whenever he went to play with other kids, is always avoided or denied playing by the parents of the other kids due to his ugly looking. Ngundeng then felt rejected by his playmates and as a result kept inside most of the times. To make the matters worse, Ngundeng’s ugly nature even caused dramas among his very own parents. According to the Ngundeng’s oldest neighbour named Butjak and currently turned 105, the little boy was regarded as a curse by his parents including relatives. It was said that an old man from the Dinka Ngok passed-by Ngundeng’s hut in the middle of the day during summer when the weather was hot and asked for water. As soon as Ngundeng’s mother saw him standing she attended him and asked if he did need any help. "Some water please" the old man said as he lowered his smoking pipe from his mouth.

        As Ngundeng’s mother entered the hut in order to get some water for the stranger the young boy, Ngundeng, made his way
        through his mother’s legs and approached the old man. He was able to sneaked out because he was bored of being kept inside all the times. When his mother returned later with some water for the stranger, the old man had already lost his thirst to the ugly boy appearance. Though Ngundeng’s mother begged that old man to drink he refused and advised that he initially meant something to light up his smoking pipe and not water[cover up]. Ngundeng’s mother simply noticed that the old man did ask for water but had simply changed his mind because their son was not attractive. The old man did not even have any interest in the boy just the very moment he approached him, something which for sure, worried the the ugly boy’s mother as it is always strange for an elderly male to respond little to the young male in the African traditional society since boys are termed as heroes from the very early ages.

        Psychologically, one could argue that the young Ngundeng early live experiences would be the determinant of who he would be in the future. The experiences would also be responsible for the darkest future for the Ngundeng not any bright future at all. Due to his past nightmares Ngundeng’s neurological systems encoded and translated his past lives down-turn which gave him false vision of which he later claimed to be prophet. To get rid of that past, his neurological systems also released a pleasure sensory which made him sing some of the songs such as those normally sang on this website by his followers like Mr. truthteller.

        So, was Ngundeng a prophet or someone whose past was nothing but somewhat that of psychotic individual. Well, you might have different views about Ngundeng but remember that whatever views or believes you may have, you also need to know that your childhood experiences governs the the future behaviors of an individual. It appears that many Nuers put their believes in Ngundeng but if I were them I would first look at his past live. Otherwise, we risk following the visions of someone with personality disorders!

        It is Good idea Mr Lazarus and I may say thank you for your great commitment to solve Sudan problem. It is your opinion but there are some conditions disqualify your idea such as size of Abyei is small geographically and people are not aware of such options and you cannot force a person into something he don’t have expectation and succeed. So,Abyei was southern territory before and there is no needs to subject its people to strange environment.

              Many Nuer died during the civil war and our Eastern Nuerland was the batle fiield between all the players in the civil war. our herds and grains were used to feed the entire movement from 1979 to 1991. if not because our richness. the movement would have collapsed.

SPLM must bear the reater deal of the blame given the way it has been running GoSS. for past six years ranging from how its members abuse power. looting national fund. employing people bassed on their loyalty to SPLM party or whether they are relatives or strangers and not on the basses of qualification and competencyand concentrating power toninka tribal kin of the president Kiir. merginalising other tribes and even declaring war toagainst veral southern rebellions. . SPLM using SPLA as its militia and not as a southern army when dealing its rivals from different southern partiesluck of diplomcy when dealing s with someensitive issues such as Abyei. north south border. post independacncy arrangements such as whealth sharing foriegn debts etc... with SPLA generals behaving as if they liberated thouthern Sudan in the battle fields and thnot rough a a aceful setlement hence CPA that granted southerners a right for self determination. that led to referendum amdndhe RnaoSS to be borned on July the 9.

              Abyei problem would have been resolved had SPLM used diplomcy to deal with NCP. but how could that be possible in a country where Kiir says something and Pagan Amum says another that is totally different and Benjeman Marial and Malak Anyuen also air whatever comes out of their minds without any reservation whatsoever. calling President Omer Al bashir with any name they wish plus saying rude or provoketive words toward NCP. their only partner in peace. behaving or even revailing their bad or malicous intentions toward NCP and how the SPLM party want to make NCP as its dinner once RoSS becomes an independant country. so why you surprise if NCP wants to make your party as its breakfast? if you dont have muscles you should be careful not to invite problems to yourself.

              I pitty people of Abyei as they are being held as scapegoat by their own politicians who do not give a monkey about their suffering but just want to bet with their lives. i wish they realise the game before it is too late. why subjecting those inmocent civilians to suffering? majority of Dinka Ngok of Abyei have mixed with other tribes that have been living with them for centuries and without any problem. so why are people disturbing their peace? are resources valuble more than the peoples lives?

    That is your proposal but in my view I don’t think Abyei can form an independent state because of its geographical area, further where will it lies north or south?. What we should put into consideration is the idea of political ideology between the two sides, otherwise we shall not come into conclusion of Abyei. I personally blame the mediators of the CPA and the international community why the issue of Abyei was left behind,yet according to the CPA were supposed to hold their referendum at the same time with the South"delay defeat justice". such incidences happening in Abyei would not have happen if international community was serious. You have to step in and take immediate action our country is going back to war, if you are not aware.This may also interfere with independent, we feel frustrated when we shall celebrate our independent while our brothers are in terrible condition of death in the front line. we need full happiness. The issue of Abyei should not be taken to the hands of politicians, it is for the indigenous people of Abyei to decide where to belong. otherwise both parties are infringing their rights.
