Southern Sudan legislators reject 2008 census results

July 2, 2009 (JUBA) – South Sudan lawmakers rejected on Wednesday the results of the fifth population and housing census which put the number of southerners at 8,260, 490.

According to the census results announced on May 21, the total of Sudan’s population is 39,154,490. The southerners constitute 21 percent of the national population. Also, some 520,000 southerners are living in northern Sudan.

Mr. Isaiah Chol Aruai, the Commissioner of South Sudan Centre for Statistics and Evaluation (SSCCSE) briefed the Southern Sudan Legislative Assembly on the details of the census in the semi-autonomous region which includes 4,287,500 Male and 3,973,190 Female.

The commissioner told the legislators that the omission of ethnicity and religion in the form had been raised before printing of the forms but after four days the presidency changed its position and accepted its exclusion.

He further told lawmakers that the age of 4,213,041 of the counted population in the South starts from 17 and above. That means the other half of Southerners population are under 17 years.

Sudan conducted its fifth Population and Housing Census, a milestone in the implementation of the 2005 Comprehensive Peace Agreement (CPA), from April 22 to May 6, 2008. It was the first all-inclusive census for people of southern Sudan since Sudan became independent in January 1956.

The conduct of the census-taking had been hindered by many problems in southern Sudan and South Kordofan. Moreover, political forces and rebels in Darfur called on the government to postpone it until the settlement of the armed conflict in western Sudan.

The number of Southerners in the northern Sudan is one of litigious points between southern Sudan and the central census body. Juba complained that the numbers of Southerners in the North turned out less than expected. Also it expressed surprise regarding the increase in the population of Darfur since the 1993 census.

Dr. Luka Tobekana Monoja, chairman of southern Sudan census committee and minister of cabinet affairs stated that national central bureau statistic declined to give GOSS their raw material data including number of enumeration who were involved.

More than half a dozen legislators spoken in favor of rejecting the census results and it was agreed that a committee should be formed to formally outline the reasons behind this decision.

Some SPLM legislators expressed skepticism about the willingness of the NCP to implement the CPA.

Martin Taco Moy urged his peers to unilaterally announce the independence of South Sudan state even before the 2011 referendum.

Moy said that the talk about making unity attractive “is a waste of time”. His position was received with long around of applause.

However the parliament speaker James Wani urged the members to show restraint reminding them of the need to observe the CPA terms of reference.

    This is so silly, before the census even when ahead, the GOSS agreed to all the indicators included in the census and what’s even worse is that it was carried out by Southerners under the supervision of international monitors. This is a serious cynical ploy the SPLM to disrupt the CPA and call on unnecessary and unjustified criticism on Khartoum. The fact that they’re backing out now indicates two things, 1) is that they’re insecure about their election prospects, 2) When the NCP win the election they want the international community to raise doubt the legitimacy of the results.

    I call on the people of South Sudan to reject such an attempt by the SPLM and finally tell them to put up or shut up.

      For curosity, What is a census? To my understanding, census is a complete enumeration of a population regardless of ages. Why is it only those who are 17 years or older are counted? What about 16 years and below, Are they "Kawharian"or census become a voting age limite? What was the point of carving off those people from the census? Are those people not yet people to be in the population? Am I missing the translation or was this a ploy from Khartoum? Do people in Southern Sudan fully understand what a census is? If people doesn’t fully understand what a word is, Don’t accept it. You might swing your tail but you are locked in.

        Thank you for your curosity; asking is the way of knowing things. Check this out.
        The word census is used in two contexts or more.
        (1) It can either be defined as a periodic count of the population or the act of conducting a census.
        (2) A census is the process by which information about every member of a population can be collected. The population may not necessarily mean the human population.

      WOw, It ’s good to Southern Sudan legislators to reject acensus results.In fact we want to raised this issues before international community,as the bible said tell the trues or rights and the trues thing could set free.We know that Southerners are under the supervision of international monitors but the Southerners realies no good Arabs unless the died Arab like what happened in Iran women were killed and childern same ’ll going to happen in Sudan.There ’s No justices ,democratic systems and human rigth, .No formal ways to them to do their things.In my opinion the declaration of South Sudan should be the better thing to government fo Southern Sudan.and God bless South Sudan.

    We kill ourselves so what is the point of rejecting the result. This is crazy, there is no another reason for under population of South, it is only madness of dinkas killing people including foreigners. Junglese and their bloody junglese GOSS has damaged the image of South and its government, and this will be the reason for South to loss the general election, South will NEVER win under this Kiir of dinkas. To me I accept the result whether 1000 people, it not somewhere else we are the killers and sadists who hurt ourselves, not us in general but particular tribe of Mr savage Kiir. Dinkas with their dirty mind are the problems behind the population of South. And there is no point of recounting again it is waste of money and time. Lets get on the next step with what we have.

        Hey Malunguaic you have really hit the point. This grasshopper call himself Logic Boy rather than calling himself as Dr Riek Machar Teny is currently planning a war against Dinkas and if anyone deny it he/she should go to Nuer - Dinka borders and witnesses the Riek militias lining up from Luac to Tuic. There are 200, 000 militias armed by Dr Riek Gai purposely to fight Dinka. After their success Riek Machar will take over his hungry and desired position as president of Southern Sudan. Also, I have realised in my search that Riek has another option of which he and Dr Lam agreed to form SPLM-DC in order to let Dr Riek be the president of Southern Sudan and Dr Lam his deputy. Along that Dr Riek Gai who is now transporting weapons from Khartoum to Kosti then to Bintu and Malakal. What I want to tell these traiters, you will never succeed in your war plan against Dinkas. To my Dinkas don’t forget the war of 1991 is repeating itself and if there is anyone who deny it you will see it in few days or even months.

        "The one who will listen and take these few lines are saved and the one who don’t will suffer".

        You point your finger to the wrong person, there is no Nuer guy who is very stupid like that. I have known many Nuer boys during our 22 years of struggle and at schools in the neighboring countries although they were betraled by their own son!!!!!

        Mr Big Logic boy is a Lopit/Lokoya ( tribe ) from Eastern Equatoria who used to be pub in 24/7. And his mother marriaged to Madi guy ( tribe ) for second time athough he died from HIV/AIDS in Uganda 8 years ago so you don’t have to blame him morever, he grew up in refuggee camps with out both parents who can advice him how to behave in the public.

        He is turn to be a big drunkard here in Canada!!! he can even take some items from markets with out paying them so he is spoiling our name here as Sudanese not just only on the Internet.

        I am another liberator who liberated Big Famous Logic’s village called Khoor English , Torit, Kapeota, etc from his masters Jalaba or Arabs....I know he can not even understand our simple Arabic Juba....

        Please don’t belittle yourself "ke ci yin e loy ten e cie ke piath mathdie" we should respect our leaders. Riek for sure did something bad, but we did it to them too. Abusing Riek and his people which are of course our people too will not help us Southerners in anyway. Remember every tribe counts in the South and that is why God brought that tribe into existence or are you against what God planned?

        We all have our disadvantages and advantages at the same time.FYI, it’s not a must that ten siblings who have planted their seeds reap the same volume of seeds during the harvest, yet they eat it equally without mentioning who reaped less or more.

        We are all important, wonderfully made by the creator and let’s have a brotherly look at everybody so that we are one strong nation with one common enemy(ARABS).

    South Sudan Legislators should focus on South-North boarder demarcation, security situation in the south, army, security and police powers, gender equity, education and health Acts.

    Sensus should not be used to armed a weakening NIF regime as it was done in the very nose of these ligslators. Northern Sudanese are going to vote for separation of the north should general elections scheduled to next year take place as everyone already started to doubt whether they can be conducted or not.

    There is no need to declare Independence of South Sudan in Parliament as that will give NIF genuine reasons to justify its military invasion by saying SPLM has violeted the CPA by allowing its members in the parilament to declare independenc instead of people deciding that through referendum as stated in the CPA.

    There is no need to hurry too; because everything will be clear should next year elections take place. I t will be rigged, Old Sudan forces could declare themselves winners and southern Sudanese will declare winners of their independence in 10 months time through free and fair referendum ballot box.

    There is no need to panic, even if the NIF use its rigged sensus for power and wealth sharing. Looting South Sudan’s resources and taxes by northern elites has never been known when should it come to an end like it is just 18 months from now should northerners vote for separation.

    Abyei, Insecurity and NIF involvement, Border demarcation, Assasination perpetrated by NIF can lead to a serious confrontation with NIF regime if NIF intention of signing CPA was a retreat in order to rest and get more weapons.

    Facts!
    The Southerners claim on census results has no significant ground. Everybody knew that the census would not be fair without indicating ethnicity, region and county but Mr. Kiir was manipulated in the presidency office and accepted the text and he even vetoed the council of ministers decision on opposing the text.
    Besides, the census was carried out by Southerners in Southern States, if it was not done in manner that could have been favored South Sudanese, it make no sense to point figures on NCP.
    SPLM has terribly failed in governing the GOSS that is why it always raises illegitimate arguments against NCP. Mr. Martin Taco raised a very very good point and I support declaring Southern Independent before GOSS collapses.

          Dear Southerners.

          Don’t be confused, rejecting the sensus results means no election, no elections means the cuurrent SSLA members who were appointed and nominated will continue with functions indefinately. SSLA members will continue to get their monthly salaries, allowances and other payments. This also means the current executive body headed by the most incompetent Kiir will continue to destroy South Sudan. Means there might be no referandom or rejecting the internationally monitered referandom results, if conducted. Means possible going back to war, in fact this is what the NCP is looking for, since they all know very well that, Southerners will never unit again under Dinka leadership due to the current corruption and nepotism practices, thus, no Dinka will lead all southerners to fight the Arabs leave alone the ignored dissatisfied people of Nuba mountains and South blue nile.

          NCP seems to welcome the move by the SSLA to reject the sensus results knowing that, this will destroy the popularity of the SPLM, if any, allowing the state of anarchy in the South, since most of the general population in South Sudan are expessing their dissatisfaction with the way the current GOSS is being run.

          Let us accept the census results, conduct election what so ever the results may be, exercise the referandom, establish independent state of South Sudan, then we will conduct our own census to dispute the earlier.

          SSLA nominated or appointed members who are competent will be re0-elected in their own constituencies, therefore, no need of fear loosing the job.

          We must elect competent people to lead us to the promise land.

      I was not asking for a definition of the word census but what was the thinking of the GOSS then? It is a lack of ability to brush off other and to seem like you know better. Even though you code your name using Morris Code( Translation of Radio messages by SPLM/A). It is a character of inability but who care when we all seem better around our computer smacking other. Man, I don’t like this childish grim nor do I condone some stupid lecturing. People of such narrowed mind turn this websit as a trash dump where they can make fun, slander and other wierd stuff. I am not into that and I don’t respond to posting as a way of sacarism. You have to grow up and let us both discuss some of the issue we all face in southern Sudan. This isn’t a personal a attack websit as it has been turn to but to broader our discussion as the people of Sudan. You have to shell off from the cocoon you are in if we all need a better discussion than hidding behind the board. I am straight and I hope you do too.

    Stupid and jungle rejection, were there not Southerners in Census Commission? what were they doing there right at the counting time? Just because of their gray hairs they were there unable even to spell Arabic word. worming chairs and chewing (eating) Nice food with these names applied to them, Sultan, siyadtak etc while happily swallowing dodging food. Stupid.
    Southerners need to be re-created.

    This is the right time to reject census as every body have a evident of not being counted people like me.

    Those who are huingery to support this figure must think wisely.

    Look at 21% and they wealth sharing table in CPA if you are reasoning no body should accept this fake figures for census. And do you still expect what will happen as their(Arab) next plan for us (Southerners)???
