South Sudan captures Khartoum-destined helicopter with rebels on board

August 10, 2010 (BOR/KHARTOUM) — South Sudan said it has impounded a Khartoum-destined cargo helicopter carrying men loyal to George Athor, the man behind a rebellion against the government of the semi-autonomous region. The ruling party in southern Sudan, SPLM, accused "quarters in northern Sudan of supporting the renegade general in order to destabilize the south".

Pagan Amum (AFP)However, the ruling National Congress Party (NCP) in the north has rejected the SPLM’s claims, dismissing them as "false accusations" whose aim is to "run away from the reality of the unstable security situation in the south."

North and South Sudan fought a civil war for two decades. The war ended when the SPLM and the NCP signed a peace deal dubbed the Comprehensive Peace Agreement (CPA) in 2005, giving the mainly Christian-animist south autonomous role from the Muslim-dominated north and promises of a referendum on independence due in January 2011.

The SPLM’s Secretary-General, Pagan Amum, told reporters in a press conference in the Sudanese capital, Khartoum, on Tuesday that the South Sudan army, SPLA, on 8 August captured the helicopter after it landed in Fulug county airport, Upper Nile State, on its way back from Athor’s strongholds in the Fangak area.

The former independent election candidate George Athor staged a rebellion against south Sudan’s government last April after he lost gubernatorial elections in Jonglei State to the SPLM’s candidate Kuol Manyang Juuk. General Athor refused to concede defeat and claimed vote rigging. Athor had served with the SPLA during two decades of civil war and was promoted to be the SPLA’s deputy Chief of General Staff for Moral Orientation after the signing of the CPA in 2005.

"After landing in Fulug, SPLA forces raided the helicopter to find a group of Athor’s loyalists, including the third-in-command of his group, on their way back to Khartoum” said Amum, adding that "all men were arrested along with the helicopter’s crew".

Intelligence sources in Jonglei state, speaking on condition of anonymity to Sudan Tribune, said that "the former commissioner of Pigi county, James Yhor, and other senior Athor’s military men were the ones found in the helicopter". The sources further added that the detained rebels were wounded and heading for hospital in northern Sudan to receive medical treatment.

Amum has also declared that south Sudan will launch a probe into the case, considering it as "a serious development indicating that some quarters in Khartoum were supporting Athor in order to undermine security and stability in the south and obstruct the referendum".

News of capturing the helicopter by the SPLA was first reported by the subtly pro-government Alray Alamm newspaper on 9 August. The paper, which said that the helicopter belongs to Sudanair, Sudan’s national airlines company, quoted "a high-ranking source" as saying that the helicopter was "chartered by Fangak Aid Organization to transport aid materials".

For its part, the NCP’s official spokesman, Fathi Shillah, accused Pagan Amum of "launching hollow and false accusations" against the NCP in order to "run away from the reality of security instability in the south".

In statements published by the state-run Sudan Media Center last night, Shillah demanded that the SPLM intervenes and releases the helicopter and make an apology for the SPLA’s actions.

He reiterated that the NCP respects the existing partnership with the SPLM alongside its commitment to the implementation of the Comprehensive Peace Agreement.

    SPLA/SPLM should have already known this. NCP is ready to resort to any kind of tactics of war especially at the end of this year just destabilize the South.
    Kiir always says that he is not ready to fight any war but NCP will force him to do it. The more he sings this song, the more violation from NCP will follow.

      Dear readers,

      The fact is that South Sudan military intelligence and so-callled special branch unit of national security are either very weak or do not do their job.

      How come an enemy helicopter would cross the North-South border without being detected in the first place by these so-called "intelligence.?

      This helicopter was captured by lack because it landed in a well known airport in Falluj, but what about all those helicopters who could be landing in remote areas in Jonglei, Upper Nile, Warrap, Unity, Northern and Western Bahr el Ghazal states.

      May God help South Sudan.

      George Athor Deng is a thorn in the ass of Jonglei state and South Sudan in general. He is in Khartoum and planning a great devastation to Bor town.

        Athor is not against Bor people unless if is Kuol Manyang Juuk. He is against individual people running the GOSS as their properties. He is not against SPLA either. He is against some leaders in SPLM. SPLA/M needs some good leaders to run it.

        Detecting and tracking any aircraft violating your airspace needs a "radar". As a people starting from scratches, we don’t have this system brother. Let’s praise the SPLA for succeeding to capture this one and hope that things will progressively improve. Now the enemy will think twice when initiating such activities. There is a deterrent now that SPLA is capable to intercepts complicated activities of the NCP in the South.

          The helicopter does not fly at a very high altititude where you cannot see it with your naked eyes. People always see them flying and hovering.

    SPLM/A oyeee, Khartoum has done this kind of trick since the struggling,but they will not achieved anything because SPLM/A is the live for all of South Sudanese and the other marginalized people.

    SPLM/A is the rock that can not be break easily by hand,it’s a solid moment with hard core mission to liberate the South and the others who have been oppressed for decades.

    Just we have left with few month that we South Sudanese and people of Blue Nile, Nuba(Southern Kordufan) will declare the last dance,and that will be it.

    Upper Nile state (UNS) which you have been using as your oppen sesame to the south Sudan has now been under SPLM/A control in person of Uztaz Simon Kun Puoch, a man of nationalism-whom you will never twist no matter what do.

    Secondly, at this time round, if the Jonglei citizens Malatia who have had posing insecurity replay their old games on UNS citizens, they need to be told to visit UNS using passports,other wise no accommodation for any of them in that land. They have orphaned and widowed enough population of chilfren and woman.

    Thirdly, the UNS government with the chalenge of the referendum just five months a head, have to watch carefully with involvement of all the stake holders of the peace in the area;that no insecurity obstruct the excercise of voter education and voter registration, the actual performance of referendum inclusive.

      This is not the first time for the Khartoum government to do such dirty tactices on Southern Sudan, they have been doing it since and then, the SPLA/SPLM began but they actually never going to success. It is not surprising to anyone from Southern Sudan who knows the Northern Sudan’s tactices and I hope that Helicopter Cargo is a wake up call for all SPLA/SPLM to pay their big attention to Khartoum government. The solution for that Helicopter cargo is to be datining in Southern Sudan and Judge is the one who will decide after January.

      Some time when you try to ignore everything then, the people will eventually take advantage on you this is what this guilty National Congress Party of Omar al Bashir were been doing in almost six years from the signing peace agreement in Kenya. Also when you become a person who can real have a patience for whatever is, then the others people thinks you are too stupid to make challenge on them this is why the violent have been repeatedly in Upper Nile and Jonglei State, those things are waked up call for the SPLA/SPLM and the whole Southern Sudanese to take all steps before it will become worst.

      We talks about the mass preparations needed from the Top to bottom in the grassroots from the SPLA to the SPLM and GOSS with civilians. I personally think these Northern Sudanese including this killer Omar al Bashir, they are absolutely stupid people otherwise, this remaining time does not need an Old tactices to be endor again by them instead leaving decision to citizens that if Southern Sudanese vote for their independence in a peaceful with Northern Sudan then, it will mean there will be a good relationship with Northern Sudan simply, because the business is going to bothering both sides between South and North Sudan.

      Northern Sudanese are stupid in a way that, we have been observing them for many years and we tell them the way you guys treat us is unacceptable but they don’t care because they thinks they will control us by force unfortunately, forcing people to accept bad policies and bad government is not going to happen something Northern Sudanese must learn from 21 years, they Southerners Sudanese will not accepted any fear tactics use by Khartoum government.

      They Northern Sudanese, they do not even thinks there are others things very important in making relationship such as the Nile River I belief it is one of the thing that, if they don’t behave well with us then, we will give them a bad condition they have never seen and for sure we will cut water flow to them this is why I said, these Northern Sudanese they are all stupid.

      Finally, I have been constantly telling you guys that, be well prepares, try to avoiding careless, be smarter than them, be strong and be ready to do anything possible. One thing our Southern Sudanese people need to understand is that,there is no soften independence in the world and to be independent mean you have to struggle a lots in order to get your freedom and most important the independence does not come alone as well as the agreement you made with dictatorship government everything end in a rough ways and SPLA/SPLM must not afraid if you need independence to make happen and that is my few things to tell you and thanks all of you in the SPLA.SPLM of GOSS.

      May be that is helicopter number 20 that already landed in Jonglei. What about the other 19 that probably landed. Do you know what they brought and what they took away?

      How did George Athor transport himself to Khartoum? Was it a helicopter that took him from Jonglei that time. Did the intelligence group detect the helicopter. No!

      We are in trouble guys. Khartoum is roaming in the South freely with its deadly machines and employing all tactics in preparations for the worse.

I believe that the investigators under the leadership of greedy Slava and his brother Koul Juuk should be addressing such questions. The peace loving Southerns are being foul by some criminals like Athor and his allies. If we southern are not curious about this issue I believe that the oncoming referendum would be interrupted with what have seen so far, we seen to be living a life of old stane age in South, eventually Kiir would have set Athor on fire of no rest in South.

        Since Bashir lose contact with LRA he will provide criminal Athor with everything in order to worsen the lifestyle in South. Dinkas never learn from mistakes, otherwise the slavery in Jonglei before southern revolution would have taught them a lession.         Everyday they are given a list of manifests for flights going to South.Hence, they should have info about this helicopter, otherwise, they were bribed.

    The khartoum tactics exist since 1991 when they armed the South Sudanese against the Southerners.

    This is not that new to me and this is why alot of civilians in Upper Nile and Jonglei are seriously affected for years.

    Riek Gai did it to Lou Nile, Tanginyang armed militia from the aid of khartoum, Chibetek attack civilians for bribes which came from the related helicopters.

    Riek Machar did it in nasir when the bashier govt brought thausands of weapons from khartoum against Splm/A. Dr Lam Akol did the same thing untill now in Upper Nile arming SPLM-Dc against SPLM/A.

    This system is the one that affects the South for decades because they know that we have weak heart people who love enemy more than their brothers.

      Salva Kiir has done well in uniting Southerners and I equally applause his recent initiative to personally handle Athor reconciliation process.

      Today’s news has shocked me just like anyone else who is keenly following developments in the South. The NCP know very well that George Athor is capable of distablizing the South and are happy that he is off SPLM/A now. Besides, Athor loves Southern Sudan so dearly and would not accept seeing them with anything short of referendum. He has never attacked any civilian location since he rebelled; not rapped any woman; child etc, and these attrocities were committed by SPLA (CPA soldiers)forces.

      Now that the line seems clear; a clean brain is needed to handle this. Salva Kiir needs to move fast and srtike a deal with Athor before the situation escalates. I hope he can make reasonable demands not like the previous ones

      This reminds me Of Ibrahim Shemshidein’s late 1990s conspracies of using Southerners to destroy Southerners. I cross my fingers and hope that Athor would not turn his back on his people as he had shown in substantial part of his life. He had been people’s defender; freedom fighter; revolutionarist and military strategist. He is still an asset for the South as our future with Northerners look increasingly uncertian.

      So; I agree with those making realistic suggestions, but condemn those who still think Athor has a case against Bor community, including those who still believe miltary action would do. Hope the president finds the wisdom and bring Athor back

    NCP has been working 24/7 to destabilize the South so that world would denounce the formation of Southern Sudan but you, the GOSS leadership, have been focusing on embezzlement and corruption of GOSS fund. The tribal and sub-tribal fighting in the South has been fueled by NCP. Please say to yourselves enough is enough and return your attention to the cause. NCP and its government is mature in politic to confuse you, has enough money to bribe some key figures in SPLM and has more friends than SPLM. It would be a good sign if the so called ‘national security’ in the South starts doing its job.
    SPLM/SPLA has had traveling bumpy roads and there are still more hills and mountains to climb. Please, Mr. Secretary, try to regroup and I hope we will reach our destiny.

Your problem with Lam Akol is something that is mutating and has become chronic. It can’t be solved by South at this point. Mutiny has become Lam’s second nature. Your godfather is a known political prostitute and therefore people don’t mind whether he joins the south or not.

    Iam from Maluth county and the report is true, but the reporter as a Southern Sudanese shuold write the exact name of the place. the place is not written as fulluj, the exact spelling is PALIOCH and it is not a county it self it is Payam of Maluth county the place where oil is extracted now in Upper Nile State.
    GOSS shuold take care of the Palioch Airport otherwise our foe will use it to lend thier millitary eqiupment.

      This is a clear lie from Pagan Amum. If Khartoum NCP is to take some of those loyal to George Athur to Khartoum for treatment, why should the helicopter land on the well known airport (Fulluj)in the first place, since it can land any where in the bush far from SPLA military barracks?? Why should they risk themselves (the crew) to be arrested??. There is some thing fishy in this report.

    Dear Readers,

    Are we (southern sudanese) so stupid and uncapable to think wisely for the sake of southern sudan? I do not know whether our leaders in Juba have a strategy or just it is a matter of show off. Are our leaders only caring for themselves or do they really care for the south?

    We should not behave as if south is a separate country until we win the coming referendum otherwise we are done and it seems we are already on that track.

    What a waste of talent and opportunity!

      Dear Readers,
      When a hard-won 2005 Comprehensive Peace Agreement was signed in Naivasha, Kenya five years ago, it was based on redemptive faith that the longest-runing bloody resources-draining political civil war, never ever fought before in the history of continental Africa has come to its successul conclusion. Neverthless, many bad things have been continously happening.
      Many of us are wondering as to whether the Comprehensive Peace Agreement will stick or hold on together given the National Congress Party intransigence to fully implement the hard-won 2005 Comprehensive Peace Agreement.
      Indeed, many independent-thinking and broad-minded people were hoping that since Sudan just emerged out from 21 years of bloody resources-draining political civil war, leaders should have concentrated on how to rebuild and rejuvenate the country’s depressing inflation-wracked economic, physical infrastructures, schools, hospitals and returned the country back into the path of viable long-term economic growth, democratic governance, rule of law, stability and political prosperity.
      Unfortunately, the National Congress Party has failed to accommodate other political parties’ point of views. Furthermore, many long-term thinking pundits have said many times that if Comprehensiv Peace Agreement is fully implemented in both letter and spirit it will changes the Sudan from being a dictatorial police state into inclusive democratic state whereby there is a due process of law, democratic governance, respect for human dignity and financial transparency.
      But again the Hitler-and-Stalinist-like dictator Omar Hassan al Bashir has stbbornly refused to listen to other political parties point of views.
      Recently, the self-anointed and self-appointed president of So-called Sudan Omar H. al Bashir ran across continental of Africa like a chicken with its head cut off preaching his stupid Koranic political apolcalyptic armageddon of Sudan should he be arrested and criminally-charged with war crimes and crimes against the humanity committed in Darfure.
      Realisitcally, the policies pursued by Khartoum-based marauding gang of thuggish minority cliques’ regimes have returned our magnificently great country into primitive stone age period characterized by seared sweltering heat of dangling despair, abject misery, and helpless suffocating poverty.
      Having said all that, we must swiftly move away from an age-old Sudan of chaotic and meaningless stone age period politics that have reduced us into the lowest common denominator in the scale of human being and embark on into a proactive, forthright and parliamentary contemporary united new Sudan of forward-looking politics.
      Finally, and last but not certainly the least, Victor Hugo once said," there is no greater power in this entire world than an idea whose time has come". Therefore, the time has come for us to be politically-organized, putting our political differences aside and work together for the greater good of our peace-loving and liberty-seeking people.

    Thanks to SPLA forces and Pagan should not shout for nothing and who was not aware in the South that George Athor act was influence by NCP/NIF to rebel against GOSS govt. It is the lesson to South Authorities to beef up security betwen the South_North border we know where border I should want some one ask me where is the border?. South-North are no longer one country but two in one hence anything entering to South has to be known by the concern authorities before it enter into the South. Ministry of SPLA Affairs and Transport and Road have this task to defense our innocent people from dubious act of George Athor. I call upon Southerners and SPLA Officers to take care and caution on this matter. By Laam

      This greatest orator and the biggest liar of all time, Mr. Pagan Amum has now got a job of blustering to the media. The rebellion by the bravest Athor was long overdue except that it came rather late. Can Pagan Amum answer these questions:
      1. Why general Athor cannot be apprehended and brought to books to face the full might of the law?
      2. What has the SPLM/SPLA ( Pagan Amum ) done to sever the links between Gen. Athor and the NCP?
      3. Are the grievanves of general Athor genuine?

      Mr. Pagan should understand that solutions to Athor’s problem do not rest with holding press conferences and making wild accusations, but addressing the root causes to such problems.

      Concrete steps should be taken to look into the grievances of Athor and redress some of his key demands. Comparatively, Athor is less evil than the blood hound and killer Kuoal Manyang. Kuao Manyang should have been facing charges of genocide and mass murder at the ICC in the Haig together with the fugitives: Omer Bashier, Ahamed Haroun and Ali Kusheib.

      Kuaol manyang should have been held responsible for the barbaric behavior and the atrocities which he unleashed against the Nuer people when the SPLM/SPLA broke into two in the early nineties. How many innocent Nuers perished at his hands in cold blood?

      Oh double standard criminals, may all of you go to hell.

    By the way, why the problem of George Athor become a big case like this in Southern Sudan? Is George Athor only one of the person who rebel from the SPLM/SPLA? People are always complaining about George Athor and I don’t know for sure why they don’t complaint of the others Generals namely Kerubino Kuany’nyin Bol, Dr. Riek Machar Teny, Cdr Mamur, Arok Thon Arok, Paulino Matiip, Dr. Lam Akol,James Gatdet Yak, Fustino Atem Gualdit, Miyiik Machar, Benjamin Mijak Dau and so many more for the disaster they have cause to the Southern Sudanese Civillians?. Did the Government of Southern Sudan under Salva Kiir Miyardit trail the case of all these Generals who rebelled from SPLM/SPLA? What I know is that, instead of Salva Kiir Miyardit to trail the case for each of these Generals, then he gave them positions in the Movement. Like for example, Dr.Riek Machar Teny is a Vice President now in Southern Sudan, Paulino Matiip Nhial is now a Chief of Staff, James Gatdet Yak is now a Field Operation Commander, Benjamin Mijak Dau is now MP in the Southern Sudan Parliament, Cdr Mamur is now a Field Operation Commander just to mention fews. If all of these Commanders are not rebelled from the Movement, then I want someone to tell me why I’m wrong.

    What I know myself is that the SPLM/SPLA of today is not like the SPLM/SPLA of the beginning or of the past. The Government of the Southern Sudan Administration itself is not willing enough to stratified all the disputes in manner to distinguish who is right and wrong. No one can say that he don’t know General George Athor. George Athor fought in the Movement and even Salva Kiir Miyardit who is trying himself as a person who know the laws know George Athor very well. If George Athor rebell today, then the Southern Sudan Government have to find or investigate the reason why a lot of Generals in the SPLM/SPLA have defected from the Party. This mean that there are no regulations in the SPLM under Salva Kiir Miyardit.

    For my own judgement, I criticize General George Athor for rebelling from the SPLM in this present time. General George Athor should have to rebell from the beginning. SPLM under Salva Kiir Miyardit is not a party to adapt the laws of governing the Southern Sudanese Civillians, but a Party of Corruption and this Corruption itself started from Salva Kiir Miyardit himself and then to rests of the others Commanders. General George Athor is completely right. I have never seen a Government like the Government of Southern Sudan which is being governed without laws. The SPLM/SPLA of today is completely nothing because there are no laws within the Party. SPLM as a party, is a "BONEHEAD" party. I mean it and I mean it.
