South Sudan: SAF clashes in Upper Nile kill 66

February 6, 2011 (KHARTOUM) - Reports from South Sudan indicate that 66 people have been killed in fighting between factions of Sudan’s northern army over whether they and their weapons should transfer to the north.

While initial reports from the fighting which broke out on Thursday in Malakal town, capital of the Upper Nile State, showed that by Saturday 28 people had died as the violence spread to other parts of the state.

County commissioners from the areas affected have told Sudan Tribune that scores have been killed and wounded in the fighting.

Deng Akuei Kak, commissioner of Renk County in an interview with Sudan Tribune said the internal rebellion within the northern aligned Sudan Armed Forces (SAF) in the southern of Upper Nile state over the ownership of weapons and whether they will relocate to the north has resulted in the death of many people.

"A lot of people, mainly innocent civilians have been frightened. Many lives and properties have been lost. Civilians became the victims in the cross fire because some of the armed elements extended the fight to their settlements from military bases. A lot have died in yesterday’s clash and many more have also been wounded. Civilians are in dangerous situation", described commissioner Kak.

He called for immediate military intervention and removal of the SAF to avoid resumption of armed confrontations in the area between the two sides. "We do not need another war in the south. We have had enough wars to initiate another. These wars have ended with referendum results. We need peaceful transition. We would like to see a transition take place in an orderly and peaceful manner without having any negative sudden impact on the overall peace and stability in this region," said commissioner Kak.

The SAF soldiers had been ordered to transfer to northern Sudan after the south voted overwhelmingly for independence in a referendum in January.

Kak said the fighting in Paloch, which involved heavy artillery and machine guns, claimed many lives and has created panic among the populations and paralyzed the operations of the oil companies and daily activities of the businesses.

"I believe that all [those] responsible will do everything to ensure stability in the area, especially at this time that our civilians are eagerly waiting to celebrate final results of the referendum [on Monday], " he said

Akuoc Teng Diing commissioner of Melut County in a separate interview with Sudan Tribune confirmed that a lot of lives have been lost in both Melut and Paloch. He said the fighting within SAF were groups allied to Gabriel Tanginye [AKA Tang] broke out Saturday at 8:30am in Paloch and again at 9:45am and continued until 10:00am at Melut headquarters.

"In Paloch, 11 soldiers were killed and 8 others were wounded on both sides. In Melut, 19 soldiers were killed and 18 others wounded on both sides. This adds up the number of the death toll to 30 soldiers killed in action in both Paloch and Melut. The number of those wounded as I said earlier that 8 sustained injuries in Paloch and 18 in Melut reached 26 soldiers".

"This is what we have at the movement and there have never been renewed clashes today. The Sudan People’s Liberation Army, the SPLA, have intervened and have restored order. The situation now is relatively calm. People have resumed their normal duties. Shops in Melut are open and people are happy in the town. They are waiting to celebrate final referendum results tomorrow", explained commissioner Diing.

Joshua Wango Aman, commissioner of Maban County also in an interview told Sudan Tribune that 8 soldiers on the side of the SAF are reported to have been killed and six others sustained severe injuries.

"They (SAF elements) clashed yesterday morning here four times. The fighting broke out at exactly 10:45am and continued until 5:00 o’clock in the evening. It was a heavy fighting. They used heavy artilleries and other heavy machine guns", commissioner Aman told Sudan tribune by phone on Sunday.

Aman said initial clash saw the death of 3 soldiers and 2 were wound. "The initial clashes were not serious. Only 3 soldiers on the side of Sudan Armed Forces from the north were killed and 2 others sustained injuries. "That was the beginning of the fighting. It begun to intensify itself at 2:00pm, resulting into the death of five others and wounding of additional six soldiers still on the side of Sudan Armed Forces members from the North", explained Aman.

Peter Lam Both, minister of information, communications and broadcasting service from the government of Upper Nile State, also, in the release seen by Sudan Tribune on Sunday, corroborated the figures of those killed and wounded in the three locations of Melut, Paloch and Maban but made no mention of casualties in Nasir county, where there are reports that fighteing has also broken out.

He said there were injuries on the side SAF members from the south involved in the clash against their northern colleagues. There were no injuries on the southern SAF he said. The minister said that SPLA forces in Maban found 18 lost soldiers Sudan Armed Forces from the North yesterday on Saturday, seven others this morning and two more this afternoon on Sunday.

"There are still missing northern soldiers in Maban. We ask all our people in the villages to treat them kindly if they find them and to report their presence immediately to the local authorities in the area so that they can be brought to safety. We believe that majority of the lost soldiers might have already crossed to Blue Nile State", which is across the border in north Sudan.

"There are no civilian casualties in the entire three areas,” said minister Both. He reiterated that the Government of South Sudan, and its army the SPLA, were not taking part in the fighting.

“This is SAF JIU problem within itself and our role is to ensure that they do not fight; but if they do, we make sure that they are cared for and brought to safety. These are the details we have so far", he concluded in his release.

The fighting SAF soldiers are members of Joint Integrated Units (JIU’s) formed as part of a 2005 north-south peace deal. Now that the south has voted for independence the units are being expanded. In Upper Nile much of SAF contingent in JIU’s is taken up by militia who fought with Khartoum against the SPLA during the civil war.

Colonel Phillip Aguer Panyang, spokesman of the Sudan People’s Liberation Army in an interview with Sudan Tribune from the regional capital of Juba said he has not received any reports suggesting other clashes on Sunday.

"Today is a peace day in Upper Nile State. We did not receive any report of another clash to have taken place in any of three locations affected on Saturday. Calm has been restored by the SPLA forces there. Our forces in the SPLA, along with the United Nations peacekeepers, have succeeded in creating a buffer zone between the two sides and to bring the situation to an end,” Aguer said.

Both Colonel Aguer and minister Lam Both believed that the fighting was caused in all locations was caused by a dispute over the ownership and return of military weapons to the north.

The minister said one group from the SAF who believed to be from the south wants to "keep their artilleries in South Sudan because they were given to them during the war and that they think they should not be returned to the north but should remain with them."

    Why the mutiny?

    The former militiamen who led the mutiny are suspected to have done so because they are uncertain about their ability to integrate into a newly independent South after spending years taking up arms against their fellow southerners in exchange for pay and favors from the Arab-backed government in Khartoum.

    The commander of this militia, Gabriel Tanginye, arguably left these men out in the cold just weeks ago when he decided to leave his position as a high-ranking officer in the SAF in order to reintegrate into the Southern army before last month’s independence vote for the South.

    Since Mr. Tanginye’s move, elements within the SAF unit in Malakal have reportedly been restive. And now, they’ve taken up arms.

    It’s just one of a number of complicated factors that could lead to instability as the world’s newest nation nears birth.

    How will the armed forces of a soon-to-be independent south handle the situation? And how will President Omar al-Bashir’s government in Khartoum react to the mutiny?

      It appears like you don’t know the very long history of South Sudan army struggle. It’s a matter of an eye blink for the mighty Nuer, Equatoria and Murle if decided to uproot you from South Sudan regardless of all the intense military trainings of helicopters piloting, artilleries and tanks you have sent your people to since 2005.

      Be balance and right in your own conscience for the Lord God has created and endowed you in order to properly using it. Nuer went to North for very good reason after John Garang hijacked their movement at Bilpam in 1983. Instead; of John Garang making an inclusive movement he added more fuel by ordered the killings of many Nuer from Bilpam for example the killing of late Commander Kiir Tang and Captain Duach Tay Tai at Itang on January, 20th, 1984 was the very day for devil coupled with Garang to destroy South Sudanese unity, but not only that also created voided gaps in many hearts. In those same years, Eastern Nuer civilians were massacred, houses torched on fires and properties such as herds, and girls were looted for a reason only known to Garang and angel Luthefer. Garang beat his chest and arrogantly said as if immortal; “The first bullet will be fired at separatists”.

      Think about it, they had established Bilpam and for someone like Dr. Garang breaking into the house with blood in the hand and demanding the killing, would you not go to where a bit safer for refugee? Problem with Dinka is such they don’t correlate the facts to define why some Nuer went to join the Khartoum government. It was not Nuer intention and wishes to join the Khartoum regime but forced to do so because late dictator Garang aimed at a no Nuer Movement coupled by allying himself with former Ethiopian president Mengistu whom at the time didn’t believe in ‘Separation theory’. Garang informed Mengistu that Nuer are the separatist and should not be supported militarily since Eritrea people in Ethiopia were also looking for separation. So, for Mengistu to support the separatists in South Sudan would be like a “Shoot in his own leg hence this will have negative repercussion to Ethiopia theme of unifying the country since this will be used against the Mengistu and his government by the Eritrea rebels”; Garang Lobbied.

      Few of you will not get it since you are born on falsification, facts twisting and modification, greedy and power addiction. However, history proved it that is not in its first kind for Dinka to lobby for power. It happened after Addis Ababa peace agreement in 1972 when Abel Allier who was by then sleeping in Khartoum during Anyanya-one bush’s struggle emerged from hibernation and was offered South Sudan regional leadership taken from Joseph Lagu BY president Jafer Nmeri.

      But for Nuer to survive the innocent killings by Garang and balance the equation some decided to went to Khartoum yet in the SPLM/A was remained their huge present, recognition and potentiality to librated many towns along with other Southern Sudanese. This is a lively testimony and part of the assurance to some of the dwarfed knowledgeable Dinka in this forum who have been barking on Nuer name that Nuer are Nyageteen. Nuer is a well blessed tribe and has always been there and will be there. They fought British colony for seven years but Dinka were conquered in one week. If recalled on all the battalions during the SPLM-Movement were equivalently composed of the same number of Dinka and Nuer in what could be a mathematical ratio of 1:1:3:2, onto which no account, I had never heard or witnessed a single town that was captured by Dinka alone.

      To give some tip or answer why some militia have been still lingering with the Khartoum government until this time is because of the same nature of Dinka hegemony that they feel South Sudan army is 60% controls by Nuer so are afraid that bringing or incorporating more Nuer soldiers will make Nuer soldiers in the SPLA nearly reached 70%. In this very same logical argument one could find many militias who had joint SPLA together with Paulino Matip are not fully confirmed and integrated. These soldiers have been living under poverty for the past 6 years while their counter parts runs with thousands of Sudanese pounds in their banks. SPLM used 40% of South Sudan budget for its army and security and don’t tell me there was no enough money to feed the soldiers. It was just a conspiracy political motive. But for the interest of achieving the Right to self determination these sidelined officers have been blessed by the sense of patriotism and survived the hardship.

      Given all the above complexity situations and configurations one would concluded that Nuer are the majority in South Sudan. Nuer have managed to thrive through both governments and imagined when all of them are in one government of South Sudan under one umbrella of brotherhood, my uncles Dinka will smell the odd.

      For you LL Reuben, Nhomlawda and Landlord who happened to live in the north Sudan and Egypt during the war ask some SPLM/A loyal Dinka who will tell you the truth back ground of the struggle. Or you can read a book entitled: ‘Why John Garang hijacked and killed Nuer during the SPLM-Movement inception’? Authored by professor Nyachebe:

      My peers; what is ringing the bell at this stage of development is that South Sudan has become an independent state no question about it, and as a result, we have to stop making nonsense justifications and let the truth prevails. Truth tends to walk slowly but finally reaches its destiny, but lies obscured in nowhere.

        The only Nuer visionary military leader we know is James Hoth Mai and we have no objection for him in the future should he decide to contest an election.

        Memoriam: Late Commander Kiir Tang one of the few officers who was widely credited for saving the life of Late Kerubino Kuanyin Bol’s life shortly after he(Kerubino)was seriously wounded during a shoot out between these south Sudanese officer and Sudan Armed forces at Bor’s military barack. But he(Kiir Tang) was ordered to be kill by fire squad at ITANG by the same commander on the order of Garang and Dergue regime of Mengistu. The reason, he(Kiir Tang was a staunch separatist!

        There’s never going to be a coalition of ’nuer, equatoria, murle’ etc to uproot anybody from South Sudan. Stop wishful thinking. Yes it is true that Nuer and Dinka have a rivalry but apart from events of 1991, has there been an armed conflict between the two sides? Their rivalry is very constructive, and they will never go out to commit genocide against one another. Nuer know that the only people who can give them support in protecting South Sudan from enemies are Dinka and Dinka know the only reliable people in armed struggle are Nuer. Stop wishful thinking. Nuer are not stupid. They will never allow anything to hurt South Sudan after fighting so hard for it.

      Militias are skillful fighters!

      SAF JIUs (northern SAF plus southern SAF, mostly former militias of Tanginya and Gordon Koang Chol) are the ones fighting.

      You could see how skillful the militias are when it comes to military action. You just call them militias by mouth but in military action they can dislodge either SPLA or SAF within minutes!

      You see how the Tanginya militias components of SAF JIUs have captured all the SAF bases across counties of Upper Nile state. SAF northern component plus their sell-out southerners who want to move North after separation have lost all the basis including their tanks and other heavy artilleries.

      Well, the SPLA can collect the northern SAF remnants and send them to the North. That is not a problem.

      The foolish think the SPLA primitive thinkers such as Aguer can do is ask the SAF militias who have taken over all the SAF bases to hand over their captured tanks and other heavy weapons. This can turn things around and become South-South war (SPLA-militia war). Don’t attempt that foolish decision, SPLA!

      What you can do is collect the defeated SAF northern components all over in Renk, Malakal, Paloj, Melut, Maban, Nasir, etc and cross them to the North.

      Then after integrate the militias into the SPLA with their weapons. After sometime that is when you can begin to identify the captured weapons from SAF northern JIUs and collect them peacefully and decide what to do with the weapons. Either keep them or hand them over to the North as you have already conceded. You may need the weapons soon over the Abyei looming situation. Don’t be foolish!

      I know you are very jealous that the Nuer militias have surprised you by defeating SAF JIUs everyy where in Upper Nile state. You also dislike integrating them (7000 strong militias forces) into SPLA because it can raise the number of Nuer soldiers in the SPLA to 65%.

      Don’t think narrowly like that, ya spokesman Philip Aguer. Think like a nationalist, NOT like a tribalist which is clear from your jealous statements to the media.

      Militias have now controlled all the SAF bases after capturing them in Malakal. What are you going to do about it. You will have to come to terms with them, otherwise, you will create for yourselves as SPLA a situation that will bring South-South war if you attempt to conspire with SAF against them during this separation period.

      Their hearts were not with SAF, but for tactical reasons, they remained with SAF waiting for this moment. Think wisely!

        This is the weakness of a Non-Dinka.
        This fighting could have not occurred if Tanginye had waited and demanded the integration of his militias.
        What a shame! just running back to SPLM without thinking of the fate of his soldiers.
        Who cares let them kill themselves until the SAF finish them off before SPLM walk in for the weapons possession.
        Chaoes is what Nuer has become in the eyes of the world.

Speaking from his underground rally, in a message to his disciples (unionists), he declared that "the first bullet must be fired against the Anya Nya II (separatists,)" as an attempt to impose his self-claimed "New Sudan," vision on southern Sudanese and hijacked the movement from its founders (separatists) altogether, coincidence?

        To make the matter worse, after Mr. Marxist-Leninist Garang’s group secured its position against Lt. Col. Samuel Gai Tut’s group. The seizure of Tut’s group did not satisfy Garang’s appetits for power, but went further and channeled his dooom plan to annihilate the Anya Nya II (separatist) in Bilpam.

        Without Ethiopian armed forces, can Garang’s group alone be attempted to annihilate Anya Nya II forces in Bilpam?

        Coward Jaang/Slaves,

        It’s always your right to hate the Nuer community or whishing them death since countless of your kins were sold to slavery and/or assimilated into Nuer community one way or the other.

        It is also quite clear that Nuer military domnination of the coward Jaang/Slaves and other Jurs was grounded in their capacity to field a numerically superior fighting forces, and in the organizational features through which mobilization on a large scale was effective. Other aspects of the Nuer adantages were secondary and derivated. The Mighty Nuer Warriors tactics are ralatively simple and straightforward.

        There must also have been pockets of the original Dinka, Anyuak, Burun... occupants of the country overrun by the Nuer Nuer Warriors who submitted and gave up their language and habits in favor of those of Nuer. At any rate, there are today in all 11 Nuer sub-tribes many small Dinka, Anyuak, Burun...lineages and villages are often named after them (Jaang, Bar, Chai, Komo...).

        They have no vision and fight on baseless issues.
        They behave like people of 19 century or before who used to fight unlawfully and on baseless issues.

        Military equipment do not belong to them but to a nation defense system. Are they going to retire with those weapons when they leave the army in the near future. Shame on them.

        Nuer militias are always like that. When Riek Machar left Khartoum to Nairobi to join John Garang and SPLA/M, he left his militias in government control areas where they were butchered and butchered each other like goats.

        I believe you don’t live or have relatives in the South.I wonder sometimes about the future of the South when hearing hell-bent hooligans like you speaking like this without considering what would be the impact of your words on the security of the country because majority of your likes want just to leave by inciting and killing others. Most of your illiterates are tribal sentimental beings who are simply moved by emotions or slogans of death to others. These illiterate and ignorant militias you are supporting have and are now causing destruction in Nuer land and let me tell you that their general, Gabriel Tang is now somewhere in Upper Nile State and is opposed both to SAF and SPLA forces. If the current internal skirmishes would involve SPLA, only South Sudan would pay the price and you are happy about that.

        Why are they refusing now to redeploy to the North since they decided since 1983 to serve their agenda for such a long time against their own people? Is this not a conspiracy against the new State? See how many innocent civilians blood has been shed because of this aimless fight at the time they hoped to live peaceful lives in their new country. Supporting criminal acts is itself a crime and you are a criminal.
        There is no point here for these your sweetheart militias not to handover the military wares they have to the SAF. They know this from the very beginning that if the South Secedes, Northern SAF JIUs would go back north with all their weapons as well as for the SPLA JIUs and then re-integrated back to their respective forces.
        Since your militias are refusing to go back to the north or hand over the weapons to their masters, then there is something fishy about this. They want to retain them to start war against the new state for the liberation of Nuer country as is being secretly devised in Khartoum by Prof. De Chand and Riek Gai Kok. Your planning brother, yes, first of all it would be destructive to the aspirations of Southerners and ultimately, the heaviest price would be paid by innocent Nuer people whom you and your uncles are misleading. This is not going to be an easy ride for either your militias or Southern people, but at the end South will still win as it did against the whole Islamic and Arab worlds.
        Refrain for your hatred and use your knowledge for humane purposes. You are not to blame because if the donkey goes to school, it would still be donkey.

        Nuer only join South Sudan when there is food and positions to be given out. John Garang had no food to satisfy Nuer needs in the bush and they all rebelled and joined Khartoum.
        Now Nuer joined Kiir because of food and positions.
        Shame on you for lack of vision and being driven by food only incuding PhD holders.
        John Garang crushed those seperatists in Bilpam because they were spoiling South Sudan name and were doomed to fail like Anya Nya 1.

Which is, should the pro-Arab militiamen’s rebellion against their order to evacuate to the North because the Southern Sudanese had overwhelmingly voted over 99% to separation be perceived as the right thing they should do as they did now, or else with total no as many Southern Sudanese are currently rejecting their act?

      Noted if you do not know that these current militiamen who are infighting their fellow soldier mates from the North in the Sudan Army Forces are been with the Arabs for 26 years since the formation of the SPLA/M in 1983 busy killing and destructing South Sudan. So the people of the South Sudan and their government had the rights to rejected whatever they are doing now.

      The people of South Sudan have to take this very seriously that the weapons which these Pro-Arab militiamen are killing their long time Arab masters with can be used against them in the future if they don’t condemned now what these law breakers militia are doing.

      All weapons these pro-Arab militiamen have captured from their fellow SAF soldiers do needed to be collected from them and returned back to the North. These weapons are within the national asserts which the delegation from both South and North are now negotiating how will this national assert be divided equally among these two states.

      What is just needed to be told to these law breakers Nuer militiamen is that South Sudan do not wants their weapons to protect South with. We are fine; our army has as much enough weapons to protect our state with unless they wanted to rob those weapons in order to come and destabilized South with after we separated.

      Criminal is criminal, there is nothing should be recognized as patriotism in their militia acts. If they do it now to their long time SAF soldiers, then they might do it again to SPLA army or to our civilians when they are not absorbed into our army. They should be asked to disarm or else to comply in respectful to their order to go north. We do not need weapons in the hands of thugs in our neighborhoods. Only those should be allowed to carry guns are army and police personnel who’s their jobs is to protect our South Sudan civilians.

      So yeah, these pro-Arab Nuer militiamen have to disarmed their weapons returned back to Sudan Army Forces as soon our SPLA restored stability in the affected areas.

      It is truly sad to hear such a news. how come the infighting keeps ongoing while it was reported that the spla force is monitoring their actions and area was relatively under peaceful atmosphere.

      My sincere condolences to the families of the deceased southerners and I pray for the injured to quickly recover. As for the arabs, they must refrain from their early mentalities of superiority. Those ammunitions were bought with all Sudanese money especially funds from oilrich areas in the south. Why do they want to return the weapons to the North while all belongs to all of us. This is something that the northern administration have to carefully looked into if they are truly interested in dealing with such critical issues. I urge our southern army to arrest the situation amicably to prevent more casualties.

      Gabriel Tanginya went to Juba the other day and declared himself to join the SPLA with all his forces. But the SPLA was jealous to receive him simply because his 7000 strong militia men would increase the number of Nuer soldiers to 65% in the SPLA.

      He was given a condition that his forces would not be integrated until they all came to SPLA with weapons. This gave him no more options than to make sure that his forces have weapons. This foolish condition by the SPLA has now caused the fighting and Tanginya component of SAf have now captured all the SAF bases in Renk, Falluj, Maban, Melut, Nasir, etc.

      Who was responsible for the situation.

      Look at how the primitive looking Philip Aguer gives jealous statements as if he is doing it for Tonj chiefs.

      These militias were with SAF for tactical reasons you would never understand. I know that if they were not there with Jalaba, some of you would have found chance to befriend Jallaba and destroy self-determination. They were there to shielf you off from getting access to Jallaba until the Southern issue is settled.

      The people of South Sudan have to take this very seriously that the weapons which these Pro-Arab militiamen are killing their long time Arab masters with can be used against them in the future if they don’t condemned now what these law brakers militia are doing.

      All weapons these pro-Arab militiamen have captured from their fellow SAF soldiers do needed to be collected from them and returned back to the North. These weapons are within the national asserts which the delegation from both South and North are now negotiating how will this national assert be divided equally amoung these two states.

      What is just needed to be told to these law brakers Nuer militiamen is that South Sudan do not wants their weapeons to protect South with. We are fine, our army has as much enough weapons to protect our state with unless they wanted to rob those weapons in order to come and distablized South with after we separated.

      Criminal is criminal, there is nothing should be recognized as patriotism in their militia acts. If they do it now to their long time SAF soldiers, then they might do it again SPLA army or to our civilians they they are not absorbed into our army. They should be asked to disarmed or else comply to their order to go North. We don’t need weapons in the hands of thugs in our neighbourhood. Only those should be allowed to carry guns are army and police personnal whose their jobs is to protect our South Sudan civilians.

      So yeah, these pro-Arab Nuer militiamen have to disarmed their weapons returned back to Sudan Army Forces as soon our SPLA restored stability in the affected areas.

    If seems that many people have not learned thier lesson from all sorts suffering in Southern Sudan. I am speaking to you people of tribalism mindset. Why are you people so determinded to hold on to tribalism mentality even though you are full aware of its consequences? I am sure not even a ten year old child will agree with you people. Your mind set mentality that my tribe is better than another tribe and via versa don’t resonate to any truth at all.It is only a thought which you people have formalute in your minds and it is so stong that it almost become a part of your realities.
