SPLA shoot dead civilian in Lakes State

July 18, 2012 (RUMBEK) - Troops from South Sudan’s army - the Sudan People’s Liberation Army (SPLA) - tasked with disarming the civilan population of Lakes State, on Wednesday killed a resident of a village near the Langcok military barracks.

The civilian was stopped upon discovery that was carrying an AK47 machine gun. He was shot dead by SPLA troops while fleeing, after he had placed his weapon on the ground.

The troops responsible have been brought in for questioning by their section commander.

Rumbek Central county’s commissioner, Abraham Mayen Kuc, expressed his regret with regards to the incident and appealed to the SPLA troops to operate within the law.

Lakes state, like South Sudan’s other states, is going through a process of forced disarmament under a directive from the country’s president, Salva Kiir.

After more than two decades of civil war with Khartoum’s forces, South Sudan is awash with small arms. This has led to increased bloodshed in inter-ethnic conflict, cattle rustling and armed insurrection, which in turn has necessitated disarmament.

Student Shot Dead

In a separate incident, a student in the Lakes state capital, Rumbek, was killed on Tuesday night in the Malual-kodi residential area.

Speaking to the media from his office on Thursday, the commissioner for Rumbek Central county, Abraham Mayen Kuc, said that a suspect has been identified and his location has been surrounded by security personnel.

Mayem said that this has been the first murder of a student in the state since the Rumbek-based state government was established in 2005.

    SPLA to act within the law? Does this Commissioner know what is the law for him even to preach it. Another one of Chol’s beautiful wives just as he claims. But don’t again play with the lives of the beautiful people of Lakes State.

      The SPLA soldiers are doing business on the civilians ,for disarming them ,and they resell them back to civilians to killed them self/ves ,if am i not wrong ,where do the civilians get the guns after the have been disarmed by the SPLA forces?where do the get bullets to kill them selves?.

        If the culprite failed to adhere to orders of SPLA then he is to decived because spla is the only legal army in south sudan, rather than ,he is to be term as rebel or malitia.

          To all of you who criticize the civilian. I think you guys need to read the article first before jump into conclusion. According to my understanding the civilian put the gun down and run without any weapon why did they shot him. They should let him go ,because the civilian fear that he might be taken to prison that is why he run. Civilian are suppose to be respect by Soldiers.

        SPLA is to some extent is not guilty. why do they as civilians buy a gun for fighting each other? if they like that business, why don’t they join SPLA and asked to be sent to the front lines at borders with Sudan where a legal fight is avaiblbe and there you can use whatever type of a gun given to you

    SPLA soldiers that shot dead a civillian should be firing squad. if the civillian put weapons down and flee! why shoot at him again. That was motive killing of civillians all cross south by SPLA soldiers. Even the movement there was a discipline not to killed any civillian. They should be brought justic for criminal activities that affect Army with civillians.

    The spla shouldnt be blame becoz civilian was shoot while running away. Since he knew disarmament, he should turn his gun in otherwise he maybe wanted to shoot somebody and loots. He plea guilty and he should never see justice. Good job spla.
