S. Sudan’s Kiir rules out return to war with north

November 10, 2011 (JUBA) - South Sudan’s President, Salva Kiir on Thursday ruled out the possibility of a return to war with the north and urged the UN Security Council (UNSC) to intervene regarding Khartoum’s recent threats to invade the south.

Addressing diplomats, the international community and the media in Juba, the South Sudan capital, Kiir described recent accusations by Sudan’s President Omar Al-Bashir, alleging that the south was supplying arms to opposition groups in Sudan as provocative.

In response, however, the Sudanese government, on Saturday, announced that it had lodged a complaint with the UNSC against its southern neighbour, based on allegations it had been supporting rebellions in Darfur, South Kordofan and Southern Blue Nile.

In 2005, north and South Sudan signed the Comprehensive Peace Agreement (CPA) a deal which ended more than two decades of civil war and setting a path which led to South Sudan’s independence in July 2011.

This is the second time since August that Khartoum has filed a complaint against South Sudan with the UNSC, just three months after the latter declared its independence.

“We categorically reject these claims to be utterly baseless and malicious,” said Kiir.

The president also dismissed recent claims by the northern government as “totally unfounded.” The north had said that South Sudan was hosting opposition forces that fled as a result of intense fighting in Blue Nile’s Sali area.

According to Kiir, those who fled the fighting were mainly legitimate refugees in search of safety. He appealed to the international community to provide humanitarian assistance to the estimated 1,000 civilians displaced in the border areas of Renk.

“It is surprising that Sudan as a member of the United Nations has arrogated itself to threaten the sovereignty of the Republic of South Sudan through military invasion. This is an issue of grave concern and contradicts the spirit of the CPA,” he said.

The South Sudan leader largely blamed his northern counterpart for his reluctance to have outstanding post-CPA issues resolved, citing issues like the north-south border demarcation, Abyei referendum and popular consultations in South Kordofan and Blue Nile.

“It is unfortunate that even if we have agreed to demarcate the border between the two states, Khartoum remains resolutely opposed to any process that would lead to a peaceful resolution of the dispute over a number of contested border areas,” he remarked.

On the disputed oil-producing Abyei region, Kiir said its illegal occupation by northern forces-SAF and refusal to withdraw as a UNSC requirement, remains a potential threat to regional peace and security.

Kiir strongly condemned Wednesday’s incident in which northern war planes reportedly bombarded Guffa village in North Eastern Upper Nile state, killing seven people.

“We are committed to peaceful resolutions to any conflict but we will never allow our sovereignty to be violated by anybody,” he remarked.

The US embassy in South Sudan, on Wednesday, issued a strong statement condemning "in the strongest possible terms" the incident in what analysts largely view as a culmination of renewed tension between the two neighboring nations.

It also stated that, the "indiscriminate aerial bombardment of civilian targets always is unacceptable and unjustified," and expressed concern that the attacks "increase the potential of direct confrontation between Sudan and South Sudan."   (ST)

    Yes, RSS should not allow herself to be dragged back to savage paths (wars) of Al Bashir, but why does the president of RSS sounds so cautious and weak in giving a counter warning to the Northern Savages? When did South Sudanese began to sound weak when talking about war. Is it the recently acquired riches that is making these warriors sound so soft?

      Can you imagine up to now we have not acquired a single missile that can bring down that long time enemy of ours, the antonov. How can we trust our leaders when we are looking very vulnerable in the eyes of our enemies like that? If that is how Mr Kiir is going to lead us, he will never get my vote again.We need some one who can speak strong on behave of us when we face a threat like that.

        Bush, i will not agree with you on that point by saying that South Sudan didn’t even acquire a single missile, this is not the reason man, SPLA fought for 21 years and there was no even a single sign of defeated from North due to lack of missiles. you stop supporting blindly the right thing we can do as youth is to go out and tell our govt that too much patience is not helping us.         Me too Bush, I’m wondering until now this old outdated Russian bombers still flying on our air space without shot them down, I was thinking it should had been priority since we have Goss in place, by then we should be capable of protecting our air space. How it cost at moment to purchase these missile? I don’t think are that very expensive to the extent that we can’t afford them.

      In the constitution of South Sudan, it is stated that SPLA will be national army and will defend south Sudan, is this how SPLA going to defend South Sudan through complains and no action?

      No sane leader should be able to rule out responding to active aggression against his country. We have a weak leader called Kiir who doesn’t know how to use the South army. He could start order the shooting down of any antonov that strays into South’s air space. However, he is quick to ask for international help. No country will help a country that cannot defend itself.

    Trust and honesty is nonexistent in North Sudanese culture, no one need war but if the war need you, defense must be provided, self-defense is vital and no one can accept to be brutally slaughter in abroad day light. South Sudan was not a free gift nor was it a donation from north Sudan but was fought.

    It is true Mr Salva Kiir Miyardit in order for the Southern Sudanese to go back to war like the way you have narrated. Northern Sudan was very keen enough that they think that South Sudan will not be able to stand for war. That is wrong. My advise to you is that, do not rely on UN security Council (UNSC). After all, that is the voice of the leader who represent his people.

But let me remind you when the Government of Sudan asked for demarcations of borders before the referundum and you oppose the idea and said that the referundum is the" sacred cow". All the so called post-CPA issues could have been resolved before the referundum, unfortunately you opposed the idea and insisted that referundum should come first!

      On the surface, it’s okay for president Kiir to rule out the war with the North. The question is: what happen if the North continuously violates the sovereignty of the South as exemplified by the recent bombing? This is precisely the reason why you leave all options on the table.

      The president should use this rule of thumb: Don’t let the enemy know what you would or won’t do.

And never, NEVER, publicly rule out a return to war, especially to the enemy. Unless slavery is seen as an acceptable option, of course. I don’t understand why not shoot down the Antinov which bombed refugees camp inside South Sudan. This is a serious violation of international border and human rights. International community should act swiftly now.
