S. Sudan army criticizes Peter Gadet over ‘Mayom’ defection declaration

April 20, 2011 (JUBA) - The spokesman for the southern army has openly criticized Major General Peter Yak Gatdet, its former officer-turned rebel leader over the latter’s recent ‘Mayom Declaration’ which claims to overthrow the Juba government and form an interim cabinet composed of all the political parties in the nascent state.

Last week, the newly formed South Sudan Liberation Army (SSLA), in a statement entitled ‘The Mayom Declaration’ issued on April 11, said it was determined to bring down the government of Southern Sudan led by President Salva Kiir and replace it by a "national broad-based government agreed upon by all the South Sudan political parties".

The Declaration was signed also by Brigadier General Carlo Kol, Deputy Commander of Joint Integrated Units (JIUs) and Colonel Bol Gatkouth Kol, a former member of the South Sudan Legislative Assembly and a member of the South’s ruling Sudan People’s Liberation Movement (SPLM).

However, Phillip Aguer, the spokesperson of the Sudan People’s Liberation Army (SPLA) – the South’s official army - has dismissed this declaration, describing it as baseless statements orchestrated by elements within the Khartoum regime under the pretext of liberating southerners.

“Firstly, the word Liberation is not a transient concept, but a philosophy that requires consistent sacrifice and well founded goals and objectives. South Sudan knows what it means since 1955 up to now,” Aguer told Sudan Tribune.

Even before Sudan’s independence from Anglo-Egyptian rule in 1956 armed southern groups began fighting against political and economic marginalization. Sudan’s second civil war began in 1983 when the SPLA was founded in response to the attempted Islamization of the mainly Christian South, undermining of a previous peace agreement and well as disputes over politics and natural resources.

He conflict ended in 2005 with the Comprehensive Peace Agreement between the SPLM/A and Khartoum’s National Congress Party, making the former rebels the ruling party and the official army. As part of the deal the South held a referendum in which it voted to secede from the North in July this year.

As part of the deal other armed groups, such those controlled by Peter Gatdet, who had spent much of the war backed by Khartoum fighting against the SPLA, had to join the SPLA as the South’s official army. Gatdet integrated his forces into the SPLA in 2006.

Acknowledging the declaration’s stand on the 2005 CPA, Aguer question how Major Gen. Gatdet’s SSLA could claim to have “set the country on the path of democratic transformation and respect of human rights”. The SPLA spokesperson said that under the SPLM’s stewardship there have been elections and plebiscite to gain the independence of the region.

“Transformation mean abandoning means of war in achieving political ends and adoption of democratic means which begin with elections and free political competition which South Sudan has just began last April to be followed by building institutions of democracy,” the SPLA spokesperson said.

He added, “In addition to this question, can Khartoum teach us democracy and transformation after [the South has fought] more than fifty years of war against slavery and persecution by the same Khartoum [governments]?”

Major Gen. Gatdet, Aguer said, has no authority to question the integrity of the southern army nor it’s mode of operation, saying the renegade officer failed to correct the wrongs he talked about with his own troops when he reportedly commanded a force of over 20,000 SPLA soldiers.

“If he [Major Gen. Gatdet] thinks there was corruption in the army, [then] what has he done to convince the 20,000 men and officers under him since 2006 that he is the man to heal the SPLA and the South Sudan of corruption,” Aguer asked.

The southern army, its spokesperson said, have always had their salaries paid promptly since 2005 based on what he called a consolidated pay policy, which caters for all institutions of the South Sudan government. The policy, he added, is being reviewed in the new financial year.

Aguer also challenged the former SPLA officer-turned rebel leader to name some of the soldiers he alleged never got any salaries since 2005, as proclaimed by the latter in the ‘Mayom declaration’.

Onyoti Adigo Nyikwec, the opposition leader in South Sudan parliament said much as he never had access to the details within the Mayom Declaration, it is important for the South’s ruling party to consider the views expressed by the other parties as the country prepares for its July independence.

"I cannot comment on a document that I have not seen or read. But if you asked me the way forward, I will say that for any government to succeed in its political transition, it must fully take in to account the views expressed by the other political forces. That is what democracy entails," Nyikwec, also a member of the opposition SPLM-DC, told Sudan Tribune by phone.

Gatdet is one of the rebellions currently ongoing against the South Sudan government. Most others started due to grievances caused by last years elections.

      He(peter gatdet)has been fooled by some NCP elements to rebles just for their own interst & that is( to stop the seperation befor 9 july)then later on they will get rid of him after they have accomplish what they needed to do.

      But sinc peter have decided to take arms against his own people,the people of south Sudan are going to be more united, just to fight him because he used the wrong method in implementing his plans.

      Defection is not the solution to change the system hower, we can change the system within.so i m against who ever has that wise. But Mr. Kiir must change something with in his leadership otherwise more will join Athor or Gatdet which would make things tougher in near future. Taban was defeated twice in last year election, from state parliament and governorship race, Mr. Kiir failed to respect the right of voters. No doubt to me that Kiir had made that dirty game against Nuer, but things will change and they will be against his leadership in stead.

      Despite of 99% of Dinkas are against Nuer particularly Riek Machar..

      Let’ just wait for july end. I believe South will look in different share than today.

      To Mr. Kiir, if people vote for something , you must respect their interest than your interest.

          How about if the conflicts spread to the Greater Equatoria area, what are you going to do about it? What you and the rest of Equatorians fail to understand is that, if there is a conflict whethere in Upper Nile or Greater Bhar el Ghazel it will also affect all parts of South Sudan including Equatoria.

              Equartorian had no army, all I know are arrow boys who got bow and arrows. In the history, Equarorians are not great warriors. South Sudan is not going to be like Somalia or Somalialand as you claim. Gatdet was not with us during the struggle, he was fighting again the SPLA. Dr.Garang used to forgive anyone who defected and come back becoz we were still in the bush. Salva should change that now becoz we are at home. Anyone who defect should be trial in criminal court. Gatdet is illiterate so do all the Equartorians.

              Peter Gadate is not the whole Nuer remember they are from Upper nile,Unity state and Jongelei state but they are not participating in what Gadete called SSLA.

              If Peter is tied of his life then he will see and remember that Nuer people have also important seats in the Government of South Sudan and they are not willing to leave those seats of the government and join the movement of a mad man like Peter Gadate.

              How many time did Peter Gadate defacted and join the Khartoum government during difficult years of struggle.

              Now south Sudan forces will never give single chance to allow Gadet to operate in Mayam county

      If this spirit was there that all south sudanese citizens took up arms and faced jallaba, Abyei and other parts of the South could have been retrieved from Arabs occupation.

      Gadet is misusing the terms "Transformation". It is the SPLA to speak about it because its final goal will be achieved on the 9th July 2011 and after that SPLA/M pick up the transformation process of the South Sudan Army(SPLA) that could even take more decades just like the decades spent during the liberation.

      Overthrowing the Government while in the bush take time to effect. SPLA did not overthrow Khartuom because of Gadet and others whom i can called musicians of war with little penny from Arabs.

        Thanks for courageous correction you made about Gadet’s defection. It’s of course not a communal defection but rather a personal one based on his own interests because there is no where in the article he talked of Bul community of Mayom county.

        The ongoing defections is not meant for Nuer or Dinka to be liberated but the individual interests of those who defected being sugar-coated to fit the national interest. So I don’t see any point you feel happy about, if happy then you are not a patriot.

    Peter Gadet and George Athor you are couple of idiot. Taking arms at this time against government yet South Sudan has not got independent is a sign of disloyalty according to patriots. Peter Gadet wanted to become the President of Southern Sudan after deserting Southern Sudan, and committed horrible crime such as parricide, patricide,matricide and fratricide. People who wanted to become Southern Sudan future leaders should not do such stupid action without finishing the mission of liberating their own people who have been marginalized by Arabs. He should cut his losses,otherwise he is going to loss his life this time around.Gadet rebelled in 1991 but he fail to achieve what he want. Let me pray so that God will change his stupidity and buffoonery to stop using his own people to fight each other without clear reason. Peter Gadet if you are clear minded, why don’t you take example of Uganda rebel leader Joseph Kony who spent much of his life in the jungle without toppling the government.The government granted you amnesty in 2006 after you fought many battles with your people and now the story repeat itself. Just wait the ICC to give you arrest warrant.

      Let me tell that Gen Gadet is not patriotic, because patriotism requires determination, endurance and patience. Can you find any of these qualities in Gen Gadet? He keep on shifting sides because he doesn’t have any of those qualities.
      He can’t endurance bad situations and he is not patience too.

      Why can’t he wait and see which change will come after July 9, first of all he is illiterate and we have seen many illiterate renegade Generals in DRC end up in the court(ICC) and I believe Gadet will join them one day if doesn’t quit rebellion.

        I don’t understand why we chose separation if we were not ready for a nation. Where in Africa have ever heard more than six rebel groups fighting one national government? We must be joking with leadership. You have learned that peaceful means is the best weapon to fight the government i.e use of ballot papers to over throw the government is the most powerful one.

        To me I think non of these rebel leaders are not qualified to rule the nation. The reason being their killing of innocent civilians instead of the people they are in problem with.
