S. Sudan activist call for Jonglei state of emergency

December 28 (NIMULE) - The Government of South Sudan (GoSS) should immediately declare a state of emergency and establish a Sudan People’s Liberation Army (SPLA) buffer zone in the conflict areas of Jonglei state, a civil society entity said on Wednesday.

In a statement published ahead of a planned visit by government officials to assess the security situation in the state, Community Empowerment for Progress Organization (CEPO) argues that such measures will help resolve the tense situation between the Luo Nuer and the Murle communities.

According to section 187 (1) of South Sudan’s transitional constitution, “The president, may upon the occurrence of an imminent danger, whether it is war, invasion, blockade, natural disaster or epidemics, as may threaten the country, or any part thereof or the safety or economy of the same, declare a state of emergency in the country, or in any part thereof, in accordance with this Constitution and the law.”

On Monday, at least 24 people, mostly civilians, were reportedly killed in a clash involving Lou Nuer and Murle ethnic communities in Pibor County, Jonglei state, authorities said on Tuesday.

CEPO advocate for the involvement of perpetrators and victims of the conflict in the ongoing peace negotiations.

Over the weekend, UN Mission in South Sudan (UNMISS) air patrols reportedly identified thousands of armed Lou Nuer youths preparing to attack Murle communities near Likuangole in Jonglei state.

UNMISS head, Hilde Johnson, on Tuesday urged GoSS to take all necessary measures to protect civilians in the country’s most populous state “to avert a major tragedy.”

As well as consistently advocating an end to the ethnic violence in the troubled region, UNMISS has also facilitated a reconciliation process between various communities, particularly the inclusive peace process led by the Sudan Council of Churches (SCC).

    where was the government when people of Bor communty were killed,was there were no section of constitution,it was happened when nuer were killed by murle no respond made by the goverenment of south sudan.I want murle to face the same things they did to other community as well so that the peace will come if they feel something painful in their community.

        Why is it that when Murle attack other tribes in the State of Jonglei the UNMIS doesn’t report anything? it’s not fair for the UNIMIS to take one side other than the whole state problem ,b,se i remember when armed murle came and mascared civilian in Bor Jalle Payam...let murle be finished and we remained in peace in Jonglei ....

          Kiir was afraid that the UN will blame him if he disarms Murle if people die. Now act, the UN has given you direction and there is nothing else to be afraid of.

          None of the solution from SPLA and UN will work. Murle will stop only when they are forced taste their own medicine, the bitter of war. They need to be displaced and destroyed in large numbers. They have to pay a price for what they did.

        Murle Intelle, when did Bor attack Murlei?...I remember defending Murlei on this site...But guess what, my cousin was killed recently with her one week year old child...The child was cut in half...Her mother was killed by Murlei in 80s, her father too...So, now tell me, hasn’t Murlei been like some other people God...ever since I was a child Murlei stories have been there.

    I doubt that the GOSS will respond.The last concern of the GOSS is the poor and marginalized.The fighting is not involving Murle alone but even Dinka against Dinka, Neuer against Neuer,don’t make it a murle problem only.Pple are poor,starving and lost hope.Give them food,medicine and hope and nobody will fight.Stop oil money "rusttling" and cattle "rusttling" will stop spontaneously.

I believe there are other ways, only if Government of SS is not such a failure to settle the issue of Nuer and Murle and compensate the families of both communities. In no way do I side with Murle’s atrocities against either Dinka or Nuer, but what "good" as humans, to mobilise for the sole purpose of killing innnocent Murle children and women? If Nuer can hold the future and present leadership of GOSS and yet allow themselves to brought down to such a primitive level as that of Murle, then it is hopeless. Sudan to send all the Jonglei state members of parliament (MPS) to their respective constituencies to stay with their people until the days of state of emergency is over because are the those who motivate and support tribal conflict like Konyi and the rest. you will not be MP to enjoy good life while your people died.

        Good idea,but,is it the solution to insecurity in Jonglei? Most of the insecurity incidences occured because of Murle frequent attack against its neighbors,whether for cattle to raid or children to abduct.And I’m pretty sure this cycle is likely to continue even if the buffer zone idea is impose,so long as the Murle still carry their guns.The solution is a massive disarmament of Murle population..

    "Why I’m calling for ethnic cleaning," you asked, well, you may not be aware of Emperor, Salva’s failure to put law and order in place across his Kingdom.
