Political parties in South Sudan to consult on formation of a council

July 1, 2012 (JUBA) – South Sudan’s political parties are scheduled to meet next week in a consultative leadership forum to agree on the formation of a new body to be called the Council of Political Parties (CPP).

The aim of the new mutli-party body is to register political parties. The CPP will exist in parallel to The Political Parties Leadership Forum (PPLF) which was established to unite South Sudan’s political groups ahead of the regions independence referendum in January 2011.

The PPLF is chaired by South Sudan’s President, Salva Kiir Mayardit, who is also the chairman of the ruling Sudan People’s Liberation Movement (SPLM) and the head of the armed forces, the Sudan People’s Liberation Army (SPLA). South Sudan’s Vice President, Riek Machar Teny, serves as the secretary of the Forum.

The 2010 inter-party dialogue and prepared strategies on how best to mobilise the population to participate in the referendum, which was a key part of a 2005 peace deal with Khartoum.

South Sudanese voted by 98% to secede from Sudan and gained independence on 9 July 2011, with the SPLM, the political wing of the SPLA, as the ruling party.

The SPLM have governed South Sudan since the 2005 peace deal and reaffirmed their status in elections in 2010, winning 160 out of 170 seats in the South Sudan parliament. Kiir was elected President of South Sudan with almost 93% of the vote.

Opposition groups in South Sudan complained of unfair treatment during the 2010 elections and have also protested about the process of forming South Sudan’s transitional constitution. Some opposition leaders and members of the SPLM said that the constitution should have been more federal arguing that it left too many powers in hands of the presidency and central government.

The transitional constitution is due to be replaced with a permanent constitution.

On Saturday the country’s Vice President, Riek Machar, held a meeting with the Resident Country Director of the American-based International Republican Institute (IRI), Franklin Bonner, and discussed the preparations for upcoming political forum.

IRI is an international partner in the area of advancing democracy around the world and assists South Sudan by facilitating activities that promote democracy.

The Vice President’s Press Secretary, James Gatdet Dak, told Sudan Tribune that the Saturday meeting stressed the importance and urgency to form the Council of Political Parties as required by South Sudan’s Transitional Constitution, which came into being on the day South Sudan seceded from Sudan.

All the political parties, including the ruling Sudan People’s Liberation Movement (SPLM), will be required to re-register themselves after South Sudan gained independence.

There are about 20 political parties in South Sudan, but some have lately withered out while new ones are springing up, though not yet recognised by the government. Until the next registration exercise, the government only recognises only political parties who were registered in Khartoum while South Sudan was still part of Sudan.

The political parties’ leadership forum, chaired by Kiir, will consult on how best to form the new council for the new state, particularly in terms of representation.

Machar reiterated at the meeting with Bonner that his government, under the leadership of President Salva Kiir Mayardit, is committed to multiparty democracy.

    5 Strong Political Parties should be enough for South Sudan. This is because 20 political parties will make the country unhealthy democratically as well as economically. South Sudan does not needs an army of political parties, but an army of young men/women to protect the integral territory and guarantee the security of citizens from external threats. I might be wrong but 20 parties are too many.

      You are right. Even 3 political parties are enough in South Sudan. These 20 parties are not active even. If that council is formed it should screen all those parties during the new registration period. Many of them are brief case parties doing nothing at all.

        Multiparties are better than 1 to 2 parties at the moment.Few parties have many limitations.They do not know what is occuring from states through counties,payams to very far end-Bomas.Our people need so many things to be aware of for which the few parties cann’t do.Many parties;if they exercise ideas positively they will make a bright society.Thanks.Best regard always.

      I do agree with you about that kinds, at least we should have minimum of three to five parties for our young nation. Otherwise too many parties are going to end up as tribalism parties. If we allow multiple parties then we are invited more corruption to our nation. We have good parties out there except SPLM-D.C who already sold our freedom to Jalaba. We thanks God for knowing it!!!

      Do we have political parties in S. Sudan? Does each political party in S. Sudan has an agendum or agenda that seek better life for South Sudanese citizens? Do them have goals and missions? Where are their manifestos? If they hide those manifestos and consitutions in brief cases how will the people of S. Sudan learn and know about them? What alternative system do those political parties aspire to

        give S. Sudanese? What is the public official position(s) of those political parties to austerity measures declared by the President? Can those political parties identify sources to feed those to loss their jobs as a result of the austerity measure? Can a political party in that forum tell the public its position on the 75 grand public thieves that owe to the people US$4bn? Where are their offices

          in States? What socioeconomic services those political parties deliver to the public as Shadow Government? How can the public establish their credibilty as alternative government to SPLM?

            POLITICAL PARTY THAT CANNOT EXTEND A HAND TO STARVING PEOPLE IN WARRAP, WBG AND RETURNEES. ARE THEM WORTHY ANYTHING? THESE ARE Stomach First Political Parties (SFPPs). Political parties that condone theft of public funds fear their turn when in power. They will loot everything including tombs of their grandparents to rebury in USA, Europe, Canada, etc where bank accounts exist. Don’t make noise.

    South Sudanese don,t need to swim with some people energies.
    Why not use the American democratic system.All chiocen candidates come out to the public and get nominations until the best one is left to face the national president.

    kick salva & Reik out because the forgerings happened in the South are from them.WHO IN THEM WAS BORN WITH MONEY IF NOT STEALED?

    Very much,we are agreed on the up coming on formation of council of political parties,in the southern sudan.But first thing we need to know the names or the list of those 75 corupted officials.Those 75 guys are the real pple who wonted to disable our country (SS).They must be protected carefully.And they must not be given any job in the government of the southern sudan.List out their names.

      The only thing left in the South Sudan is to throw Salva & Reik out.

    Shut up your mouth ya Riek Machar
    In 2010 you were supporting Independent Candadates for position and at the same time you support Salva to use force againts any Independent candadates who win the election.It is defecting in 1991 and surrender to SPLA in 2005 leaving many people in Kartoum underthe hand of Arab people. It is better to replace him with NyanDeng Garang.
