Opposition leader criticizes new S. Sudan council of states

August 2, 2011 (JUBA) - An opposition leader in the newly created Republic of South Sudan’s has strongly criticised South Sudan’s president Salva Kiir’s appointment of the much anticipated council of states delegates, which was the outcome of a decree issued on Monday.

Onyoti Adigo Nyikwec, a member of a breakaway party from South Sudan’s ruling party - the largest opposition group in the former South Sudan’s Legislative Assembly (SSLA) - described the president’s directive as the Sudan People’s Liberation Movement’s (SPLM) “usual way of doing things”.

“That is their own [SPLM] affair and they can run this new country the way they choose. This government is not willing to work with the opposition. They simply chose to work with members from the five political parties with whom they drafted the transitional constitution,” he said.

Nyikwech, of the Sudan People’s Liberation Movement for Democratic Change (SPLM-DC), accused newly-independent South Sudan’s ruling party of deviating from agreed principles and running the state on a one party system.

“Where is the democracy when you only involve one party and a few members of those who subscribe to your views? We have started this new nation on a wrong note,” the opposition leader told Sudan Tribune on Tuesday.

Kiir, on August 1, issued a declaration establishing and appointing 50 Council of State representatives for the new nation, less than a month after he was sworn-in as its first leader.

The Council, according to the decree, will comprise of 20 representatives from Sudan People’s Liberation Movement (SPLM) drawn from all the 10 states of the country, and 30 additional members from “other categories”.

“In exercise of the powers vested upon me under Article 94(3) read together with Article 58(2) (a) (b) of the Transitional Constitution of the Republic of South Sudan, 2011, I, General Salva Kiir Mayardit, President of the Republic of South Sudan, hereby issue the following Presidential Decree for the Establishment and Appointment of the Representatives of the Council of States of the Republic of South Sudan…” partly reads the decree No. 11/2011.

NATIONAL LEGISLATIVE ASSEMBLY

Kiir also issued another presidential decree for the transformation and reconstitution of the National Legislative Assembly of the new republic.

The newly-created assembly, according to the decree will comprise of 170 members of the former SSLA, 96 ex-members of the Khartoum-based national assembly elected from southern constituencies and 66 members reportedly appointed under article 94 (2) (b) the country’s transitional constitution.

“In exercise of the powers vested upon me under Articles 56(2)(a)(b)(c) and 94(2)(a)(b) of the Transitional Constitution of the Republic of South Sudan, 2011, I, General Salva Kiir Mayardit, President of the Republic of South Sudan, hereby issue the following Presidential Decree for the Transformation and Reconstitution of the National Legislative Assembly of the Republic of South Sudan…” decree No. 10/2011 reads in part.

      Honestly, Southern Sudan would be comfortable with one political party.....Opposition in Southern Sudan will not work out like opposition in the western world.I hate it when an opposition lie because he/she wants to be heard..I hate it with all my heart...I hate it when an opposition photo copy, an existent political party, like splm-dc..I hate it when an opposition just bother government of the people...I hate it when an opposition accuse president of the people with Murder...Oppositions are 100% negative and I hate them with all my heart.

        This is a joke! This is why you will not have development in South Sudan, and all institutions or ministries will not fucntion well because of lack of sufficient finance. All money will go into pocketed salaries of growing bureaucracy in the government of south sudan.

        I can’t believe that only just one branch of government, legislative, to have 332 members. where do you get the money to pay all these people? And why you want all these people to be legislators? Respect of a person I guess. Kiir respect those who were in the national government of the old sudan and he sees it not appropriate that these comrades of his to go straight home or be appointed to head other weak ministries, commissions, or other government agents which is what he should have done.

        who makes up legislative branch? Only those elected by the people from their own constituencies or districts to make up the branch. However, here Kiir is using his power to appoint and inflate the branch with people of his choice. this is not good. It is done in a spirit of self-powered-interest.

        When Kiir wants to do anything or make a decision, he has to think in line of government finance or budget and development. When he makes decisions like this, it means he is not even thinking about whether or not there is enough money to pay these people. I want to respectfully warn Kiir of this: do not enjoy issuing decrees. by doing this you are harming the nation. You are making yourself to be seen as a dictator. Please, encourage elections of government workers by the people whom they will serve. Do not handpick!

        Two, three or four opposition parties would make sense, but twenty-three opposition parties! that’s just ridiculous.

        The parliament need to amend the law, inorder to formed an opposition party, you need to have at least 200,000 supporting signitures by the general public.

        This is just going out of control, common sense is no longer what it use to be.

      Yes, Mayardit I agree with you to change the name of SSLA to National Legislative Assembly(NLA) eventhough it duplicate with the name of the National Assembly in Khartuom but mind you to chosse good MPs in both houses because previously those whom were appointed and elected during April fraud election most of them if not all were youngsters in ages,please sir, this time take their qualifications and ages into consideration as you promised.

      Southerners, tweenty three (23) Political Parties in South Sudan siblings is very ridiculous indeed,Therefore, I propose those breifcases parties to united their ranks into only five paties below as to balance the power with SPLM in coming election 2014:
      (1) SPLM the ruling party in RoSS

    Party must not taken as a tribe and personal interest, the Party must have the platform which describing all theirs planning and for what they bleieves they are the best to take care of the nation’s problems. SPLM/ROSS have been trying all these days until you hear the recognization from the worldwide why are you skeptical for what.? Tell Southerners Sudanese people what did your Party do.?     My dear readers, corruption does not means only misusing of the national resources but even the system of the government (formation of the national government is corruption also).

    Why did he [the President] keeps 170 members of the former SSLA, former 96 ex-members of the Khartoum-based national assembly elected from southern constituencies which and almost all are SPLM party and 66 members others. This means other parties represented less than 66 members from those others stated above.

    Are you not now Contradicting to your saying at martyrs day? Why keeping these personals in their positions? Are you keeping them for your ruling.
