Kiir announces new South Sudan ministries


August 21, 2011 (JUBA) - The President of the newly independent Republic of South Sudan Salva Kiir Mayardit on Saturday issued a decree listing the 29 ministries that will make up the country’s new cabinet.

After South Sudan’s independence on July 9th Kiir issued a decree stating that all ministers would be caretakers until he formed a new government.

In the hotly anticipated announcement of the cabinet, Kiir may want to strike a careful balance to keep members of the ruling Sudan People’s Liberation Movement (SPLM) happy as well as catering for opposition groups who have criticised his previous appointments for lacking inclusiveness.

South Sudan’s largest opposition group, a breakaway faction of the SPLM, has criticised Kiir for not reflecting the political diversity of the country in his appointments.

Transforming the South Sudan Legislative Assembly from an autonomous body with Sudan into the lawmaking institution of the newly independent country has also proved has proved controversial. The first sitting of the reconstituted National Legislative Assembly (NLA) failed on August 1 to agree on the position of deputy speaker.

On August 5th Kiir had to intervene in a power struggle between Atem Garang the former deputy speaker of Sudan’s national parliament in Khartoum and the the deputy speaker in Juba, Daniel Awet Akot.

Garang, was made the chief whip a third position behind Akut who was reappointed as the deputy speaker.

As well as Garang, Kiir also amalgamated 96 members from Sudan’s National Assembly in Khartoum into the Juba parliament. As part of the 2005 peace deal, that allowed South Sudan to secede, the SPLM and Khartoum’s ruling National Congress Party shared power for six years until the deal ended with the separation of the South.

Kiir also appointed 66 new MPs on top of the 96 from Khartoum and the existing 170 southern lawmakers that had been elected in elections in April, bringing the total number to 332.

About 20% of the additional appointees come from other political parties. South Sudan has 23 political parties, but only five are included in the new bicameral national parliament.

On August 1st Kiir appointed the South Sudan Council of States, , the country’s second legislative chamber, which four days later elected Joseph Bul Chan at its speaker.

The 50-member Council consists of 20 representatives from SPLM drawn from all the 10 states of the country, and 30 additional members from “other categories”.


The Decree shall be cited as the Presidential Decree No. 26/2011 for the Establishment of the National Ministries of the Republic of South Sudan, 2011 and shall come into force upon its signature.

The following National Ministries shall be established in the Republic of South Sudan; and they are:

  1. Ministry of Cabinet Affairs
  2. Ministry of Defence and Veteran Affairs
  3. Ministry of Foreign Affairs and International Cooperation
  4. Minister, Office of the President
  5. Minister for National Security, Office of the President
  6. Ministry of Justice
  7. Ministry of Interior
  8. Ministry of Parliamentary Affairs
  9. Ministry of Finance and Economic Planning
  10. Ministry of Labour, Public Service and Human Resource Development
  11. Ministry of Commerce, Industry and Investment
  12. Ministry of Information and Broadcasting
  13. Ministry of Health
  14. Ministry of Agriculture and Forestry
  15. Ministry of Roads and Bridges
  16. Ministry of Transport
  17. Ministry of General Education and Instruction
  18. Ministry of Higher Education, Science and Technology
  19. Ministry of Environment
  20. Ministry of Housing and Physical Planning
  21. Ministry of Telecommunication and Postal Services
  22. Ministry of Petroleum and Mining
  23. Ministry of Electricity and Dams
  24. Ministry of Gender, Child and Social Welfare
  25. Ministry of Humanitarian Affairs and Disaster Management
  26. Ministry of Water Resources and Irrigation
  27. Ministry of Wildlife Conservation and Tourism
  28. Ministry of Animal Resources and Fisheries
  29. Ministry of Culture, Youth and Sports

        Who would have brought independence if all of us went for refuge in different world?
        Would it be now called Republic of South Sudan?

      What a waste of resources that South Sudan can hardly afford, at least 6 of those ministries could have been merged together and another 2 should have been commissions.

      With this kind of waste, the political future of South Sudan does not look bright, because it seems the president and his inner circle are more interested in political accommodation than robust nation building based on the available resources. Juba is suffering from fuel shortage, no decent public hospital and government over expenditure on meaningless things like the latest Land-Cruiser V8’s for government officials.

      It will be even more sad when those ministries are headed by recycled ministers who have achieved nothing significant over the past few years.

        That is too much title.Or else it should have been Ministry of road and construction or if not, then they should have put it this way ministry of transport, road and infrastructure planning.

    Issueing a new decree always is the only one which Mr Salva Kiir Miyardit is expert about. I don’t know really did Salva Kiir Miyardit know about the problem in Kadugli, Abyei and Blue Nile? Also, did Salva Kiir Miyardit know about the 4000 refugees who were been expelled by SAF to Panriang County of Panaruu in Unity State? To me,issueing decree for the new ministries is not the case. What Salva Kiir Miyardit need to do is how to look deeply for solving the situation, or the life of the people of Kadugli, Abyei and Blue Nile who are firmly supporting the SPLM/SPLA.

    I am sure that those new ministries whom Mr Salva Kiir Miyardit issueing a decree to them are the number one factor for increasing the corruption in Southern Sudan.

    This is a good move but releasing the decree of listing the ministers does not portray that you are doing something good. We are waiting to see you appointed qualified ministers base on their academic apprenticeship such that they may not mess up with the ministries as South Sudan citizen are now waiting to see some improvement plans being initiated by incoming ministers in various ministries.

    Furthermore, you must have to deal with technical ministeries very well like the following ministeries:
    1. Ministry of Petroleum and Mining
    2. Ministry of Road and Bridges
    3. Ministry of Labour,public sevice
    4. Ministry of General Education
    5. Ministry of Higher Education, Science and Technology
    6. Ministry of Finance and Economics Planning
    7. Ministry of Agriculture and Forestry
    8. Ministry of National Security in the Office of President
    9. Ministry of Humanitarian Affairs and Disaster Management
    10. Ministry of Defence and Veterans
    11. Ministry of Foreign Affairs and International Cooperation/Relations

    I hope the few ministries I have mentioned above constitutes the good move and smooth flow of services delivery in South Sudan.

          Dear all,

          Our President is ill advised by some greedy African Presidents like Kaguta Yoweri Museveni of Uganda who has filled up the top Ministerial positions with his own relatives including his wife.

          If i am decieving you, wait and proof me wrong. This is the sole reason behind the delay of annoucing who is holding which ministry.

          Announcing the NAKED Ministries alone is not important for me. So, he is fearing of the mess he has done.

    Whom does he think need a decree for ministries, South Sudan just want ministers appointed and government to start work.

    It is the first time I am hearing ministries decreed without ministers.

    Why is he failing to decree ministers to fill those ministries and release the whole information together. This is pathetic work.

    • What is the number of the ministry is it 29 or 27? Because National security and office of president are not ministries

    • National Security and office of president should not be added to the list because it’s not ministry it suppose to be announce together with ministers because they are minister without ministry; otherwise they should be include as a ministry. I also expect the minister/Ministry of National security to fall under ministry of Defence and that is why two Director General for internal and external were appointed last two week by president.

    • I expect the minister to be announce yesterday because some of the ministry has been dissolved and some combined. Which mean the some ministers are not longer caretaker.

    • I’m happy with combination of ministries like Ministry of Labor and Human Resource, ministry of commerce and investment etc. but and I expect some of ministry like Road and Transport to be combine. Ministry of Environment and tourism should be combine. Ministry of General Education and High Education And ministry of Defence, interior and National security. This is because there will be state ministry

    Guys hold on KIir is president right now by all mean we should respect our president, I am not saying we have no right to critices him, we have to do it in civilized way. He is educated or not Dr. Reik office is not that far.We should worry about these 90% Dinkas ministers are they going to deliver service to our people? They said if blind lead blind all will fall to deep hole. What we want to see right now is right people on right posision no matter what tribe they come from as long they will deliver service that’s matter.     Sorry for some idiot comments about illiteracy of the president. Infact, most patriotic Southerners are uneducated because they were fighting for decades.

    However, President Kiir has to understand that the governmen is for Southerners not his own property even if he is the president. This is still very bloated government. These are unnecessary ministries. Twenty (20) ministries would be enough. How many ministries in National and state governemnts and how many commissions doing the same thing? The only thing one can figure out here based on last govs. and these new ministries is that is Kiir is concerned about his cronnies than Southern population. Kiir gov. is only to accommodate those busy ministers looting the national resources.

    It is Great Announcement Mr. President Kiir.

    Mr. President, this time you need to be very, very careful of your cabinets apponitment. There are some Ministries that you donot want to keep them in their positions, such as Gier Chuang Aluong, Kuol Manyang, Taban Deng Gai, Pagan Amum,James Hoth Mai and Deng Ping Majock.

    Mr. President Kiir, you need remove all Dr. John Garang Boys including Dr. Riek Machar who just joined Garang Boys Club recently.They are not qualify to keep them around you. They are the one who turn things around and make your leadership worse in the public eye in the country and around the world. Mr. President Kiir you need to replace them with best candidates who can get the job done . I don,t care whether they are from Dinka Gokrial as long as they can get the job done effectively and smoothly, you appoint them.

    Folks, last month ago I met with the President face to face. I can tell you that the president Kiir sound like a president, but his cabinents specially Dinka Upper including Garang Boys, are the one who made him as a worse president. I can tell you that he is a good president, but he doesn’t have people who can help him.

    Those cabinents don’t listening to him. The president Kiir Mayardiit is not a problem, but his cabinents are bigger biggest problem in the country. I hope the president learnt in the past five years, ago and he doesn’t want to make no more mistake.
