Kenya dispatches military experts to train South Sudan army

August 30, 2009 (NAIROBI) — The Kenyan army dispatched some 200 military experts to train southern Sudan army within Juba efforts to upgrade the former rebel guerrilla force, SPLA, into conventional army.

Another batch of 95 officers would arrive to the semi-autonomous region in September.

The Kenyan teams who are belonging to different armies include officers from the infantry, artillery, military transport and logistics, helicopter pilots, and military intelligence.

The Nairobi Star in a report published last week said the Kenyan officers would train the SPLA in the use of their newly acquired military equipment including an estimated 100 T-72s main battle tanks (MBTs) and assorted Ukrainian and Russian military hardware which Southern Sudan has accumulated over the past year.

The last batch of MBTs was the 33 T-72 tanks that were aboard the MV Faina which was hijacked by Somali pirates off the coast of Somalia in September 2008.

The daily affirmed that theses tanks are now based in the capital of Lakes State, Rumbek where they transported in plane.

In June last year the Southern Sudan adopted the Defense White Paper which aims “define the Government of Southern Sudan’s policy on defense; inform the Sudanese people, the partners of the Government of Southern Sudan, the neighbouring states and the international community about the defense intent of the SPLA,” the document reads.

The Defense policy document stipulates that the SPLA shall be organized into both active and reserve forces, and that the active forces shall consist of a Ground Force supported by Air and Riverine units.
However, the policy document, particularly on air force, prompted reactions of disapproval from the Ministry of National Defense which said the SPLA was subjected to numerous limitations per the Comprehensive Peace Agreement (CPA) signed in 2005 between North and South.

"The SPLA is not allowed to carry out military operations or any other activities" said SAF spokesperson Lt-Colonel Al-Sawarami Saad. "The SPLA is only allowed to conduct training within the joint forces" he added.

Washington in the past years since the signing of the CPA, granted military aid to southern Sudan’s autonomous government to help SPLA transformation into conventional army, establish a protective service for southern Sudan’s president and high-ranking officials and create a police force and intelligence service.

        Well-done SPLM/A, I have been anticipating such a move since the beginning of the CPA, the period we are in now is nothing more than a hiatus, some decisive battles are to come, from all development in the south SPLA should be given 60% stake and the rest divided between official and public services, NCP and those land extorters in the north are not welling yet to assign South-North border committee and reluctant to pass referendum laws, those are signs for ill-intentions, NCP are working under shadows to empower and equip their troops, SPLM should do the same, this move to equip and improve SPLA (New Sudan Arm Forces) capabilities is some kind of late but worthy, well-done SPLM leadership and congratulations southerners .!

        Yes, I agree with you brother it is true Rome was not built in one day and surely we have no doubt on ourselves that we can fight this war to the bitter end of terrorist, Kenya is capable to train the SPLA army although they have not experience such war in Sudan. They have been with us despite the fact that they did not support us militarily as most of Muslims do. They hosted our refugees. Oshay, remember before the peace was signed SPLA was not overwhelmed by your National Islamic Front which was being supported by almost Arabs world with its terrorism characteristics, so being trained by Kenyan army is a great deal that I do appreciate.Kenya being peace a country does not mean that they can not fight the bitter war of terrorists. There is no any peace country with Muslim that lives in peace unless the country turn to be like Somali.

      SPLM/A has never been to war prior 1983, but it has defeated the Islamic and Arab backed successive racist regimes in Khartoum to give up South Sudan, and now Darfur on the row due to the same defeat.

      Right is a great weapon than sophicated and lethal weapons that NIF possessed. Those weapons in Khartoum will be destroyed very soon by Lubna Troussers, just wait and watch the process.

      Kenya had played a significant role to globalize the civil war in South-Sudan,and elevated it to the level of national interest,issuing Kenyan diplomatic passports the SPLM cadres as well to their extened families..etc..which led to regime change in Sudan upon ratifying the "CPA".It;s the the policy of divide to conquer,and explit the Great Lakes region,and especialy South-Sudan by their Western-Alliens Countries like USA and Israel.

      The waves of change,that overwellmed the masses of Northern-Uganda youth,to join the LRA resistance movement, despite the irony Gov-propaganda targetting Cdr;Joseph Kony personally and the Acholi-Kakwa Uprising leaders,proved to be unquellable,and its devastating impact regionally.Sighting the proelection rebellion by Lou ethnicity in Kenya,who share the same blood with the Achol-Kawa tribes.

      Cdr;Joseph Kony had disclosed to Mr;Riek Machar his anti-wstern principles,economically,millitarally and politically,as he further stated it to Mnsseveni and published in The Nation newspaper.

      So the deal is clear,and the target is vagous,not NCP/NIF-Northern-Sudan exploiters nor strengthening the defence capability of the millitia"SPLA".According to MACHAKOSS SECURITY PROTOCOL,SPLM/A had been defined to emplement it, by disolving it’s militia,and creat a conventional army,where there is no place for tribalistic loyalities’ role in the army!!!

      The Northern-Sudan political powers,in opposition or in the ruling party of NIF/NCP,had expressed their concern of the misemplementation of Machakoss Security Protocol,regarding the disolution of the notorious Public Defence Forces"The NIF/NCP Army",but the pretext that;the NCP/NIF used to deliver was based on SPLM/A dishonouring the CPA-Machakoss Protocol,by neglecting the most important article of solving SPLA and creat a national South-Sudan Conventional Army,and avoiding the command chain in the Joint Integrated Units..,

      So why nobody questioning our leaders,the CPA Signatories and Assurities,about these serious violation of CPA and it’s consequences in the shortcoming future?and the impact of the financial vacuum GOSS ???

    Why are we being remind by Kenya instead Slave Kiir should have come up with this idea since ages. It is just like Kiir deserve a slap each time to make him alert of his duty. The problem is that by the next morning we will hear the media showing how much has been put into the plan of this training however for months or years we all see nothing only two to three tanks and AKA-47 are being brought to South the rest of US$ 89 billions are gone into Kiir plus his mongrels accounts in Nairobi. Shame am sick of seeing the image of dinkas and even feel like i don’t want to hear the work D for dinkas as well. What is hard about the Dinkas Change SPLA-DC It is good to get rich but the blood of those who sacrifices themsleves for this nation will talk to those who sell them for their own benefit.

    That jallabah dog is at it again talking about SPLA and its hardware when he has zero idea about those intricate issues. T-72 is a modern tank capable of operating in arctic and tropical conditions. It is by far a superior tank than variants of Chinese tanks that SAF has in stock.

    Kenya is intent on maintaining a strong South because we literally saved it from becoming a target of North.

    One thing that is making the corrupt enemies of the people in Khartoum sleepless is what the SPLA is up to. SPLA is clearly doing all it can to protect the CPA and to deter north from doing something foolish like backing away from what they signed.

      Thanks to kenya for stealing our money and training our soldiers to be useless !! They don’t have any experience and their tanks are old. What can we learn from them? We will fight them soon for the Ilemi Triangle and beat them for our land!

      We will also have to be very careful as the Jallabas have powerful weapons too and very good training and an airforce which is also growing very fast. Lets be smart and not spoil things for ourselves by going too fast!

      Our govt. should also spend most money on development, not arms which we dont need as it will take many many years to be as strong as Khartoum govt., but we need education, roads, electricity etc. to create jobs and food.

    Getting such assistance from neighboring countries like Kenya, Uganda, Ethiopia and Eritrea, its can overwhelming Khartoum and they can easily change their politics. This will formulate our government to have possibility of overthrowing Khartoum government by overwhelming their aggression.

    The North Sudan ruling party arrogantly ignores all petition, agreements in CPA and by that, they always change their mind so they can go back to war. Because the NCP thinks South Sudan army is weaker and has no capacity of destroying it military aggression.

    South must not only convey their bitterness to international, but make their military capable of destroying enemy from invading their territory, Khartoum offensive is clear, look what happens daily in Jonglei State, it their indirect incursion. We must act positively.
    Under this training, the Khartoum government under such evil regime party will change it course of teasing South Sudan military capability, if NCP refuse to comply all the peace accords, there will be a looming chance that South Sudan may become an independent State automatically and indeed it will.

    It’s not the Goss or SPLM party that decides solution to citizens of South, but we will act before Goss.

    This dream will come to light one day even if it left to be one Southerner, South will be free state.

      If the GoSS spent all the money it looted on military supplies instead, South Sudan army should have been tougher than arabine Nubian govt can imagine. Then, the blamig should be limited to some degree.

      South Sudan army is ready to cary out its duties at any time of need, but the GoSS leaders keep busy on looting fund instead for them to upgrade the army.

      The arabize Nubian govt/NIF should know that South Sudan must go by all mean necessary regardless of it claim for 75% yes vote to separated from the rest of the country. The arabized Nubian govt its occupation days in the South are numbered.

          Mr Kim Deng, the heros will secede with us because i have no relation with the Arab because of their Sharia law, undermining, selfishness, and limited respect of other cultures. Southern Sudan did a lot within very short time; they have government structure, banking system, strong military hardware, they get share from oil revenue, they are residing in Juba ,and many more that we never get before. Kim Deng, without sound of gun you will not talk of unity. I believed most of us would have not achieved the above mention if we did not react to North(Arab). I like separation ,so that we will be free from NCP ruling.
          Back to tribal conflict, i completely become sad when innocent-women, children, oldmen die for no reasons. Please advice Aciwuth tribes who like raiding others for example, Murle and mostly nuer who cause the death of innocent people. Those people will not stop us from achieving our aim. They are in the red carpet meaning we know what they are doing. There is time for everything. this time is time for dealing with North and not mind of those widely identified parasites in the South.Not Dinka are primitive,but those backward individuals like those of 1991 and cowardish people who ran to juba when they heard sound of gun in yei, maridi, Ngalngala and betray SPLa/m. After dealing with enemy, then thier is room for reacting to the tribal conflict that some tribes need. I standby any aggression that others want. Mr D boy

Madit, are you saying you don’t want to be in the same country with Nuer or you mean Nuer must have their own country within the South? I don’t get you, sir.

            Of course, our civilians are killing themselves in our South, but you should direct your blame to GoSS rather than to the wrong target. Can you imagine a country without a law in place? Jungle laws is the only mean to rule and only coward and weak communities suffer more at the meantime.

    SPLA should stop showing off their weak Tank because what the North is having si simply powerful and Kenya is not the country which can offer training to a country due to the fact that, they have never been in war since the creation how could they training SPLA.

    South Sudan Government should re-think insteady of just celebrating what will bring nothing to South Sudan.

Every time when I look at your article then, I felt no interest at all to read your comment but this time I would real thank you for the comment you made. We must not hate each other rather than telling what will benefit to Southern Sudanese people if we felt like we need to rebuilt the Southern Sudan nation then, we must not support Tribalism hateful.

      I am strongly agree with you that,Kenya Military did not have any Military tactics or war experiences since their last generation have fought the Mou Mou war with the British colony in 1963. The Tanks they have are too Old to be use in 21 century therefore, I think the SPLA have more experiences than Kenya Military tactics,but they can help Southern Sudanese in teaching children in the school that is what I can real recommend to them to do so if they are truely want to offering to Southern Sudan as our friends.

    The so called Jalaba are hated by almost everybody in Africa.
    They tried to foolishly trick Kenya with a plan to supply crude oil but Nairobi turned down their blood strained offer.
    Libya has openly saluted the only Holyland in Sudan and expressed their support for separating it from the Satanic creatures.
    South Africa and other clever nations have openly warned the Sudanese devils of touching their clean soil.
    The ugly creatures tried to foolishly trick Uganda by supplying undemanded Computers in 2005 with the hope of turning Uganda away from working closely with the Clean African brothers (i mean South Sudanese)for liberation but Uganda smartly slapped them and instead switched to the next heavy gear.
    I am quite sure soon all Countries on earth are going to declare restriction on any Jalaba plane from landing at their Airports.
    I learned from reliable source that when Holyland (South Sudan) will be independent no Country in the whole world will keep their embassies in Khartoum. All will be shifted to Juba.
    SO, the Jalaba should not panic. All the happenings against them are not from no where but are feedback for what they called for and reward for their devilish behavior.
    My advise to the is that they better hang themselves before too late.
    Nobody needs them in Africa. They are not clean.

        Congratulation to Kenya government by offering his military personal to provide training to SPLA soldiers in the South in tanks unit and others military knowledge. To come back to the point of those who are always abusing president Kiir, you have nothing to tell about military background since he serves in the military for more than thirty year in Army. The people like big logic dog and Oshay are running blind politics in website while their manners have no different with slapper woman and they think negatively toward the South freedom. Please Oshay and big logic dog, my advice to you is to remove your slattern mouth in the GOSS affairs since you are not Southerners as black Arabs. I have not come across of negatively people like Oshay and big logic dog and I suspect their manners are not far their parent’s behaviors as inherited biological thinking. Lastly, many thanks to GOSS for this plan they have done and I ask God of Southerners to support GOSS leadership so that the African tribes who are suffering from all part of Sudan should get their freedom through Jesus name we pray Amen.           100 percent our SPLA are better than Kenyan Soldiers or Kenyan Military Expert, the reason is, we experienced Fields tactics and Kenyan never been in War, they have Blackboard theories, what a stupid mistake SPLA is committing? Rwandan and Ugandan are better off than Kenyan in War Experiences.
          Kenyan trained theories just on military training grounds but we are practicing on the battle Fields directly, see the differences. They could not even walk for some miles well armed by all killing equipments.
          Could have been better if SPLA brought Eritreans or Ethiopians.

            Hillary, I understand and appreciate your shallow military background, the Kenyan army are well trained and more experience than SPLA, through out the conflict, SPLA never or rarely engaged on two-ways tactic confrontations where army have to assault and defend at the same time, what SPLA used to is a full scale assault tactic and mostly uses guerrilla attacks, now the nature of the SPLA has changed, a conventional army training is acquires, I would suggest Israel, South Africa or USA to train SPLA instead of Kenyan Arm forces experts, nevertheless, Kenya still a good option since they all trained by USA military experts, besides, they are the only expertise SPLA’s limited budget can afford, so Hillary, it’s not a mistake, rather it’s a low and suitable option amongst many options could have been taken, but you know…money always decide the quality of services you hope for.!

              You guys, you need to understand one thing south Sudan is not yet a independent country where by chief of general staff could make his proposal in conjunction with his president to purchase military hard ware and unanimously accepted by ministry of finance without objections, that is quite different with us in this current situation of Sudan.In that case, the government of South Sudan has to budget the little budget that is released by the central bank of Sudan to purchase its army which is not in the interest of our partners from the north and its collaborating militias who don’t know the destination of South Sudan.

              In conclusion, I would want to say that hiring Israel,USA and British although it is good a suggestion need much money and everything is always start from the lowest point.Take an example of a poor farmer,if he wants to cultivate his farm, he does not start cultivating his garden with tractor he must start with hoe to reach that rice people.

    south Sudan government give up the ILEMI TRIANGLE to Kenya and they won’t ask Kenya to give it back????? Why?? because it belongs to Equatorians and not Dinka???

    It’s better for Kenya to stay away from south Sudan otherwise they should have learned the lesson from Uganda when they interfered in south Sudan conflict and fought neck to neck with SPLA against the government and now they are paying high price and LRA is still alive and Mussevini knows who is supporting LRA but he failed to do anything! stay away Kenya before we loose our temper!

    Yes, the Army of South Sudan (SPLA) needs to be properly trained into a standard of a conventional army. Kenyan Army has decided to start this good work. This is a good step forward to prepare the South Sudan for independence. The SPLA needs to defend the new South Sudan boundaries from the enemies of freedom and human dignity.

    President Obama’s Envoy to the Sudan, Mr. Scott Gration, and Mr. Commander Roger Winter have already convinced the USA Pentagon to assist the Army of South Sudan with trainings and the necessary logistics, and that has been a very good news too for those of us who are die-hard separatists (be it by ballots or bullets). I hope what Kenya is doing is part of the USA Pentagon’s Good Will to upgrade the defensive capacity of the Army of South Sudan. I hope it is not a purely Kenyan initiative so that we rule out any element of corruption tendency in this good move from an African neighbour. We don’t want to risk the money of the Army of South Sudan to mysterious disappearance and ending up in Kenya without any good work left in South Sudan.

    It should not be ruled out that Kenya shall be afraid to make South Sudan Army stronger because this might be a threat to them in future when the South starts to demand back its part of the land (the triangle) that has been taken by Kenya in the past. Thus, USA should be present where Kenyan Army is training our gallant Army in the South. This should not be left to Kenyan alone as they may have ulterior motives against the South.

    While Dr. Riek Machar is trying his best in Khartoum to ensure a just and fair Referendum Bill to be enacted into Law in the coming sessions of Sudan Parliament, Mr. Nhial Deng should also try his level best to prepare the South Sudan army for any eventuality of CPA collapse. The people of Southern Sudan should be alert for both opportunities and means for secession and independence of the South.

    As the Southerners prepare their peaceful democratic power by use of Referendum Law, they should also prepare their violent military power by training in heavy military weapons. It is not enough to buy these weapons otherwise they shall get spoiled before they are tested; you need to train keenly too those who shall use them. Having best weapons without proper skills to use them is not a good idea; it is an incomplete endeavour!!! The South should even go further to train technicians and engineers for these heavy weapons so that they could easily repair them in case of any damage.

    Long Live the Army of South Sudan (SPLA) with standardized training and professionalization!!!
    Long Live the forthcoming Independence of South Sudan by any means!!!

      The minimal inquiry I wish to add is, defense minister may not react promptly over the issue of operating air force by SPLA as you quoted because there ’ll never be any negative effects of using that yet positive ones.

    brother jalabi iam sure this people are just scared and have a arabphobia first of all spla is far far better than the kenyan army in terms of equipment weepons and far better in terms of personals as trained army because a soldier who is active in fighting is far far better than the idle one and more over poorly equipt i think the whole thing is about more stealing from the allready scarce resources of funds what iam sure about is the fact that the spla has a very well trained officers whom they should take that responsibility of training their own army and let me ask a simple question to the mad comentors on this poor website . how can you buy weapons from okrania without asking the supplier to provide the training/

      MALARIA is caused by too much sugar "WRONG’, (it should be annophel mosquito).

      SLEEPING SICKNES is caused by tsetse fly "correct" (that is true only.

    I think the idea of Kenya training the South Military is a good idea because they were the one decided to help. For example, Last four years ago if I am not mistaken, the South Sudan has contributed 1 million dollar to help Kenyan as a feedback on their support on CPA. Let not forget that we are Kenyan and Kenyan are Southern Sudanese. However, let except their offering to train our Armies.

      I am told by a reliable source that, the chinese are now processing and issuing ID cards for SPLA army while the Kenyans are training the officers and controling the military archieve. This act by the SPLA leaders is wrong thus, harming the national security of South Sudan. The good act should have been, selecting the best officers to be trained out side the country and they will in turn train their colleagues, issue the ID cards and running the military archieve.

        This is the long awaited development and aspiration of SPLM changes for the whole Sudan. My friend Parama, it is worse mentioning that SPLA will be the most strong and defensive army of Sudan if unity is made attractive and for S. Sudan if secceed.
        I am very pleased to learn this good news my friend when we fought, there was no help from Kenyan and even now Kenya is only helping in Training and not by providing militarily as Iraqi and all arabs countries were doing to GOS during war time.
        We do not even dream of China support leave alone giving IDs to our soldiers. This might by an agent of Chinese company that is doing that work and a Southern Sudanese national.

        Please be informed that this is a new era of S. Sudanese generation.
        Thank SPLA new leadership for your achievement do not be veered by the first corrupted commanders who used to divert the soldiers money into their pockets.
