Juba’s demand of international arbitration aims to fail talks, Sudan reiterates

June 24, 2012 (KHARTOUM) —Sudanese delegation in Addis Ababa talks once again accused Juba of seeking to fail the ongoing process after statements by South Sudanese official about resorting to international arbitration on the disputed border.

Nhial Deng Nihial told reporters last Friday that his country wants that the issue of disputed areas on the border be settled through the international arbitration as the parties have failed to reach an agreement during bilateral talks.

Earlier this month President Salva Kiir disclosed in a speech before the lawmakers he wrote to the African Union Peace and Security Council members about this demand. "We are prepared to subject our claims to scrutiny," he added.

Omer Dahad, spokesperson of the Sudanese negotiating team said on Sunday that such option indicates a prior decision to fail the negotiations. "The issue which is of concern for the Sudanese party should also raise the concern of the international community," he added.

The spokesperson pointed out that the proposition of arbitration came from Juba and not the African Union mediation, adding the parties have many other options before to resort to the international justice.

Nhial said they hope that Sudan accepts this request because the international arbitration requires the consent of the two parties. He stressed that South Sudan refuses war and considers negotiations over this issue are deadlocked since six years.

President Bashir in a speech before a women conference in Khartoum on Sunday said that his government made concessions in the past to the South Sudan because it was hoping to preserve the unity of the country, but now after the secession there will be no more concession to Juba, he said

The two delegations at the level o the joint political and security committee did not yet agree on the operationalization of the Safe Demilitarized Border Zone (SDBZ). However they reached an agreement on the activation on the Joint Border Verification and Monitoring Mechanism (JBVMM).

Dhab further told the official SUNA that the experts agreed that the buffer zone will span 40 kilometers to the north and south of the border. The mediation initially proposed that the demilitarized zone will be 10 miles from the two sides of the common border.

He added that the experts also agreed on the definition of "cessation of hostilities" but he did not elaborate.

Khartoum demands that the SPLM-N rebels in Blue Nile and South Kordofan be included in the security arrangements saying they are under the command of South Sudanese army, but Juba refuses such request.

Sudan also demands Juba to expel Darfur rebel groups saying their camps are now inside the South Sudanese territory.

    Ou South Sudanese delegation is doing a great job so far. These black Arabs are cheaters. they just want to emulate the cat and mouse fight of their terrorist counterparts in the gulf.
    No inch of south sudan land will be enacted to the mosquitoes to please them. The border will be defined based on the 1956 maps not the 2011 ones! Anything less than that is a declaration of war.

    Why fear so much to take the issue to the International Arbitration if you know that all your gov’t is claiming is true? Khartoum should know that is what it takes when you think you can cheat others over their rightful ownership. I sure you Northerners, until you’re honest about this border issue it’s not going to be easy on u. South Sudan is a country on its own and its entitled to its belonging

      North sudaneses are really making fools of themselves,was it not the same arbitration the claim to have given them panthou?they would have be the first people to called for arbitration if their claims were valid.retards,this is what will happen;pca will call in britain,the real map will be produce base on 1/1/1956 and you will lose all the 10 disputed areas.

    Terrorist are always against international justices. Why reject international arbitration if not in fear of having lied to the world about the ownership of lands that belong to S. Sudan? Is there justice in Islamist Dictionaries? ARBITRATION is the last destination of those disputed areas if the world is really pressuring for peace b/n the two sudans

    Well, it is important that, if the AU wouldn’t breakt hrough deal between two Sudans then, International judges is another way which will look to see evidence other party claim the other. All proofs are there with South Sudan but in the North Sudan party they couldn’t provde this is why they try to refused going ahead to International court. Sudan Mininster defence said,his SAF are inside S.Sudan

    Taking this case to International Court make Sudan government very scared, because they refused to comply with the International law in the first place but Khartoum regime will have no choice to go there any way.

    In time of Britisth colonal, Sudan actual was divide in to South-North and was not South-Sudan. North Sudan agree the borders of 1/1/1956 and now they are deeply 40km inside South Sudan

    One wonders what sort of border Jallabas want people to negotiate on since 2005. We know our border with North Sudan has been there before their pseudo-independence. Use pre-1947 map to settle the border issue or else justice can be best served in the ICJ- Hague otherwise the alternative a mightier response to Jallaba. People are more ready for it because they understand that better.

    For NCP thugs to cooperate and for the security talk to go ahead smoothly to bear fruit to both countries, oil pumping in contested areas like panthou, Abyei n many other areas need to be shut down. If not then NCP will continue buying time knowing that oil is flowing for them. This should be the next agenda south need to put on table with African union and UN.
    what can these NCP crooks do....
