Jonglei state starts intertribal reconciliation talks

May 10, 2009 (BOR) – The long awaited peace and reconciliation conference for Uror, Duk, Nyirol, Ayod and Twic East Counties kicked-off today Sunday in Jonglei capital Bor with calls of permanent agreement.

Jonglei Governor Kuol Manyang Juuk called on local leaders to reach an agreement that would challenge "enemies of peace."

The five counties represent two major tribes in Jonglei State – Nuer and Dinka Bor and though, reconciling them would mean a significant breakthrough in solving the tribal conflicts.

The peace conference, proposed by Jonglei State in collaboration with Pact Sudan, is facilitated by Reconcile International. Communities’ chiefs, Commissioners of the various Counties, Parliamentarians from Jonglei State, South Sudan and National levels as well as UN agencies are attending the 5-day talks at Dr. John Garang de Mabior Institute of Science and Technology.

The chairman, peace organizing committee Mr. John Jock Chol who is also the State advisor for peace and development challenges the Counties’ delegates to make history for the time to love one-another has come.

"The best time to love is now….because you don’t know how long you will have the opportunity," Chol said.

"A peaceful world is the greatest heritage that this generation can give to the generation to come," he said adding "to make this precious inheritance a reality, men and women of good-will must work together to make Jonglei a better state."

Tribal relationships twisted rough after the signing of the Sudan’s Comprehensive Peace Agreement (CPA) between former rebel SPLM and the government of Sudan in 2005. Thousands of people lost their lives as the result of ethnic conflicts.

With six difference tribes of Nuer, Dinka, Murle, Anyuak, Kachipo and Jie inhabiting Jonglei, the State has suffered severely from cattle raiding, child abduction and competition over grazing lands in the last four years of peace but worsens in 2009.

Duk County and Lou Nuer Counties of Uror and Nyirol in particular have unstable bounds especially after the latest attack on a business car near Poktap in Duk County on January 11, 2009 where more than five people were killed.

SOUTH SUDAN MUST COME TOGETHER

But do politicians complicate intertribal conflicts? Hon. Peter Gatkuoth Duop, Uror and Nyirol member of parliament, South Sudan Legislative Assembly denies political role in the ethnic contest.

"It’s not necessary to politicize this condition…for Uror and Duk Counties are one community," he said. Both sides should be committed to end this conflict, he stressed.

Former Governor Philip Thon Leek, Sudan’s Minister of transport, roads and bridges Government of National Unity (GoNU), who hails from Duk County and having a blood relationship with Lou Nuer community, says "it’s shocking to hear of conflict between these communities [for] we are mixed."

Like fellow peace seekers, Mr. Leek urged the communities to forgive the pain caused by 1991 clashes. The 1991 Nuer and Dinka Bor conflict followed a split of SPLM in that year. Thousands of people lost their lives as many more properties were destroyed.

With the historical 2005 peace accord, Jonglei state is yet to end years of misery but "we must agree," he argued. "The ultimate aim is to agree. We have agreed with the north, why not among ourselves? Why do we die when there is peace?" Leek wondered.

Minister Philip Thon Leek was removed from Jonglei Governorship in December, 2007 in a move thought to have come at a climax of tribal hostilities. Much as 2008 was generally peace - the first year of Governor Kuol Manyang, the real peak of tribal contest appears to be 2009 where over 1,000 people died in the first quarter of the year.

Jonglei sought forceful disarmament and deployment of South Sudan army between tribes but Juba is yet to respond to the demand of state call for more troops. In 2006, Lou Nuer Counties were forcefully disarmed leaving them vulnerable to surrounding the communities.

Jonglei must make peace, Gov. Kuol said at the opening ceremony today giving a huge responsibility to chiefs and areas representatives.

"The responsibility of chiefs and intellectuals is to ensure that their people leave in peace. That is number one," he said. If Jonglei don’t make peace, Mr. Manyang says, "Who will make it for us?"

Without mentioning any particular group, Gov. Kuol said: "The enemies of peace want to fight and continue killing ourselves. We must reject that." By saying "we must reject that," the Governor refers to those who supply ammunitions for feeding AK-47 that remains at the hands of civilians following 21 years of South-north conflict.

Counties leaders will now discuss the ways to share resources mainly in dry-season, grazing lands and hatred among tribes worsened by possession of arms. Without doubt, disarmament is going to be an issue to discuss.

    Yeah, yeah, Philip Thon Leek have said this and that, but what is that going to help though while you were the people who ran your mouths on him because of the tribal fighting. Shock now, in Kuol more than thousands died then in Philip’s time. Please give us break to leave Philip Thon allow in his job in Khartoum.

    Fake your peace and the time will shame you wrong for any decieving of yourselves. 1991 massacre of Riek Machar have nobody can bent it right but Riek himself to explain if not repent.

    That peace will not work no matter what efforts you folks lie to put on to.

      you’re right on that when you said peace will never come regardless of those politicians dreaming about it. As such, any community has a right to arm itself to teeth in order to protect itself from all form of enemies. The GoSS failed to order its Army and conduct what we call disarmament as it was started with Lou-Nuer back in 2006.

      But you’re wrong because no Gat-raam-mi-raan can repent before the coward Jaang/Slaves let alone Dr. Riak Machar Teny-Dhurgon. You better do whatever you think can please you rather than expecting him kneel down before you.

Some one would guess the way you take things may reflect what other Nuers who are rational take thing which is not the case when it come to reality.           I know people who use to posted their comments on this website have not face the danger of 1991 you reffed to be Bor Masacre by the Nuer.

          How will the Nuer reffer their death toll of 1991 to or how they are going to call it? for me i said it is a very dirty game that cannot be repeated by those who love peace to prevail in the region that,s why some of our community leaders are now trying to resolve the conflict.

          Please go back and reread the article thoroughly because you seem to have not understood what Philip Thon was saying. He wasn’t saying we should retaliate as to what the Loun Nuer have done to Murle of Pibor, but rather telling our communities to forgive one another regardless to 1991 massacre of Riek Machar. What ever to you slob if you are shamed to talk of it, but me, Thon and many other concerned fellows weill keep talking of him whether you like it or not.

          Regarding Kuol, I wasn’t saying he is mad as you called Philip Thon Leel, nor am I dissatisfied with his government either, but rather saying I’m shock to hear of more death toll in his time than on Philip Thon’s.

          Your other questions are not worth to answer because they are not well arranged and asked, so one again go back through them with out been moron and asked me of them. You are one of coward in our community which Kim is trying to refers the enter community as coward because of you.

          I hope you guys boiled up it because it will reach to all. Whatever assumption you all have, the reality is no one like to die or see the love one being killed or dying. If some might be of that psychological drift, well we will see it in long term. This is not a matter of reconciliation, but a commitment to the reconciliation. Let’s just watch and see who will breach that reconciliation? We might be trashing each other at the expense of reconciliation, but let us not be consumed by unsatisfy ego. No one will conquer the other even though they foolishly believed. Let peace prosper and let’s grow as a society. Stop the psycho-talk.

      peace is posibble whether we like or not because that is what the people of jonglei want. they have suffered the most more than any other people in southern sudan. there is a transition from military mentality to democratic one where citizens of jonglei will no longer suffer because of one or two politicians interests.
      wehn roads are opened up and link all tribes in jonglei people will interact and learn that there are more reasons for them to unite than separate because there will be alternatives to cattle keeping.
      disamrment is very important. philip thon leek policy for his plan for jonglei state to achieve development was security, education and infrastructure; and this could only be achieved when civilians carry no guns and so the need to disarm every one. the first people he disarmed were dinka bor( twic east and duk) then gawaar and nuer lou. murle was next when the army commander in wanting to imitate prophet Ng’undeng prophesy delayed the army in Akobo until the rainy season. on trying to disarm the murle again insentive and cruel politicians condemned it saying its a dinka massacre of murle, so thats how the murle are not disarmed, now they used this to terrorise dinka and nuer and they forget that we are not in jonglei to make war but to prove to the world that we are here to live peacefully and develop our land, a chance which khartoum has denied us. besides if dinka want war with murle or nuer wants to fight murle then the game of numbers is there and that will be like russia fighting georgia which is not right. and to our brothers nuer, stop hating the dinka for no reason; we are all nilotes and your aggressiveness is needed to fight khartoum or outsiders for the war is not over so don’t jump and praise your white army for killing thousands of dinka bor in 1991. Riek Machar is no longer happy about what he did so who are u to continue supporting a long forgotten war that was ill-motivated.

        No peace is not possible whether we like it or not because it’s not a must but a choice. It has to come from the entire people’s hearts but not from the individuals who are denying the core of the problem at first place in order for their cowardness and to benefit now. Call it a peace but it will not work since we are lying to ourselves, history if not time will shamed us wrong in the near future.

        How did you know Riek is sorry for his 1991 massacre Bor? Did he repent to you behind door that he is sorry? If yes, then why don’t he come out publically to jonglei Dinka and repent for what he did if peace is to be given a room in our hearts?     Frankly speaking, the enemies of peace are people like tribalistic Philip Thon Leek who want other tribe to be disarmed while arming his own tribe. Matter of fact, how many guns have been collected from Bor? Not even a knife and they want others to be disarmed that will never and never happen.

    For peace, yes we love peace but you can not call for peace when your own tribe terrorized others in the capital, how many Murle, Anyuak or Lou Nuer own shops or homes in state capital Bor? none.

    Are Bor going to stop harrassing other communities on the roads? that need to be answered before we single about peace that will be ruined by people like Philip Thon themselves. Bor civilians are innocent, but the leadership failed to address all those thorny issues and they blindly expect peace to stay in place I don’t understand how?

    Let share everything equally include constraction of roads to all counties, let stop harrassing people on streets an d in markets include Juba and let stop all those false charges against each other. Otherwise we are talking to the toilets.

    The Peace between Lou Nuer and Murle is easy but peace between Murle and Bor will only come if Bor stop cheating and harrassing people in capital which belong to everybody.

    They need to stop touching any Murle property even a cup of tea or one cob of maize on the way to Pibor period, and we will leave them now alone. Otherwise, we can not accept any peace brought to us as insult.

          Loding you are right and wrong in sameways. It will be the end of Dinka if they don’t leave out what they called wait and act for defense when they almost fall under enemy control. They will be more strong if they act immediately to any situation. Dinka need alot of gangs that can act violently with these tribes if they wanted to do such things. Especially, Nuer and Murle are like goat they need hard treatment in order to bring them into peace as result of surrender. You will not going to see any end of Dinka if they do that.

            There are many lies here. But first you must understand Murle was not a militia fighting for arab but a tribe formed its own military to destroy Dr. John Garang because Garang Killied the Murle Lawyer called Lokurunyang Lado in Boma in 1984 for not voting for him(Garang) but Akon Atem as spla/m chairman- in-c. The Murle army sweared to fight until Garang is killed then they will join the spla/m which they did. Arabs gave guns to Murle because they will be obstacle to spla in many ways. This is how Murle military was born.

            coming back to your claims below, murle military were about 35000 when the CPA was signed in 2005 but since Garang was not dead yet as Murle promised, some of the commanders like James Wani within Murle forces had argued with Ismael not to join spla. This is what divided the Murle forces such that some of them joined SSDF while others stay home and the rest intergrated to spla/m.No one was given firarms to distablize cpa because cpa was just signed in 2005. No Helicopter brings any ammunition to Murle as you said.Murle use old ammunition and guns. It would be good if those wounded Murle were to be taken to Kosti as you want people to belief.

            Yes, the war shifted to just killing as a responds to Lukwangole masscre by Lou-Nuer youth. Murle have to ambush cars and people of Bor so that the police in Bor town stop harrassing Murle, allow cars to Pibor from Juba to pass free through Jongolei Capital Bor. Murle are dictated to do all this lots of work! Those tribes surrounding Murle change their mental thoguhts without learning in hard way. These are Murle they are dealing with.I don’t know those other ones of Dinka Bor, Dinka Duk, Nur Lou and what is their conflict.

            Mr. Network, what do I meant by the end of Dinka? Once we got the seperation of south Sudan, Dinkas who now own everything in south will be tackled by non Dinkas in south and they will never see any leadership/money again. That is why Kiir created this corruption to destroy and take Southerners bacck to United Sudan so that he and Dinkas remain in power in South Sudan and get help from Arabs in Khartoum. Now, you know what I mean? Now I am glad you hate the north as well if you meant it. Okay help us tackle the "born to rule" masterminds...

              thanks for attempting to respond to the real cause of the conflict but u have to accept that murle still have over 17000 troops well armed, with well with coordinated communication systems aided by satellite phones through direct supply from khartoum into man awan, man ayak, gadiang areas.

              no police harrass murle in bor but there are evidences of murle soldiers leaving barracks around bor to go and kill and abduct hence angering residents who are the victims.

              peace will be there when murle accept other tribes as brothers and interact with them; because at the moment murle is still backward in terms of education and lack expossure and hence consider outsiders as enemies. in history murle have four divisions namely: murle (murle in question), elements of (Didinga, lopit and Taposa), Kalenjin of kenya while the forth group got absorbed in Nuba. all the three others have done well in their respective areas as far leadership is concerned so am optimistic with integration of tribes in southern sudan murle, dinka and the nuer will possibly live in harmony one day.

              u talk of end of dinka; i want to let u kno ur are very wrong. first, the dinka are 50% of southern suda, or 17% of sudan coming second after the Arabs, nuba, and beja. the second largest are the Nuer whose women and children u r killing and abducting now and u stil dream u will unite with them against the dinka. for the last 50 years murle have not respected and treated any tribe in southern sudan as your ally; u kill and abduct from the dinka, nuer, equotoria, anuak, kachipo, jie, and even ethiopia so where do u think u will get allies after 2011.

        the conflict between dinka bor, especially dinka of duk and nuer lou has no base. the reason is not land as others might think, since the great movenment of Naath from western upper nile to their current land cutting across the dinka cutting the dinka Abiliang north east and dinka bor central(hol and nyarweng) and yet their were no conflicts. 25% of Nuer Lou is made up of Dinka duk and co-existed harmoniously before, though some politicians across both sides incite innocent people and infact all of of you whose comments are tribalistic are the equally the perpetuaters of violence. when an illiterate youth from murle, nuer or dinka hears your sentiments condemning the other tribe what do you think he can do if not take arms and fight. why do you kill our loving citizens with your mouth everyday and yet you claim to be patriotic to peace in sudan. why do your through comments you cannot defend agaisnt politicians. this goes to all who have an opportunity to comments on article on sudan tribune.

    I am 100% sure some of you will have fatal heart failure when things are going to break down to the other wing. Mind you, southerners have become very tough and very beligerent to face any criminal who tries to steal their money or who had simply, foolishly claim to be the only cleaver animal in the world because the world of cheating and neglegence has passed.

    Seriously, we are going to bring you any book and open it wide on the table and let you go through page by page and compare what you people are doing against others or state as a whole with what international law want every nation to do to her cititens if at all your tribalistic government had actually done something compatable with the demanded system.

    English says, lies has short legs and that fully applied to your weak governance.

    But people like you will never recognize the face of truth till your bottom is heated up by fire. You try to lie all you want but the answers still come the same. You can patch baseless stories by linking other tribes with arabs leaving Abel alier to represent NCP as you want, because we don’t give a damn. The policies of lies and breaking people apart is dead three four years ago.

    Try to clean your ears or keep them full of wax for southerners to clean.

      Like it or not, Dinka will always have considerable size within South Sudan’s government... Recent census result indicates that Dinka amount to four millions out of 8.2 millions Southerners. Joseph Lagu, in his presidency for High Executive Council, tried his best to "trims Dinka" to smaller size but fail. Separated South, under whoever will always bend to Dinka support!!!

    I would like to comment on all of the responses to this article. I am an American looking to come to Sudan to help with the rebuilding of the south. As an outsider looking in, it seems that there is so much hatred and anger amongst the tribes that there is no way that any outside assistance, company or even country would want to consider coming there to help.

    Can someone, anyone respond as to how we are to feel safe coming to Sudan when there is no hope of peace when even the tribes that live among each other on the same soil can not work together to find it?
