Deadly clashes in Abyei on first day of South Sudan referendum

January 9, 2011 (JUBA) - A series of clashes over the last three days involving local police force and armed elements allegedly associated with members of nomadic tribe of Misseriya , in the oil-producing region of Abyei has left an unknown number dead.

Yesterday Khartoum-based Arabic newspaper Al-Sahafah reported the more than 49 people were killed and dozens wounded in the clashes in the disputed area, although this has not been confirmed by the UN. Reports over the cause of the violence are not clear with different reasons put forward from both sides.

Al-Sahafah reported Sunday that, nine people of those killed from the Dinka Ngok ethnic group, while the rest were either police of members of the Misseriya tribe. Both sides accuse the other of attacking first. Reuters have reported that a UN official has confirmed the clashes have taken place but have not confirmed the number of killed or injured.

Dinka Ngok sultan, Kual Deng Magok, said the clashes erupted after the Misseriya attempted to capture the village of Macare and that Southern security forces had been ambushed.

But the senior Misseriya leader, Hamdi al-Doudo has said the clashes were triggered by the southern army (SPLA) moving up to 1,500 soldiers into the area, which the Arab nomads regards as a route to grazing fields.

South Kordofan Governor, Ahmed Haroun, has called for an immediate cessation of hostilities.

Speaking to Sudan Tribune from the oil-producing region, Juac Agok, the acting SPLM chairman in the area, said armed groups camouflaged as nomads killed 28 local police in a series of clashes on Friday, Saturday and Sunday.

"[An] armed group possessing heavy artillery and tanks launched series of attacks on police posts in three different places in the area on Friday and Saturday. They also attacked the same and additional three other locations today," said Agok.

Agok said the clashes occurred in Maker Abior, Miakol, Todach and Shegei.

"They launched heavy attack on the police post today (Sunday) at 11 o’clock this morning at Maker Abior resulting into the killing of 18 on the side of local police and injury of 20 others. This occurred as [a] retaliatory attack, after the Friday attack, in which one police was killed and 9 others in Todach on Saturday," said Agok.

"On their side, we do not have accurate information but we have reports that 22 were killed from today’s attack at Maker. The local police who conducted sentry surveillance at five o’clock today found a lot of dead bodies. I am told 19 bodies were found. This was the clash of today. As for yesterday, 20 were found killed," he said.

The official said that some of those believed to have sustained injuries are taken to a local hospital in an area called Balilal outside of the Abyei region.

"Balilal is a one of the localities under south Kordofan state at the corridors branching to the way to Kadugli and to the north from Abyei. It is in the middle serving as the headquarters of militia group. This is where attacks against Abyei and other places in the south are planned," explained Agok.

The senior official of the southern ruling party in the area also said that 13 were injured on Friday and a further 18 members of local police in Saturday’s attack.

The Abyei administrator, Deng Arop Kuol, also in an interview with Sudan Tribune from Abyei town, confirmed the clash but gave different casualty figures.

"Yes, there were clashes starting on Friday and again today. The armed group best described as Missiriya tribesmen launched series of attacks on civilian settlements in three different locations."

"They attacked Miakol, which is about 18 km north of Abyei town, killing at least one on Friday and 9 others on Saturday. 13 were also injured and 5 today," said Kuol, the Abyei chief administrator.

The top local official, however, said that he and his northern counterpart, the south Kordofan Governor, Ahmed Haroun were ready to find a settlement to the conflict.

"Governor Ahmed Haroun was here today after traveling to Muglad for talks with members of the Misseriya tribe who are currently engaged in these attacks. In our meeting we have discussed and agreed ways forward to stop escalation of these attacks to large scale."

"On our side, we have agreed that our local police will not proceed but remain in their position. Governor Haroun also assured that he would ensure nobody from members of the Missiriya should again launch another retaliatory attack on civilian population and police post we have agreed to find immediate settlement at earliest possible so that peace is restored and movement between the two areas resumes immediately," Kuol told Sudan Tribune from Abyei.

Quizzed on what could have triggered these series of attacks beginning on Friday, Kuol said members of the Missiriya tribe and their leaders reported to have received false reports that the Dinka Ngok were planning to unilaterally declare returning south since attempts to hold referendum in the region have failed.

"The cause of attack is nothing than about false reports that the Misseriya received information that the Dinka Ngok was planning to unilaterally declare returning to the south since attempts to hold referendum as stipulated in the comprehensive peace agreement have failed. They (Misseriya) say they have heard reports that the Dinka Ngok were planning to hold their own referendum today so that they can return to the south and so were trying to deter voters from voting," said Kuol.

Abyei should entering its second day of voting in a referendum on whether it will join the south in remain in the north. The plebiscite has not taken place due to a dispute over whether the Misseriya, who enter Abyei for a few months each year to graze cattle, should be given the right to vote.

Sudan’s ruling National Congress Party (NCP) has demanded the Misseriya be allowed to vote, while the Sudan People’s Liberation Movement (SPLM), which governs the south says that only the Dinka Ngok have the right to participate.

Hassan Musa, a leader of one of the sections in Misseriya from Awalad Kamil, categorically told Sudan Tribune from Muglad, a Misseriya stronghold, that they will not accept holding a referendum in Abyei which does not include their participation.

"They should forget a dream to hold a referendum which does not include our participation. The SPLM think they are clever enough and powerful to take Abyei without us. This is false. They will not take it. They will go with it when we are no more existing if this is what they want," said Musa.

Musa accused the SPLM of planning to unilaterally annex Abyei without their participation, a move that Sudanese President Omar Hassan al-Bashir warned could see a return to north-south conflict.

Musa the SPLM had “refused peaceful settlements by wanting to take Abyei without referendum because they have refused to accept our participation in the referendum vote."

He warned that the Misseriya would resist such a move. "They will only take it when there is no more Misseriya. They will only secede once we are finished," said warning another attack. We will not stop seeking our rights even if it means launching additional to acquire our right," he said.

He said armed soldiers from the Dinka Ngok attacked them on Saturday as some of their clan members were trying to take their cattle to water and grazing areas in the south.

A spokesman for the northern controlled Sudan Armed Forces (SAF) in statements to Reuters has accused the southern army the (SPLA) of arming the Dinka Ngok, while "the Misseriya fought alone," without assistance from the SAF, he said.

      First of all sorry for the grandpa of Abyei (Chief Majok) who traded Abyei to be annexed to the North in 1905. Now the Abyei youth should be ready to defend their land instead of crying to Gen. Peter Gatdet Yaka when things get ugly while their commanders such as Gen. Pieng Deng, Kuol Deim Kuol and Deng Alor plus Luka Biong are just enjoying beer there in Juba. But this is not my main topic now.

      Do you know how to row a Dinka last boat across the river from Arabs shore (united Sudan) to Nuer+ shore (independent South)?

      We will continue to tolerate you until zero hour when our final freedom is achieved. Why, because we know who you are culturally from your grandpa to your offsprings.

      Some of you even dared to question the wisdom used in tolerating you (while corrupting) and dragging you slowly to the freedom day.

      Do you know how to shoot two birds with one stone? Well, it was Dr. Riek Machar whom you hated for correcting your past kings and turning the direction of the ship to the right path (self-determination in 1991).

      When Nuer leaders+ understood that Garang was for unity with Arabs if granted leadership in the South, they looked for other smart ways to completely turn the whole southern ship around to path of self-determination. This was to bring both Bashir (North) and Garang (South0 to self-determination.

      In 1997, Khartoum Peace Agreement (KPA, now CPA) was signed: Bashir was forced by the mother of all strategies designed by Dr. Riek and committed himself to the right of self-determination (first time in Sudan’s history). Bashir thought by doing so, Riek would be his permanent ally. Riek strategically "landed on his feet" as written by Western writer in his book. He smartly took advantage of Bashir’s desperation to win his alliance by deeply inserting the issue of self-determination with Bashir as the condition for the new alliance.

      Bashir accepted the condition thinking that he would run away from it one day. Dr. Riek knew that he would cut off the alliance with Bashir when the time was right after planting the issue of self-determination with the government, northern political parties, international community, people of the South, and then Garang.

      The self-determination commitment by the North, which they thought would run away from, got stuck with Bashir’s government as the pressure on all directions began to mount. The latter (Riek’s strategy) succeeded, but the former (Bashir’s belief) discontinued. Self-determination has got stuck in the vocabulary of Bashir even after losing Riek’s strategic alliance.

      The next was how to bring Garang to his senses. Late John Garang was forced by the international community and South Sudanese (as expected in the strategy process) to reunite with Riek on the basis of self-determination or lose support. (You know he could not survive without support). Riek traded leadership with self-determination by telling Garang to be the leader with the condition that he accepts self-determination as twin vision with his so-called united new Sudan.

      Well, Bashir’s alliance with Riek has failed as was the leadership of Garang. But self-determination has survived!!! This is what we are celebrating today, 9th January.

      Some argue why Riek did not sign any of CPA’s protocols. The answer is simple. Accordiing to the Nuer wisdom which your likes would never understand. Riek wanted you people to be proud of CPA on his self-determination to referendum so that you don’t spoil it using the so-called united Sudan.

      Perhaps he wanted you to feel the delusional ownership of the CPA on self-determination so that you support its implementation in full.

      Even when your greediness, known to all southerners and the whole world surfaced in 2005 by forming the government with most of your tribe in the government, the Nuer wisdom which knows your culture tolerated you so that you eat and corrupt to satisfy yourselves in order to support the match to referendum. You would have spoiled it if you were not allowed to eat like orphans from the Nuer oil money.

      Thanks to God that Salva Kiir is alive and well until the voting day because without him, your likes (Dinka) who believe in ’Benydits’ would have lost hope and vote for unity. You would have refused an independent South led by non-Dinka. The Nuer wisdom told them to allow the Dinka to eat in order to be carried by the wind of separation.

      Well, I am wasting my time lecturing to people who don’t have the guts to understand the deep wisdom of the Nuer.

      We congratulate ourselves for carrying you on board of separation and in the process destroyed the so-called united new Sudan, your vision which was after second class citizenship. Garang was baptized in the name of separation when he finally confessed and told the people of South Sudan not to vote to be second class citizens.

      Our goal is to achieve independent South no matter how we tolerate greedy species through giving them the hope of eating for ever even during independent South.

      After independence, well guess what.......Good governance and accountibility shall be the next goal. Will "banydits" survive an era of good governance and accountability? I guess not because the culture of banydits based on slave-master relationships plus corruption and lack of equality-oriented cultural value will make it difficult for them to manage.

        Gatwech, Dr.Riek has surrendered himself to Dr.John Garang and the splm/a without consulting any single commanders or nuer community leaders about his decision. you keep saying, Late John Garang was "forced by the international community and South Sudanese (as expected in the strategy process) to reunite with Riek on the basis of self-determination or lose support." This is absolutely riddiculous and at totally wrong mr. gatwech. When Dr.Riek signed the Kartoum Peace Agreement with bashire in 1997,why the international community did not forced Dr.John Garang and South Sudan to reunite with Riek at that time on the basis of sel-determination? Mr. Gatwech that Khartoum Peace Agreement was a propaganda, Dr.Riek himself know more about it,but you Gatwech claimed it as a peace greement. when that Peace Agreement was signed,what role did Dr. Riek play on the basis of self-dertermination at that time? He been there in Khartoum for four years after he signed the Khartoum peace Agreement,but he didnot excuted the strategies of self-determination, even single one, he didnot. He just followed Bashire’s ideas as he was treated like a child. that embrassed and sad.

        I am always bewilder about what you want to achieve through your writings whenever I read your commands. do you want to lift your tribe over other tribes, or joking? I was looking forward to the young leaders who could see every tribe in South Sudan as important as his/her own tribe. I thank God who place each tribe in Southern Sudan with different capacities of leadership to lead our people despite of their tribal background. SPLM is a national party which is made up of members from different tribes all over Sudan yet it is not a tribal party. H.E Dr. Riek Machar is a member of SPLM and not SSIM so please don’t open the past wounds in the history of this leader, he understood his mistakes and came back to the right path, so let him regain his former respect and popularity among Southerners as a hero in the movement. he is a national leader not Nuer else he could have been appointed as one of the Nuer chiefs if you want him to lead Nuer. Please I beg you to stop hate language and let’s work together to promot our expected State.

      please open your eyes and be optismistic to what Jalaba is doing in Abyiei,other places are now out of arab opinion but Abyiei is now the entrance point but i could blame Abyiei native elders if they were having one faith of coming back to south,i do not think that choice of holding their referendum I.e seld-determination by which the either joint south or north could not be happening but still we could not give up because some of the strong liberator in SPLM/A are from Abyiei and they are very encourageable people in the movement.misseriya complaint could not be considered,Jalab is Jalaba whoever smell like Arab could not be given right in place belong to southerners.iam wander to-day what happen in my polling centre,the one who have been insisting complaint during registration as centizen of Abyiei has accidently vote to-day for unity.Abyiei belong to Dinka-gok and this is why all dinkas are deminish in Abyiei.dinkas are they supernature creatures over the world but others tribe could not feel dominant but personnel pleasure for his own creativity as the single and odd.

Wake up Gat wich, Riek was not included in the CPA because the man was just back from Khartoum and that Southerners did not have trust on him.     I think you guys are spoiling people with idea that Nuer and Dinka are the only people bring us CPA. I think we have to finish with arabs before we can settle our differences, as Omar just said he knows what will happen in south in very nearest future. Omar just left Halib to Egyptian which was not belong to them one day, you never asked yourself why, Abyei is our land which your fools sold it to northern 1905 for salt you should used all peaceful way to get it back and remember your grandfather slot it. If it is like that way you think, Russia could still ask America to get Alaska back. We don’t want war anymore we just have to deal with them politically we will get our Abyei back.

    Misseriya tribe from the arabs community i would like to tell you that, the lose is from side if you accepted to take Abyei by forces you cannot a total those whom push you are looking for oil and you are looking for water and grazing your animals instead to begging them to you let continue coming you fought them.

    Dear southerner sudanese i am so sorry when i read comment of some people on this website i e brother gatwech,Jonh e t c i feel pathetic and tear. i though you guys are genaration for change and it seem to be worse. are you going to school to study tribalism? i mean you are study to be good leaders for tommorow but not so.
