Civil society groups petition Kiir - reject constitutional review nominee

February 22, 2011 (JUBA) - Leaders of national and civil society groups have issued a petition, demanding for the immediate removal of Angelo Beda, the delegate selected to represent them on the technical committee reviewing South Sudan’s interim constitution.

In a strongly-worded petition seen by Sudan Tribune, which was addressed to South Sudan’s President, Salva Kiir Mayardit, the group provides a list of three nominees to the committee for “our legitimate representation.”

“The agreed upon person, Angelo Beda is not a civil society actor and has never been part of the civil society in South Sudan,” the 19 February petition, also addressed to South Sudan political parties leadership, partly reads. It adds, “The agreement on the nomination and approval of the above mentioned person, was made in the absence of civil society in the meeting itself.”

Last week, the south-ruling Sudan People’s Liberation Movement (SPLM) and leaders from the other political parties held a two-day forum on the transition in Juba, the South Sudan capital.

The two-day event reportedly approved the inclusion and participation of political parties, civil society and faith-based groups, further approving the inclusion of their members into the established technical committee tasked with reviewing the 2005 law.

Beda’s appointment, together with 11 other leaders from various South Sudan opposition parties, was contained in a 17 February presidential decree. According to the civil society petition, however, its members were not consulted in the nomination process, contrary to the resolutions that emerged from the two-day dialogue.

“There has not been, at any time, consultation with the organised sector of civil society, on our representation in the technical committee, which we have continuously called for,” further reads the petition signed by 12 various groups.

Meanwhile, civil society activists nominated Isaac Kenyi from the Justice and Peace Commission, Lorna Merekaje from Sudan Domestic Election Monitoring and Observation Programme (SuDEMOP) and David de Dau from Agency for Independent Media (AIM) as nominated members to be included on the committee.

    Who are this civil society group? and what are they petition for? and a person or the law?

    This petition must be disapproved because they did not explain why they don,t want Angelo Beda in the committee. Thanks

      Get it right and once man, the point is failure to make consultation. Believe me or not this evil surrounding our leaders in which consistently take people for granted will not lead us anywhere. Isn’t it the same ideology that made the opposition political parties to disrespect the presidential decree nominating what to him was supposed to be the sole technical committee charged with reviewing the constitution. Who are this civil society group? This question is surely misplaced and leaves the question:Are you really a Southern Sudanese? highly admirable. Perhaps the problem with you is understanding the foreign language.

      The answer is simple, Mr. Angelo Bedi was a long serving member of NCP, he just resigned from NCP closed towards the referendum. He was never seen before representing southerners on various occasion during the struggle as a civil society person whether in side or outside Sudan.

      Therefore, a person who was not seen acting as a civil society person should not be given the ready made cake of those who baked it. We cannot deny how hard the civil society group advocated and campaigned for referendum and many other southern issues.

      Not just any person who resigned from NCP or any other party and did not joint SPLM or other southern political parties should be termed as civil society activist. Kiir should always be wise in what ever decision he is taking or making.

        Haaaaaaaa, if you doesn,t know,then South Sudan is now a republic of South Sudan in which all Southerners who had served in the Sudan government has right in the South and they has privileged in the formation of their new state.

        See! this is why i really said that reasoning sometimes is a problem. Are you going to reject those who had serve in the North while a southerner, that is completely prejudice of you dear brother and that criteria can not disapproved him to the committee because he is ethically a southerner.

          I agree with you that South Sudan is now a republic in which all Southerners who had served in the Sudan government has right in the South and they has privileged in the formation of their new state.

          But Selecting Mr. Angelo Beda as a civil society activist is not the right ticket for him because in reality he is not representing nor among the members of civil society group or even seen participating with them. He can be appointed but not with others ticket(Please go to Google and get the definition of who is the civil society activist.)

          Bear in mind Mr.Bol that we are laying foundation of the new state, then people selections should re-presence their group. The behaviors used by the PB during the elections selection process should be put aside or we are making the same mistakes.

    It is sometimes difficult to explain things to comrades who do not understand the concept of GOOD GOVERNANCE, the roles of civil society in Nation building are paramountly important worldwide except in a Nation where people are learning Governance then a question arise such as "who are the civil society?" it is a quite rediculous question, believe me you!

      You are all right. This is your time, a time for people who have hidden themselves during the 22 years of struggle. You need to fight for Good Governance in the Country. After all i see new faces and new unfamiliar names involved in the process of Constitutional review. People whom i have never heard of since the war broke out in South Sudan.

      So Mr.President, consider this petition of CSGs and removed Angelo from the list of the nominees. Your time has gone. Vultures has to lead now.

    You both did not understand my argument so i am not going to blame you guys because the reasoning itself is a curse sometimes.You guys must know that the audiences never get satisfy why the civil society make a petition against Angelo Beda. Can you guys prove the benefit of doubt without getting the clues why they doesn’t they need that individual in the committee. Please, you are confusing yourself with hatred against the nominee which has been elected by their constituency. Thanks

    Failure are making constitution. New generation will come with their new constitution to rule this country. Why bringing these Nigerian old ideas to make constitution ? What they know about new world order? We are not going back wards to old days. We need our new country to start with something never happened in Africa before which only new generations of South Sudan around the world will bring it home. We are going to change the system by all mean.
    You can just make your constitution which will not work.
