Border state governor says ‘mismanagement’ led to South Sudan split

August 15, 2011 (KHARTOUM) – Chronic mismanagement is a major factor behind South Sudan’s split from the north, according to the governor of a northern state abutting the south.

Sudan split in two in July 9 when the south officially seceded in line with the outcome of the region’s vote on independence at the start of this year. The plebiscite was promised under the Comprehensive Peace Agreement which ended in 2005 more than two decades of north-south civil wars.

Malik Aggar, governor of Sudan’s southern state of Blue Nile which lies on the ill-defined borders with the South, on Sunday addressed a farewell ceremony of 201 southern employers in his state’s capital Al-Damazin.

In his speech, Aggar said that mismanagement in Sudan was a major reason for the south’s split.

“Secession was caused by the policy of intolerance,” he added.

Aggar, who chairs the northern offshoot of Sudan People’s Liberation Movement (SPLM) which rules the south, advised the southerners to “adopt the beautiful things from the north and refrain from intolerance.”

The Blue Nile State lies inside the north but it shared political and military struggle with the south. The state’s population largely sided with the south during the civil war with the north on basis of common grievances of neglect and underdevelopment.

Aggar expressed his dissatisfaction with the south’s secession but he later said he was optimistic the two countries could reunite. He added that the south’s resources could reflect positively on the level of development if these resources were to be used judiciously.

Under the CPA, Blue Nile State and South Kordofan were promised a plebiscite dubbed “popular consultation” in order to gauge local satisfaction with the agreement’s implementation and produce recommendations on re-structuring governance relationship with the north.

However, the popular consultation in Blue Nile stalled as South Kordofan descended into a state of war between the northern army and forces aligned with the south since early June.

Aggar lamented the fate of the “dying” popular consultation process. He pointed out that the vote was supposed to take place within the CPA’s six-year transitional period, adding that the transitional period has not been extended.

Sudan’s parliament last month endorsed a bill extending the popular consultation process by six months after its deadline expired with the end of the CPA in July.

Aggar previously warned that approving the law would be a violation of the CPA and that he would not recognize it.

He called on the citizens to "resist the unjust and oppressive law which was passed by a single party that represents no one but itself," in reference to the ruling National Congress Party in the north.

    Malik Agar,

    Don’t waste your time trying to "reform the too deformed" North Sudan. Garang regretted his call for unity of Sudan when he realized that the country’s system was too deformed to be reformed.

    Just prepare to follow suit and split, which is of course a precisely predicted scenario in the near future. Nuba Mountains and Darfur will also split.

    Long live prophet Ngundeng Bong’s irreversable prophecies.

    Long live Dr. Riek Machar Teny-Dhurgon, the implementer of the prophecies.

      I like the way you always comments man, you are really a true South Sudanese. You must be ’’Ram Mi Raan’’ I guest. You have a very clear english, a very precise comments which are always to the point.

      In fact Malik is wasting his time trying to reform something too deformed. Take an example of back bone deformity by TB. It is always too hard for Doctors to reform it back.

      By the way people do not know that prophet Gundeng foretold all these happennings in Sudan as whole. There is only one thing that has remained from Ngundeng’s prophecy. I guest you know it.

          Ngudeng is a liar that fools all Nuer people and they believed in him.

          wake up you all Nuer people and see the light of the South Sudan not the light of Ngudeng.

      It make me laught when i hear that some people in some communities belived in fake wisher and evil while they fail to realizes that the evil have misled them to shame situation.

      I am talking about the most hated fake evil ngundeg which lead our brother to khartoum during the war than abandon them to the subject of doom and surrendered to what they don’t belive was the right pass.

      Those who belive in wrong creature are not aware of what it’s evilish has done to them. i hope the majority has knew now that the creature is for those who are hopless and don’t have a gut or power to do anything in their own power rether than belived in most hate and fail evil called Nguandeng.

      The most hated and savages kind of mass up community with no clear leader in thier cultuer will end up worshiping everthing including in the furture they might worship Salva Kiir mardit for unknown reason.

      The most hated and seem to have some of educated people but still brainless in their uncivilised attitudes of denail other people and communities’s success just because of their own habit of jealusy.

      The most hated and divide craze delusion society is not aware of their wrong doing and that is why they are alway on the wrong part of the road while other majority are on one pass.

      They can go to school learn than they becames master degree holders, PHD holder and mony important level but when it came to the human being standard. they becames descend into the lever of doom and hopless.

      Or maybe the God is now trying to give them a sense of human being and that is why some of thier criminals are now starting confessing for their crimes which the committed in the post and may be God is doing his best to tech them and that is why we have dead militias and some kind of surrendered. God is great He could do un thinkable to refrom the defrrm criminal and guilty mind community to accept their wicked act.

        You see what I said earlier that when men are for reals, you lost. I have been hearing from true Dinka that you people have something you believe on. Don’t you know that? If you do not know what or who you believe, ask one of your friends to tell you.

        We are here talking of a prophet not Satan. Even in the Bible, the words of God are being spoken through prophets. Are you even a christian?

        You may say Ngundeng is most hated, but still his prophecies are becoming true. Garang Died as he prophecied. What has remained is you. Because of your foolishness, you will one time regret all that you are doing now.

        Yes governer, mismanagement led to the split of Sudan because those guys in Khartoum believed themselves first that they are more smarter than Africans orgin and started to ignore them to the point of nothing. That’s why they mismanaged everthing in your watch. I was conversating with one of the Northerners in 2009, what he said was a laughable statement, saying Southerners are unable to rule, but they may rule in 20 years to come. I did not bother myself to question his statement and continued with converstation as though I did not understand his talk. Someone has to believe people are equal and started to treat them equally.

    Don’t worry the establishment of all South Sudanese’s management resources. There are greats resources in Southern Sudan and can make development for any regions join with South Sudan’s GOSS.

    Your job as a frican in definition and the leader of the SPLA/SPLM is to kick out any SAF in your State South Blue Nile. Don’t let Khartoum government fool and accepted, you will find yourself or all formers SPLA/SPLM in both greats Southern Kordofan State and South Blue Nile in a troble life if you guys let them be fools by Omar al Bashir. The only medicines for Khartoum is to make them isolate from the rest of Sudanese people and you guys both States have the rights to joins South Sudan unless you want to see another generation suffering under Khartoum domination.

    Kick their ass out of South Blue Nile and Southern Kordofan and South Sudan will be listen to your problems as well.

            Be directive, never bypass the reality. Always impossible. Think about it, south sudanese people voted 98% secssion which made it through selfdetermination. This was because they hated new sudan. tired of arabs
